LATE NEWS OF THE WEEK.
The Irrigation District's Low Tax Levy.
Only Fifty Cents on the Hundred Bollers of Valuation - Report of the Proceedings of the Meeting of Tuesday - Benth of Mrs. L. Parker-Markham Will Be More Value Alarm of Fire-New Capt. French Sprays Min Orange Trees.
The Board of Directors of the Anaheim Irrigation District met in regular session at their office on Tuesday morning. Present, President Kora, and Director Spencer, Growther, Yorbe and Ryan, the latter gentleman having been appointed by the Board of Supervisors to fill the vacancy created by the resignation of Mr. Greeley.
The Secretary read the minutes of the last meeting, which were approved.
The committee consisting of the President and Secretary, who had visited Los Angeles to secure bids for doing the abstract work to be used in the condemnation suits of the district, reported that several bids had been obtained, the lowest being $250 from the Los Angeles Abstract Company. Two other bids were received, one to do the work for $500, providing that no more than 500 tracts were to be abstracted, and $250 additional for each tract above that number; the other bid offered to do the work for $645. The bid of the Los Angeles Abstract Company was accepted. This is the same company whose representative, Mr. Harpham, offered two weeks ago to do the work for $1,000, and who subsequently lowered his bid to $750. He states that when he made his first bids he was not fully conversant with the nature of the work in hand. His company will receive $350 for the work, the same to be completed in eighteen days from October 11th. The committee allowed the company a bonus of $10 per day for each day less the stipulated time in which the work was finished.
The rest of the morning session was taken up in the discussion of the purchase of land for the purpose of water development. A survey will be made of the tract in question, the same to be submitted to the next regular meeting.

After the various steps in the organization of mid district, the election of officers and the issuance of bonds had been held, and on about October 28th, 1898, the district applied to the Imperial Court of the county of Orange, wherein its lands are situated, to have all of the proceedings for the organization of the district, the issuance of mid bonds and all proceedings which might affect the legality or validity thereof examined, approved and confirmed by the Court under the provisions of the last above mentioned Act.

RESOURCES OF THE DISTRICT.
It is very difficult to determine what are the actual resources of the Anaheim Irrigation District, owing to the fact that there is such a difference in the value of the land situated therein, considered by the premises or absence of facilities for irrigation, much of which will be obviated when the system of irrigation now under consideration by the Board of Directors shall have been perfected. The real property alone is subject to assessment for the payment of these bonds. This comprises thirty-three thousand acres of land, includes within its boundaries the city of Anaheim and the flourishing village of Fullerton. We have been unable to procure from the census agent the number of inhabitants in the district, but they are estimated at upwards of three thousand. The real property was assessed upon the last assessment roll at one million six hundred thousand dollars, which was considered at time to be thirty-three per cent of its real value. About fifty per cent thereof is now improved and exclusive of the city of Anaheim and the village of Fullerton, is chiefly devoted to raising oranges, walnuts, apricots and peaches, and is valued at from one hundred and fifty to seven hundred and fifty dollars per acre. The greater portion of the unimproved will be equally susceptible of improvement upon the adoption and completion of the system of irrigation now determined upon by the Board of Directors of the district. There is at present embraced within its boundaries twenty-eight miles of main ditches and seventy-two of distributive ditches, all of which it is proposed to condemn and acquire under the provisions of said Act, by means

The date for opening bids for the sale of bends of the district was fixed upon January 6, 1891.
At 12 o'clock the board adjourned for lunchson, and reassembled at 1:30 p.m.
when the matter of engaging J. D. Schuyler as engineer of the district, was called up. It seems, according to Mr. Ryan's statement, that it was the intention of the old Board of Directors, of which Mr. Ryan was a member, that Mr. Schuyler should be employed as the engineer of the district, he to formulate all plans for the organization of the district and the distributing system, and Mr. Kellogg to carry out Mr. Schuyler's suggestions.
Under that view of the case, and as no plan for the district has yet been formulated or presented to the board, the Directors determined to notify Engineer Schuyler to repair here post haste, and to immediately take up his duties in his capacity as engineer of the district. He will formulate a plan for the organization of the district, which will require two or three weeks time. His salary for doing this work will be $200.

Under the head of new business the board put in a couple of hours in fixing the tax levy for the current fiscal year. The yearly running expenses of the district were found to be $7,800. As there is a balance of $2,800 remaining in the treasury, it will be necessary to raise $5,000 by this year's taxation. The total valuation of property in the district is $1,277,178. On this amount a tax levy of 50 cents on the $100 was deemed sufficient to run the district through the year. The levy was accordingly fixed at that figure.
After fixing the levy the board investigated Engineer Kallogg's charges for work done for the district. Director Spencer said that Kallogg had been charging $8 per day for office work, which the Director considered too high. The engineer was employed in the first place at $8 per day. While in the field he furnished a wagon and two horses, accountments, etc., without additional charge to the district. At the time of his employment nothing was said as to a reduction in the charge for office work, and so Mr. Kallogg has made no distinction in his work charging $8 per day for each day's labor.
Director Spencer stated that in his opinion the charge for office work should be reduced. It was customary with all surveyors, he said, to make a reduction of from 25 to 50 per cent for office work.
Engineer Kallogg stated that he thought $8 per day for field work too small pay, but that $8 per day for office work made the thing about even.
Director Spencer stated that $8 per day for field work was Mr. Kallogg's own figure, and that he should, in the Director's opinion, make a reduction in his charges for office work.

Engineer Kallogg stated that he thought $8 per day for field work too small pay, but that $8 per day for office work made the thing about even.
Director Spencer stated that $8 per day for field work was Mr. Kallogg's own figure, and that he should, in the Director's opinion, make a reduction in his charges for office work.
Mr. Kallogg stated that barley and hay were pretty high, that his surveyor's accounts needed repair at times, and that he was put to other large expenses. He therefore stated that, if the board would pay him $10 per day for field work, he would agree to accept $6 for each day put in in office work.
As this was "mix on one hand and half a dozen on the other" to Director Spencer, who had hung himself out on a raiding expedition against the big expense of the district, the matter was postponed until the next meeting, when the engineer will make the board a proposition, looking to a reduction of his salary. A question put to him as to the number of office days he had put in since his appointment as engineer, alicited the response that he did not know.

The Irrigation District Manager's Pamphlet.
The pamphlet issued by the irrigation district contains a statement of facts in reference to the organization of the district and invasion of the lands thereof; also a copy of the decree and findings of the court taken in the organization of the district, and a statement of the resources and export tonage of the district. The organization of the district is described thus:
The Anglican Irrigation District was organized on or about the 1st day of April, 1893, under the provisions of an Act of the Legislature of this State, entitled "An Act to provide for the organization and government of irrigation districts, and to provide for the acquisition of water and other property, and for the distribution of water thereby for irrigation purposes, approved March 7th, 1892 (Saturday), and the supplementary Act thereafter entitled "An Act annexing it and supplementary to an Act entitled 'An Act to provide for the organization and government of irrigation districts, and to provide for the acquisition of water and other property, and for the distribution of water thereby for irrigation purposes,' approved February 14th, 1893 (Saturday)."

Supervisor Armor of Orange was in town on Friday, inquiring into the methods of our irrigation district. The formation of a Wright irrigation district is being discussed at Orange, and Mr. Armor is looking up the law. It is understood he favors the formation of the district.
H. B. Westerman of Pomona, candidate for the Assembly, was in town on Monday, and called at this office. He is a very pleasant gentleman, quite well varnished in public affairs, and should be elected, will double serve his district well. His ear appears among the political announcements elsewhere.
Fred Burgess of Santa Ana was in town one day last week, taking in the night. Fred is an old-time Anaheim, and has friends over this way. He runs on the mail route between Los Angeles and Dwain, and gets over 70,000 miles of territory in a year. Fred always had a knack of getting over the largest amounts of territory in the heart space of time.

M. PARKER'S BATH
Lennard Pinder, who is around youth has been primarily in english on last Wednesday night and 11 hours and 25 days. Mrs. Hill is surrounded by children of the family everything was done to make her comfortable as possible and took place on Thursday, the evening followed to the grave by a very numerous of nursing friends. Frank as director of the funeral, and Wm. Kessig, J. P. Zeys, Dr. Gandolfo L. Sahena were the pull-bearers the hearse were nine carriages the members of the family. The one of the largest over men in Parker was not a Christian, in the acceptance of the term, but an innocent friend thinker. GEORGIA ARBATER WRITES FROM OFFICE
MARYSVILLE COMMUNITY REPORT
Marysville City Council reported that on account of a minority of cedars they had ordered a quantity from the landage and mine.
The Municipal Report that the following person had refused to pay Known for September and October; P. Mulhous, K. Hart, D. Vimont and Kennon Bergam, on behalf held with $8 per month; J. Humphreybilt, T. S. Grinshaw, W. Fisher and H. Dentch, delivering water; $29 per month; J. K. Fine real estate and insurance; $36 per month.
The Municipal Report that the municipal police did not average $500, and demanding a rebate of $50 for overnight lodging in Luminae. The Municipal Commission recommended that the amount of $50 be relied upon if Bemesholdt will make an allowance to the effect that his sales have not arranged $500; also in future that the Marshal collect only $125 limone per month; instead of $250 as formerly, if Bemesholdt will make an allowance to the effect that his sales for each month have fallen below $600.
The report of the special committee on graveling Center street from depot to depot reported that the cost would be, for grading, $689 50; for graveling, $720.
The report of the Chairman of the Special Committee on the examination of the City Marshal's accounts was read. This is in moldy old chestnut which Trustees Witte and Littlefield have tilted over for many months past. The report is signed by Trustees Littlefield and Schindler.
They may that in their opinion, there was no intention to defend on the part of the Marshal. Trustees Witte refused to sign the report, saying that he wished to go on record as disagreeing with it. Thus ends the whole affair.
It is to be hoped "majority and minority report" question will be allowed to rest in
the delivery of the eulogy many wet. A son of the deceased, J. R., was so overcome with grief that he faint and physicians were called. Pinther of Santa Ana read a poem. Was interred in the family burial cemetery.
Mrs. Leonard Parker arrived in 1871.
