THE STATE ASSOCIATION HOLDS ITS FIRST CONVENTION AT SACRA-MENTO—COMMITTEE ON CONSTITUCTION AND BY-LAWS APPOINTED AND OTHER BUSINESS TRANSACTED. Representatives of the State Association of Irrigation Districts, organized at Tulare in September last, met at Sacramento on Thursday. Sixteen of the twenty-eight districts in the State were represented. J. W. Nance presided and A. J. Pillsbury officiated as Secretary. The following committee was appointed on Constitution and By-Laws: E. H. Tucker of Selma district; H. W. Robinson of East Riverside district; E. B. Morton of the Kern and Tulare district; A. P. Merritt of the Tulare district; Thomas Brown of the Kraft district. The twenty-eight districts in the State embrace 1,763,152 acres, and have voted bonds to the extent of $9,620,000, of which $1,593,500 have been sold. The purposes of the association are to give each district the benefit of the experience of the others and to exercise a general supervision over the districts that will be valuable to the State and develop the district system. The irrigationists held a conference in the evening to select committees on irrigation to be presented to the Senate and House. The conference decided to refer all amendments to the Wright act to the Committee on Legislation, the members of which at this writing have not been named. Governor Markham, in his inaugural address, refers thus to the subjects of irrigation and forestry: It was not my intention to make any suggestion upon the subject of irrigation, as the reports of the practical working of the FIRST NATIONAL BANK OF Los Angeles.
