CHINA'S STRINGENT LAWS. SEVERE MEASURES FOR THE PUNISHMENT OF CRIMINALS. A Land Where the Laws Are Enforced with No Appeals or Delays for Rich or Poor. A Small Percentage of Criminals—Banishment and Whipping. Arthur Mark, ex chief of the Shanghai detective force, asserts that while China has a population of over 450,000, yet the criminal element in proportion to numbers is less than 10 per cent of what it is in the Chinese quarter of San Francisco. He accounts for this by the greater stringency of the laws for the punishment of crime in China and the greater certainty of their administration. In proof of this he has furnished The Atlas with the following extracts from the Chinese penal code, of which he reserves what he claims to be the only English translation to be found outside of China. REVERE BUT JUST PUNISHMENT. As to the willing of female inmates as slaves, Chinese law provides that any one who detains a fugitive child or who is a slave shall receive ninety days and a half years banishment. If a female child is sold for marriage, she gets eighty blows and two and a half years banishment. A barterer of robberies or stolen treasure, even though not a participant in the principal crime, is bounded. Any wilful damage to property is punished as theft, and the person or persons causing the damage must make good the full amount of the damage. All aged or infirm persons must be cared for, and upon complaint being made to a mandarin he must provide for the destitute aged and those who have no relatives. Neglect of his duty is rewarded with fifty blows. Bigamy is punished with nearly twelve and the marriage is null. If a man sports his son in law, the punishment is one hundred blows, and if the wife conspires she also gets one hundred blows. Whether marries when his father, mother, grandfather or grandmother is in jail gets eighty blows, unless by special command of such parent, in which case there shall be no feast. Marrying one of the same name is punished by sixty blows. For every taking away a woman and marrying her is punished by the captor being strangled, and if the captor gives her to another person, the punishment is the same. Any government official marrying a murderer, conviction or one below his station gets sixty blows and the marriage is void. A priest marrying gets eighty blows and is expelled. A principal in the crime of murder or attempted murder, with a subsequent design to mangle the body or divide the body of a person, shall suffer death by a slush and painful process. This consists in cutting off a hand. This consists in cutting off a hand, then a leg then an ear, then taking out an eye, then scraping a piece of flesh from the body, and so on until life is extinct, when the corpse is cut to pieces and made away with. The murderer's wives, sons and all inmates of his house, although innocent, shall be perceptually banished 2,000 miles or patent 700 miles. Accessories contributing to the crime of murder in the slightest manner shall be禁闭ed. Other accessories, whether contributed nor shared in the crime, but merely known of its contemplated execution, shall be punished as ordinary accessories by being beheaded. If a murder is planned, but no person killed or wounded, the principal shall be beheaded and all his relatives banished. Any person who gives information of a crime or a contemplated crime shall receive from the government twenty ounces of silver. Any person or persons rearing venomous animals or preparing poisonous drugs which are to be used to kill a person although no person may have been injured shall be禁闭ed. The property of any person guilty of this crime or violation of law shall be forfeited to the government, and all his relatives or inmates of his house, although innocent, shall be banished 3,000 miles or patent 1,000 miles. Practitioners of medicine, or any person who prefers to be a practitioner, who causes a patient's death, or injures a patient, or not minister drugs with a puncture or needle, and thereby kills or wounds a patient, shall be summoned before a magistrate, who shall call on other reputable practitioners, and if it shall appear to be an error the practitioner may be allowed to reside himself of the charge by giving up his practice forever. Of a practitioner aggravate a complaint to extent more money, the fee so extorted shall be considered stolen and punishment inflicted in proportion to the amount obtained or attempted to be obtained. If a patient dies and the practitioner who fattened the deceased is shown to have employed improper methods, the practitioner shall be禁闭ed. Any one who occasions death from fright or violent throats, or alarms another to such a degree that the frightened person kills himself shall, when reasonable grounds are shown to have existed on the part of the smite, be punished with 100 blows. Any government officer who shall do this or attempt to do it shall receive the same punishment and be obliged to pay the family of the smitten ounces of silver. If any person threaten or frighten an older relative so that the latter commits suicide, the junior so offending shall be禁闭ed. If any prisoner resists an officer and strikes the latter so as to draw blood the offender shall be禁闭ed. If a criminal who resists an officer is armed, and the officer kills him to secure his person, or if a criminal escapes from prison or is killed while being pursued, or if a runaway criminal destroys himself, the officer shall in no wise be answerable for the prisoner's death. In any case where a criminal is killed, where the offense charged against him was punishable with capital punishment, and the officer had no right to assault or wound him the punishment of the If any prisoner resists an officer and strikes the latter so as to draw blood the offender shall be strangled. If a prisoner releases any other prisoners, or if he attempts it, he makes himself liable to the punishment of the most guilty of those who escape or try to escape, provided the punishment shall not exceed 100 blows and banishment for 3,000 ft., or 1,000 miles. If one or more prisoners in prison rise against their keepers, and thus effect an escape, they shall be beheaded, no matter what their previous offense may have been. These are but a few samples of the Chinese laws, the whole code of China being brief and to the point. The trials there are before magistrates, and decision is final, no opportunity for appeal being provided for. As a rule punishment follows conviction within a very few days—San Francisco Alta. Why We Sink In Quickland. Quick sand is composed chiefly of small particles of mica mixed largely with water. The mica is so smooth that the fragments slip upon each other with the greatest facility, so that any heavy body which displaces them will sink and continue to sink until a solid bottom is reached. When particles of sand are ragged and angular any weight pressing on them will crowd them together until they are compacted into a solid press.
