The Weekly Gazette. ISSUED EVERY THURSDAY. Henry Kuchel, Charles Kuchel, EDITORS AND PROPRIETORS. THURSDAY...FEBRUARY 19, 1891. THE ISSUANCE OF CITY BONDS. The proposition to issue bonds for the improvement of our streets, the rehabilitation of the city water works and the construction of a City Hall is one that appeals to every progressive citizen of this city. It is proposed to issue bonds in the sum of ten or fifteen thousand dollars for these purposes. That our streets need repairs and improvements is absolutely without question. In winter they are muddy and almost impassable during heavy rains, and in summer they are dusty and disagreeable. Our streets should be gravelled and kept clean as befits a city of our importance. Sprinkling could then be done to greater advantage, and repairs made more lasting. Where a single sprinkling now leaves our streets in anything but a satisfactory condition, the gravel covering would at once show its good qualities, reducing the amount of water necessary for street sprinkling and lessening that item of expense. Where repairs are now made in the sandy soil it is almost impossible to make them permanent. A chuck-hole filled with earth to-day is an uncommon nuisance again to-morrow. If our streets were packed with coarse gravel these repairs would be of a permanent nature, and thus another item of street expenditure would be done away with. Besides these two items, the City Trustees have several petitions before them praying for the grading of streets, construction of bridges and other matters of improvement, for all of which there is not a sufficient amount of money at hand. At present these needed improvements are shelved, on account of a scarcity of money. The city water works require alterations, improvements and repairs. In a word, we have outgrown our present water facilities and need new and more capacious pumps, tanks and apparatus. People are clamoring for new water mains on side streets, and more fire hydrants are necessary. These improvements, again, it is impossible that there would be a deficiency. It was asked how many applications for pensions had been made under the Act of last year and Allison gave the number up to January 10th as 529,000, of which only 8,000 or 9,000 had been allowed. The editor of our esteemed contemporary, the Santa Ana Press, waxes truly eloquent in reading his learned constituents a lecture upon the text that "the day of Santa Ana's salvation is rapidly drifting to the rear." Our distinguished collaborator sees in the building of the Anaheim and Chino Valley Railroad the loss to Santa Ana not only of that portion of the trade of the Westminster and Garden Grove section that now finds its way to the county seat, but—with the acquisition of the New river country and our new-born prosperity consequent upon our proximity to the Chino sugar factory and our rail connection with it and tide water—sees the loss to Santa Ana of the county seat as well. Softly, softly. We want the railroad and the New river people, but when it comes to the county seat, we blush and say those nay. Judging by the manner in which Santa Ana has retrograded since it secured the county capital—resizing how the "day of its salvation is drifting to the rear," while Anaheim is marching on tonew and better things, we doubt very much if we want the county seat, even as a gift. We are doing quite well without it. And if the silurianism rampant at Santa Ana is a necessary adjunct, we would fight against having it here tooth and nail. No, we do not care for the county seat. But we do want the Chino and Ocean Railroad, and by the board of the prophet we are going to have it, even if it takes the moving of heaven and earth to get it. Already we feel the pulsating throbs of the good time coming. The sound of the locomotive reverberates in the hills. The morning sunbeams glisten in the dewdrops on the rails of the Chino valley railroad. The flapping sails of the white winged ships of the sea make music merry as marriage bells alongside the wharf at the Landing. All this we see. We have but to shut our eyes and we see it all. But the county seat? Bless you, no; we don't want it. That may remain at Santa Ana, together with the silurians who drive all enterprise away. If you want the State try the O. M. The Olive Mill money in this county industry. Get your wagons Schauman's establishment. First-class work shop. Satisfaction. Build up home in Milling Co. Four. Farmers' Healing for piles. For sale gist, Anaheim Cal. Keep your money Milling Co.'s good. John Schaumann horse-shooting. For chafing, it scalds, burns, etc. Druggist, Anaheim. Ask for "Orange Flour" if you want struction of bridges and other matters of improvement, for all of which there is not a sufficient amount of money at hand. At present these needed improvements are shelved, on account of a scarcity of money. The city water works require alterations, improvements and repairs. In a word, we have outgrown our present water facilities and need now and more capacious pumps, tanks and apparatus. People are clamoring for new water mains on side streets, and more fire hydrants are necessary. These improvements, again, it is impossible properly to undertake with the cash at our disposal in the Treasury. It will require several thousand dollars for the rehabilitation of the water works, and the sooner the work is done the better. According to Engineer Schneider there is danger of a breakdown almost any day. To guard against this it is necessary to call into constant requisition that extreme sense of circumspection which the engineer is known so eminently to possess. These repairs and alterations to the water works are not only essential for our protection, but are demanded by the least interests of our city. For our safety in case of fire, as well as for the accommodation of our constantly increasing population, to say nothing of the urgent need of repairs and the possibility of a breakdown in our present pumping apparatus, we should by all means have larger and better equipped water works. The issuance of bonds for the construction of a City Hall, while not so urgently necessary as the expenditure for the repairs of our streets and water works, is a question nevertheless which appeals with some force to the progressive people of our city. At present the city records and other important documents, such as ordinances, resolutions, contracts, etc., have no satisfactory place of safekeeping. Many of the ordinances are in a state of very unsatisfactory preservation, and it would not tax one’s faculties greatly to imagine that most of them are lost, strayed or stolen. We should have a vault for the preservation of these documents. The Trustees now pay $12 a month for the rental of their place of meeting and the Marshal’s office. This at 6 per cent will pay interest upon an amount almost if not quite sufficient to put up a substantial one-story brick structure for the accommodation of the different officials of the city, as well as for the housing of the fire apparatus, and a place for the preservation of public records belonging to the city. The corporation already owns a lot, near the center of the city, and a neat building would add materially to the appearance of the town. These are in effect the purposes to which the money to be raised by the bonds will be put. The City Trustees are unanimously in favor of the project, and those of our citizens with whom we have conversed upon the subject are in favor of the bonds. Anaheim is preparing to get a move on itself. Already one feels the cheer that comes before the pulsating throbs of the good time coming. The sound of the locomotive reverberates in the hills. Gosch, was the first to answer the call printed in these columns last week, that it was necessary that further subscriptions be made to the Chino railroad fund. Mr. Gosch had not been informed of the status of the railroad deal very long before he walked to headquarters and subscribed to five shares of stock. Mr. Gosch is one of our newly acquired citizens, and his enterprise is commended to those of our old-timers who, having abundant means but no inclination to subscribe, are doing their level best to keep this town in the quagmire of decay in which it has languished for poco tiempo pasado. We would say again that we expect to be furnished by the different fraternal societies, the index of which is published by us every week free of charge, with the names of all newly elected officers, as well as of all changes in their official personnel, as soon as possible after their occurrence. We publish this fraternal index for the benefit of our different societies and those of our readers abroad who desire to acquire information regarding them. Consequently all secretaries will be kind enough to bring this matter before their lodges, camps, posts, councils, courts, etc., to the end that in future all changes in their official personnel may be published, not only with neatness and despatch, but with that exhilarating promptitude which has ever been our distinguishing characteristic. Our old friend Josh Talbot has “measured up his string,” and passed into the presence of the Great Ring Man. His soul has gone aloft. He holds cases in heaven. He died at the Soldiers’ Home at Santa Monica on Monday. Years ago we knew him well. May he be “first out” for even so much as a harp, and may no dreams of distressing “onta” or “doublets” mar his peaceful slumber. Those who knew Josh in his lifetime, who knew his virtues and ignored his frailties, will drop a silent tear upon his tomb. The Great Destroyer has called “30.” The haunt that knew Josh once will know him no more forever. Peace to his ashes. ADMIRAL PORTER, the ranking officer of the navy, died at his home in Washington on housing of the fire apparatus, and a place for the preservation of public records belonging to the city. We want graveled streets, improved water works and a new City Hall. Then let us vote for the bonds. SPEAKING of the Chino railroad and the consequent benefits to accrue to this city by its building, our enterprising fellow townman, Mr. W. J. Hill, stated in the Commercial Hotel on Sunday evening that if we should have three inches of rain by the late storm he would subscribe to five shares of stock in the road. As the rain gauge shows a precipitation of over four inches within twenty-four hours of Mr. Hill's declaration, and the total fall for the storm exceeds his outside figure by 100 per cent, we would respectfully suggest to the committee having the subscription lists in charge that it might be policy to request Mr. Hill to multiply his number of shares by two, and make the number ten instead of five. Taking him at his word, we would not let him off without seven, anyhow. The Pension bill now under discussion in in the House appropriates for pensions for the year $133,173,085; for the less and expenases of examining surges, $1,500,000; for salaries of eighteen pension agents, $72,000, and for clerk hire, $300,000. In the course of discussion on the Appropriation bill it was inquired whether the amount appropriated would be sufficient for one year. Allison believed it would be, but admitted that there might be a deficiency of $5,000,000, $6,000,000, $8,000,000 or $16,- 000,000. With him probably his rank will disappear. He performed conspicuous services during the Rebellion, and was next to Farragut the greatest naval fighter of the time. His remains were interred at Washington on Tuesday. On Friday last a photograph of Center street was taken, the camera pointing from the porch of Federman's building, looking west. A woodcut of the picture will be made with which to embellish the Orange county pamphlet. The cut will first appear in THE GAZETTE. Hey, Peabody? An election was held at San Luis Obispo on Tuesday on the proposition of bonding the city for public improvements, sewers, bridges, etc.; and resulted in voting the issuance of bonds to about $50,000, the limit allowed by law. The election called out a large vote, and was carried by about four to one. MISS CATT of Iowa told the recent Suffrage Convention that there are too many $1,000 women and 10-cent men in this country. Seat! Meanwhile, We Remain the People. Santa Ana Press. In connection with this matter we take occasion to say that nothing on earth could be plainer than that Santa Ana is fooling away her day of grace. The industrious farmers to the southwest of us, those who reside in the vicinity of Garden Grove and Westminster, have been particularly desirous of obtaining railroad communication with Santa Ana. More than that, certain local capitalists, men of brains and enterprise as well as cash, have been doing all they could to secure permission to construct such a line, but there is always a sufficient NEW ADVERTISEMENTS.
