The Weekly Gazette. ISSUED EVERY THURSDAY. Henry Kuchel, Charles Kuchel, EDITORS AND PROPRIETORS. THURSDAY... NOVEMBER 19, 1891. Mr. Gosch's orchard, he informs us, is looking splendidly since he fumigated. New shoots are being put out, and the trees are all of them taking on an appearance of healthy luxuriance. Fumigation is the great exterminator of the scale—and no one but the orchardist knows how deadly the fangs of these pesky insects are. They draw the lifeblood from the tree like leeches and their track is marked by the destruction of the orchards. But turn the deadly fumes of the gas upon them and they pass in their checks in countless thousands. It is a pleasant sight to look upon an orange tree after it has been fumigated. Its new shoots and bright green appearance give abundant evidence that it is anxious to live and perform its duty in the orchard. It seems to say, Rid me of the scale and I'm with you. Mr. Gosch furnished the acids for his trees himself, and gave the work his personal supervision. The fumigation was done at night. He hired the fumigating apparatus and the men, and furnished the ammunition himself. That is the way to get the best results from fumigation. All orchards should be fumigated this season, and the sooner the work is done the better. Some of our larger orange growers should combine and have wagons and tents put up for fumigation for their own use, and which they might rent to their neighbors at nominal cost. These outfits could be kept going the entire season, and the expense would be very small indeed. At present the calls upon the fumigators are so numerous, not half of them can be attended to. After getting through with Mr. Gosch's orchard the outfit went to Joel Parker's orchard at Orange to keep their engagement there. One or two outfits could be kept going in this neighborhood very nicely at this time. The bugs stole a march on the orchardists this past summer. The past's name is legion. cents for the round trip, and $7 65 for a monthly commutation ticket. The Rivera people, across the river, who are just as far from Los Angeles, on the Santa Fe as the Downey folks are on the S. P., ride into town for 30 cents, pay 55 cents for the round trip and $5 50 for a monthly commutation ticket. Hence the Downey folks want a reduction. But if they get it, all the other towns along the line will want it, including ourselves. And when we get it the Santa Fe will have to come down in their ruinous rates. All the stations along the line will be "kicking" for a reduction, including Rivera. Then when they get it, Downey may begin over again, and keep the good work up until we all ride for nothing. Mr. Ryan has returned from attending the meeting of the Executive Committee of the State Association of irrigation districts at San Francisco last week. One result of the meeting, that will be peculiarly gratifying to us, is, he informs us, that Engineer Schnyler and Judge Wilson of Los Angeles have been named to investigate and report upon the irrigation districts in the southern part of the State, instead of Mr. William Ham Hall and a firm of San Francisco lawyers, whose charges go up into the thousands for the work. We do not think any objection will be made by our people to Mr. Schnyler and Judge Wilson doing this work for us. In fact, we have their reports already, and are quite willing to furnish any additional data that might be asked from them. Besides having confidence in both gentlemen, we shall be spared the infliction of Mr. Hall and his big bills, to be supplemented by the bills of the San Francisco lawyers working with him. Another result of the conference is that irrigation bonds, so soon as the work of the conference shall become known to the bond buyers of the world, instead of selling at 90 and 92 cents will go to par and over. While in San Francisco the irrigationists met the leading bankers and capitalists of the State, and it is confidently expected that all obstacles to the placing of the bonds have at last been set aside. One of the leading bond brokers of the country, whose name cannot be given at present, has taken hold of the bonds and will doubtless succeed in placing them satisfactorily. After getting through with Mr. Gosch's orchard the outfit went to Josel Parker's orchard at Orange to keep their engagement there. One or two outfits could be kept going in this neighborhood very nicely at this time. The bugs stole a march on the orchardists this past summer. The pest's name is legion. Famigation is the only remedy, and the attendant results are so great that it would pay our orchardists to have one or two outfits for their own use the year round. This work cannot be done too speedily. Form a local fumigating outfit, and fumigate the scale! A long time ago, long before the coming boom had dawned in the eastern sky, so long ago in fact that Hanna & Keith still held forth in the real estate business in the premises new occupied by Attorney Melrose, and Pellegrin & Sons had not moved away from their palatial quarters next door, so long ago that the enterprising firm of Rimpau Brothers was yet Goodman & Rimpau, and the Post-office and telegraph had not moved away from their central location in front of this office, some of our enterprising citizens had a photograph taken of that part of Center street that begins where what is now Franz's barber shop and runs to the end of Los Angeles street, where Cahen's stere stands and stood at the happy time of the taking of the picture. The photograph was a good one—we think it was taken by Pellegrin Brothers—and was manufactured into a woodout and printed in a pamphlet, issued from this office, descriptive of the advantages of this section. The pamphlet was designed for the benefit of the tenderfoot and intending settler—and was a very good one too. The woodout helped to embellish the pamphlet, and thus performed its allotted portion; but its appearance in different newspapers throughout the State at different times thereafter was, first, appreciated, then passively countenanced, then frowned upon, in the ratio that the onward march of the town had changed the appearance of the street, made the town larger and gradually relegated the woodcut to the ranks of the chestnuts of the past. The cut was manufactured long before the erection of the Federman, Metz and Backs blocks—before the Hotel del Campo and the Sisters' college and Reiser's Opera-house and Conrad's big brewery were built—before the many hand-some business places and palatial residences that now grace our city were called into being. It has long since outlived its usefulness. It has done heroic service, performed a noble duty and is entitled to its rest. It should be allowed to grab up the drapery of its couch about it and lie down to its mess of another result of the conference is that irrigation bonds, so soon as the work of the conference shall become known to the bond buyers of the world, instead of selling at 90 and 92 cents will go to par and over. While in San Francisco the irrigation officers met the leading bankers and capitalists of the State, and it is confidently expected that all obstacles to the placing of the bonds have at last been set aside. One of the leading bond brokers of the country, whose name cannot be given at present, has taken hold of the bonds and will doubtless succeed in placing them satisfactorily. There is no reason why irrigation bonds cannot be sold. They are the best bonds in the market, and we believe capitalists are beginning to look at them in the right light. The State Association is doing good work. It may be necessary to hold another meeting of the Executive Committee in a month or so. By that time it is confidently expected irrigation bonds will go. It is all very fine to harp upon the fact that because a sober and industrious man happens to be out of money and out of work he may be run into jail by an ambitious officer and charged with being a tramp. But in reality this thing happens very rarely indeed. Of course the average "hobo" will pose as an injured innocent—and he generally gets the sympathy of the credulous and chicken-hearted. But we have very little sympathy for him. The burly roustabout who puts in time frightening and insulting women after the men folks leave the house should be made to suffer for it. The world is too kind to him—he should be put in the chain gang at the rate of fifty days for each offense. And all tramps in jail should be made to earn their board like him. If they do not like this sort of treatment let them stray away. To lose $50,000, as Mr. Culton did in the suspended San Diego bank, would bankrupt most men. But while it is a great blow to him, still he is abundantly able to survive it, as he is pretty well fixed in the accumulation of this world's goods. However, we hope he may recover his money—every cent of it, as he is too good a citizen to lose a dollar that way. Since the above was written we learn that Mr. Fowler is loser $5,000 by the failure. The suspension is a disastrous blow not only to both gentlemen, but to the community as well. We trust both gentlemen may regain their losses. The Salma Irrigation District in Fresno county voted on Monday on the question of issuing bonds in the sum of $600,000 to provide an irrigation system under the Wright law. The district comprises the greater portion of Fresno county, between the city and the southern boundary of the county and running coast to Sanger, and also a small portion of the northern boundary of Talara county. Early in this year the district voted on the question of issuing The cut has been doing service year in and year out ever since it first appeared, and for august we know unless we raise our voice in protest, and that is what we intend to do, will be used by a certain class of publishers when speaking of our city so long as it is capable of protesting an impression. The last hand to divest it of its sacredness is that of the truly virtuous Dr. Burton of the esteemed California, in the last issue of his valuable journal. If we mistake not this is the second time the Doctor has rattled us within the past six months by printing the cut. We throw up our hands in holy horror, and cry enough, enough. The printing of this cut implies that there is nothing worth showing here but that which was pictured seven or eight years ago. This is a mistake. We have grown since then. An acquaintance with the camera will show how much. The next time Dr. Burton prints a picture of us let him begin, say, at Prof. Fox's barber shop and work west, young man; or he may select a view from Schlange's fine collection—which he may doubtless have for the asking. But give us a change. The Downey folks are petitioning the Southern Pacific Railroad Company to reduce the fare between Downey and Los Angeles. The rate is 40 cents a trip, 70 The Selma Irrigation District in Fresno county voted on Monday on the question of issuing bonds in the sum of $600,000 to provide an irrigation system under the Wright law. The district comprises the greater portion of Fresno county, between the city and the southern boundary of the county and running east to Sanger, and also a small portion of the northern boundary of Tulare county. Early in this year the district voted on the question of issuing $1,000,000 worth of bonds, and voted no with an overwhelming majority. The bonds were again defeated last Monday, but with a smaller majority. There are seven election precincts. The four largest—Selma, Fowler, Kingburg and Sanger—gave a total of 419 votes in favor of the bonds and 544 against them. The other three precincts will probably increase the vote against the bonds.
