JUNE 25, 1891 PETITIONS numerously signed by the citizens of Anaheim have been presented to the School Trustees asking that Prof. Grogan be retained as Principal of the school. While the great bulk of our citizens desire Prof. Grogan to be retained—as evidenced in the recent election for School Trustee—it is by no means certain that the school board will comply with that wish. Against Prof. Grogan's capability nothing can be said. The objections entertained are based upon his method of dealing with a wilfully disobedient boy, as we understand it. This is the same objection that has already prevailed with no little effect against two of the Principals of our school. It is this to be the gauge by which teachers are to be judged, the sooner the people know it the better. For boys of this kind there is an excellent remedy at hand in the way of expulsion from the school. If a pupil cannot be made to obey like other scholars, there should be no place for him in the public schools, and that's the end of it. We think the board will commit an error in not retaining Prof. Grogan. The committee who called upon the School Trustees to ask for his retention was composed of Messrs. A. Langenberger, Adolph Rimpan, S. S. Federman, H. Cahon and Dr. Bullard, gentlemen whose names are a sufficient guarantee of their standing in this community. Prof. Grogan should be retained. Matters arising afterward may be dealt with in proper form. In this connection we desire to say that the statement attributed to Trustee Brown, to the effect that Prof. Grogan busied himself in writing articles for this journal defending himself, does Prof. Grogan great injustice. Everybody in Anaheim knows that he has held himself entirely aloof from this controversy. And by so doing he illustrates the fact that he is a gentleman of a high sense of honor and propriety. In our presence the question was asked him by a citizen of this city what he thought of the probable action of the School ruined. Inside of the past week hop lice have suddenly covered the vines as high as four feet from the ground, and are rapidly climbing upward. A few lice appeared early in the season, but no danger was then felt, owing to their small number. In some instances hop-growers have turned sheep into the fields to eat the vines. Payallup, the hop headquarters in the valley of the same name, is feeling exceedingly blue. This means bigger prices for all other hops. Our boys did splendidly at target practice yesterday. Had the absentees been present, there is no doubt we would have won the Bonebrake silver service, which our boys won at the brigade encampment two years ago. We are in hard knack. What beats us is the persistent staying away of the "Westminster squad." These young men should be more punctual at drills and at target practice, or their places should be filled by young men in town. The profound and respectful admiration for himself, of the possession of which the editor of a paper published not a thousand miles from here gives ample illustration in the printing of his name no less than twenty times on three pages of his last issue, recalls the pleasing fact that advertising pays. One is lost in contemplation of the stores of treasures the other pages might contain. What an "elegant" man to shout for himself in a county convention! Senator Cullom of Illinois is a candidate for the Republican Presidential nomination in 1892, and he makes no secret of the fact. "If the nomination is tendered me, you can bet I won't throw it over my shoulder," were the words he used to a reporter the other day. "And if it's going to be a free-for-all fight," he added, "and the Illinois delegation for me, why then I'll be in the field. Blaine can have the nomination if he wants it," continued the Senator, but I doubt if he will encourage any movement to put him in the field. Harrison stands the beat chance, in my opinion, and will doubtless be named. The tariff will be the issue, and the silver and other minor questions will be sort of tailed onto the tariff as side issues. McKinley will be elected Governor of Ohio for three reasons: First, he is personally a very popular man, having the magnetic attractiveness of Blaine; second, Campbell, who doubled will be his opponent, succeeded in dividing his party; third, the Republican party in Ohio never was as strong as now." The Senator is en great many business men give one glance at the evening papers and mediately draw from a pocket ad paper that is in marked contrast to paper, so far as type and general ad goes. The type is invariably larger and plays advertisements and heading articles commonly coarser. The always spread evenly over the page sheless the business man opens thru the page devoted to village news every line there. The used to live in the village where he was printed, and he recognizes that people there are old acquaintances monly old friends. At Porthe collapse is said to be complying spring a Seattle man paid $1,500 for just outside of Seattle. By fall $7,000, and now he cannot sell for Santa Fe Route. That is the kind of man the Trustees would displace from our schools. Prof. Grogan has never said a word about this controversy to us, much less written anything about it for this paper. Now that irrigation bonds are salable in the East, as evidenced by the recent disposal of $350,000 of Tulare bonds in New York, it is probable that all the irrigation districts in this State will awaken from their lethargy and take on a new and vigorous lease of life. If our bonds had been sold a year ago, there would have been no necessity for the long-drawn-out and sometimes ridiculous discussion of the value of the water company’s works. The works would have been condemned and paid for in court. Had the contemplated disposal of our district’s bonds been handled properly at the time of their advertising last year, it is probable they would have been sold advantageously. However, the mistake then made may now be remedied, and it is perhaps just as well the bonds were not sold, for in the mean time they have advanced to above par. The aggravation consequent upon the misfire in the attempted sale is balanced in the fact that bonds bring from 7 to 10 cents more on the dollar that they did last year. There is a broad significance in that which opponents of the district system of irrigation should ponder well before rushing into print with the idle declaration that irrigation is a failure. These bonds, at 6 per cent, are just now peeping over the high-water mark at par, and so desirable have they become that in another year, we hazard the prediction, they will bring a premium at a materially reduced rate of interest. Our bonds are good for 105 at four per cent. Holt’s Orange Belt comes to hand this month with the following double-leaded leader: For four years past some of the leading attorneys of the State, having many large land owners of the San Joaquin valley for their clients, have fought the irrigation district law in the Legislature and in the courts. They have now given up the fight—have come to the conclusion that the districts are solid and legal, and have advised their clients to stop the fight, and, as a rule, their advice has been accepted. The great battles have been fought and won, and in the delegation is for me, why then I’ll be in the field. Near Red Bluff a dairyman named Walton drove forty-five head of choice milk cows to a field of green corn. The cows commenced feeding, and in five minutes one staggered, fell and died. In a minute Walton saw others affected and started to drive the herd out of the field. Right more died before he could get them out. Twenty more died a few minutes later, and a little after one more, making thirty in half an hour. The cows were worth $75 to $100 each. Walton has only fifteen left. Doctors went out and examined the corn and found what they supposed to be arsenic on the blades and stalks. They have not made a thorough chemical test, but will do so later. The loss is heavy on Walton and the people who depend on him for milk. The town of Willows does not hold out very brilliant inducements for strangers to locate there. Recently a young man arrived there by train, put up at one of the hotels and proceeded to inspect the town. Several weeks passed. The occasion for his presence was not revealed, and some suspicious minds received the idea that he was a spy from the hated city of Colusa. It was decided to give him a lesson, so he was arrested and tried as a vagrant, but nothing could be brought against him and he was discharged naturally a very mad man. He has now brought suit against the town for $10,000 for false imprisonment, and it turns out that he is a young Eastern lawyer looking for a location. He has been offered $3,000 to compromise the matter and hush it up, but refuses. William Carleton of San Diego worked steadily at wood-chopping all last week until Saturday noon. Then he drew his wages and went off to play faro. In less than two hours he had lost all his money, and desiring to make good his loss, he entered the African M.E.C. Church on Monday afternoon and stole nineteen chairs, which he thought he could sell. He was arrested on a charge of burglary and sent to the County Jail, not being able to give bail. A little boy who thoughtlessly set fire to a small patch of grass to kill some grasshoppears on a ranch near Biggs the other day fired also some fifteen tons of hay that had been cut, but not racked into shocks. He fought the fire manfully and prevented it spreading to the adjoining fields, but he will be more careful another time how he plays with the dangerous elements in a field. Section 2.-It shall be and it is here lawful for any person to use any portany building or place within that portion of Anahiem as bounded and described on its building or place within such portany material is kept, unless such merely kept at last. Section 3.-It shall be and it is here lawful for any person or persons to ignite didewalks or firecrackers or other discharge or explode any gun,pistol within that portion of the City of Anahiem and bounded in section one of this order on public occasions, when written permission is first obtained from at least three members such public demonstration may be made. Section 4.-It shall be and it is here lawful for any person or persons, firm to store, permit to be stored, or keep any quantity of hay any kind within of the City Department described in section one of this ordinance; unless securely enclosed within a building, house, and then only in quantities not tons in weight of loose hay and 20 pounds bale hay provided; that upon good care Board of Trustees may be by resolution records of the Board of Trustees, grazing for the storage of a greater quantity herein agreed with Hay within said portion of the ham when is not enclosed wring,harn or warthuse. The Supreme Court has decided that the County Government Act passed recently by the Legislature is constitutional. The decision was rendered on Monday in the case of the Sheriff of Mono county against the Auditor. The new law materially reduced the Sheriff's compensation, and he brought suit on the ground that the Act classifying every county in the State was a piece of special legislation and unconstitutional, and he was entitled to the compensation provided for in the old law. The decision is important, as many other county officers besides the Mono Sheriff are affected by it. The Supervisors held no meeting on Monday, and the appointment of a Director to represent Fullerton precinct in our irrigation district goes over until next Monday. There is a lively struggle between Messra, Sponable and Porter for the place. It is understood the Supervisors will not appoint any one who is not ent-and-out in favor of the district. This is eminently proper, and as it should be. The hop crop of Washington, which brings a million dollars into the State every season and is a favorite hop for beer, is entirely Powder mildew, a disease which attacks first the leaves and then the fruit of the grape vines, has made its appearance on the young vines issuance Tulare county vineyards, in which it is said to be making bad havoc. The principal damage seems to be among three-year vines, the older ones being comparatively free from disease. The sixteen-months-old girl baby of Mr. and Mrs. Higuero of East San Jose got hold of a revolver Thursday,and putting the muzzle of the weapon, child fashion, into her mouth, pulled the trigger, when the pistol went off, blowing her head almost entirely off. A later dispatch says the impression prevails that the cows were killed by eating poison put out for grasshoppers. No trace of arsenic could be found by physicians in their analysis of the dead cattle. The Great Spring Medicine—The Blood is the Life.
