PRESIDENT HARRISON and party in a special train whisked through Anaheim this morning at 2 o'clock. They were bowling down on their way to San Diego and Coronado. They arrived in Los Angeles yesterday afternoon, and were accorded a most hearty welcome. Mayor Hazard had declared the day a legal holiday, and the city turned out in real holiday attire. The Presidential party were met at Yuma ("the threshold of California") by Governor Markham and others of the California reception committee. An unlimited quantity of fruits and flowers were taken along to present to the distinguished visitors. To-day at San Diego the President will be tendered an ovation. The party returns this afternoon and will stop at Santa Ana for a few minutes. The President will probably make a short address there. The train proceeds thence to Orange, whence it switches off to Riverside. Although the pleasure of seeing the President in Anaheim was denied us, many of our citizens went to Los Angeles yesterday to attend the ovation and jubilee. Long live the President!
We have already called attention to the new series (the third) which the Anaheim Building, Loan and Savings Association is to issue on the first of May. Already the minimum number—100 shares—has been subscribed for or promised, so that no doubt remains as to the success of the issue. The popularity of this association, and the esteem with which it is regarded by our people, increases constantly. No public institution among us has done more, or promises better for the good of our community than this. But two years old, its good effects are already seen in the three new houses built by its aid, while other homes have been acquired by its assistance. It earns for its shareholders 12 to 15 per cent or more yearly in profits. At the same time it inculates habits of thrift and saving among them. Every salaried man, every wage worker in town and vicinity should be represented among its shareholders. Each share reprevents and orange dealers have been notified that the importation of the fruit must be stopped unless they can compel the California packers to clean the oranges and take the necessary precautions against the pests before shipping.
The July meeting of the Southern California Editorial Association will be held at Flagstaff, Arizona. The trip will include an excursion into the Grand Canyon of the Colorado and a visit to the ancient cliff dwellers of Arizona. The journey will be made in a special train tendered by the Santa Fe Railroad Company, than which there is no more accommodating corporation in the world. All editors in Southern California will be invited to be present, also those of Arizona, New Mexico, Colorado, Nevada and other States. The trip will occupy about a week, and be most enjoyable and instructive.
The Supervisors have abolished the Board of Horticultural Commissioners, and thus have done away with a fruitable item of expense to the people. The Supervisors will appoint three Commissioners, who will in future serve at $3 per day for actual service. If the new Commissioners are to do nothing but draw their salary—as was pretty much the case under the old board—the sinecures had best be abolished altogether. Good horticulturists have been spoiled in trying to make junketing Commissioners, politicians and "prominent people" of themselves. Abolish the commission.

The Anaheim Gazette has a largely displayed article this week under the head of Santa Ana deadbeats. It says a number of our boys went over to a show the other night to play with the "Newland Ministrels, the poorest show ever exhibited in Anaheim." It says the manager skipped with all the funds and the Santa Ana boys skipped without paying their hotel bills. Boys, we don't give your names, and hope for your own credit and the honor of your parents that you will go over to Anaheim and settle up. THE GAZETTE published all your names.

We are glad the habit is not spreading, as it seems much more tasty to rely on the matter being printed for its worth, without the hand-stamp invitation to do so.
Pretect Your Health.
Cold and moisture combined have a torporising effect upon the bodily organs, and the digestive and secretive processes are apt to be more tardily performed in winter than in fall. If there is one thing that Road Overseer Ike Williams can do better than another, it is to make a good road, with a very small expenditure. We say this because we have lately noticed quite an improvement in the roads at Contralia, and we know that the amount of funds available for the work was shockingly small. But Isaac gets there just the same, as witness the road he has recently made between Mr. Potter's and Mr. Foster's ranch. Let's have some more of it!
We trust our friend Herr Turner Herzog of our esteemed contemporary the Sud Californier of Los Angeles will take no offense at our mild mannered coupling of his name with the management of what now transpires has all along been his hated and envious rival, the Sud California Post. Indeed, we had been laboring under the impression that our German brother of the Angelic City lived in nothing but peace and harmony together. But now that the horrible secret is out, there remains nothing for us to do but to tender both newspapers an apology for the dread similarity of their names.
The importation of California oranges into Washington is likely to be prohibited by law unless the fruit is disinfected of scale pests. The Washington State Board of Horticulture announces that nearly all of the oranges now shipped from this State are burdened with the pests, which hatch out by the time the fruit arrives at Tacoma. An Ordinance to provide for a special election to submit to the qualified voters of the City of Anaheim the proposition of incurring an indebtedness of Fifteen Thousand Dollars for the construction of a City Hall, for the extension and completion of the City Water Works, for the grading and improvement of Streets within the City of Anaheim, and the purchase of property for Fire Department.
The Board of Trustees of the City of Anaheim do ordain as follows:
WHEREAS, As declared by the Ordinance number 63 passed by said Board of Trustees on the 11th day of March, 1890 the public interest and necessity demand the construction of a City Hall, the extension and completion of the City Water Works, the grading and improvement of the public streets within the corporate limits of the City of Anaheim, and the purchase of necessary property for the use of the Fire Department to protect the property of said city and its inhabitants from damage by fire, and WHEREAS, The assessed value of all the real and personal property within the corporate limits of said city of Anaheim is six hundred thousand dollars and upwards; said WHEREAS, The plans and estimates of the cost of said improvements made by a competent engineer and architect, who has had successful experience in such work, are now on file in the office of the Clerk of the City Hall is the sum of three thousand five hundred dollars, and WHEREAS, The estimated cost for the construction of a City Hall is the sum of three thousand five hundred dollars, and WHEREAS, The estimated cost for the extension of the City Water Works is one thousand dollars and the estimated cost for the completion of the City Water Works is two thousand five hundred dollars, and WHEREAS, The estimated cost for the grading and improvement of the public streets within the corporate limits of the City of Anaheim is six thousand five hundred dollars. Tuesday, the 2d Day of June, 1891,
At which shall be submitted to the qualified voters of said city of Anaheim, the proposition of incurring an indebtedness of fifteen thousand dollars for the purposes herein set forth. That if the proposition to create such indebtedness shall be accepted by the qualified voters of said city of Anaheim at indemnity and all other respects conform to the recollection of those indebtedness by cities, towns and municipal corporations incorporated under the laws of this State; for the construction of water works, sewers and all necessary public improvements or for any purpose whatever, and to repeal the Act approved March 9, 1888, entitled an 'Act to authorize municipal corporations of the fifth class containing more than three thousand dollars each, thou-should be indemnified by cities, towns and municipal corporations incorporated under the laws of this State,' approved March 19, 1889.
Section 2. That said election shall be held according to the laws of the State of California applicable thereto and the ordinance of this city.
Section 3. That election shall constitute a single precinct with one polling place and the polling place for said election shall be as follows: At the building on Los Angeles street now occupied by the fire department and the Board of Trustees of said City of Anaheim, known as the City Hall.
Section 4. The compensation for the members of the Board of Election shall be three dollars for the election and the holding of the election, qualified electors of City of Anaheim are appointed at Board of Election to act respectively as inspectors, Judges and Clerks of said election that is to say: Inspectors, Theo Rimpau, E. A. Pullen; Judges, Otto Rust, A. Goldwalt; Clerks, E. J. Pellegrin.

The figures given above for street improvements are given for the aforesaid streets permanently graded and improved, and WHEREAS, The estimated cost of the necessary property for the Fire Department is one thousand five hundred dollars and WHEREAS, Salid improvements are necessary and the cost of them is too great to be paid out of the ordinary annual income and revenue of the municipality, and WHEREAS, The Board of Trustees of the City of Anaheim deems it necessary for said City of Anaheim to incur an indebtedness of fifteen thousand dollars and therefore indemnities cannot be incurred except by the consent of at least two-thirds of the qualified voters of said city voting at a special election for the purpose of procuring such consent.
New, therefore, the Board of Trustees of the City of Anaheim do ordain as follows:

Stockholders' Meeting.
AT A CONFERENCE OF BOARDS OF DIRECTORS of the Anaheim Union Water Company of the Anaheim Irrigation District, held nature April 18, 1891, the following was agreed upon basis of settlement:
That when the Anaheim Irrigation District has expended the sum of one hundred thousand dollars (400,000) is improvements in accordance with the plans of the engineer now on file; then the Anaheim Union Water Company will accept on hire and fifty thou- sand ($150,000) dollars in cash or equivalent in bonds, subject to the approval of stockholders; provided the Anaheim Irrigation District proceed to carry out its agreement within year from the date of ratification by the stockholder. In accordance with the above and a resolution of the Board of Directors of the Anaheim Union Water Company, adopted at a regular meeting of said board on the 18th day of April, A.D. 1891, a meeting of stockholders is hereby called to convene in the office of the company in Anaheim on Saturday, the 23rd day of May, 1891.
at 2 o'clock p.m., to ratify the above agreement. Stockholders who cannot be present will execute proxy, and mail to some stockholder who can will be present. Let there be a full vote on this important matter.
