MERGANIZATION OF THE REPUBLICAN PARTY IN THIS COUNTY
A meeting of the Republican Central Committee was held at Santa Ana on Saturday afternoon last, the outcome of their deliberations being the promulgation of a call for primaries for the purpose of naming a new County Central Committee. It is given out that, had the above action failed to have been taken, a call, signed by a few Republicans at Santa Ana, would have been issued to the people, counseling the election of a new Central Committee to antagonize the work of the old. It is furthermore understood that little if any objection prevails upon the part of the few self-constituted political bosses at Santa Ana as to the fitness or party fealty of the members at large of the present Central Committee, but that the several members resident at Santa Ana have thus far failed to meet the bases approbation, and in consequence the whole political fabric of the party is sought overthrown. The meeting last Saturday was called with the full knowledge and consent, if not at the instigation of these political buccaneers. For reasons best known to themselves the members of the Central Committee have seen fit to do their bidding. The committee, it is further known, was called upon to resign. Rather than risk the displeasure of this small band of wirepullers, it was resolved to call primaries on Saturday next, for the purpose of electing another committee.
Let us look into this piece of all smelling political jugglery.
Who compose the committee, as at present constituted, and by whom were they appointed?
Who are these Republicans who presume to dictate to the intelligent mass of the party throughout the county?
The answer is not far to seek. The committee was duly appointed by the Republican party, in convention assembled, by men who fought the first battle of the party in this county, and who at this writing are initially superior, as party men, to the hostile forces here. We ought by all means to have this higher course in operation. We should have dozens of scholars in this branch in daily attendance at our school. Besides those resident here, people would come from the adjacent country, from Fellerton, Fairview, Placentia and other localities contiguous to us. Let us have the grammar-grade course as soon as we can get it. Perhaps Prof. Garwood might enlighten us upon the subject.
One of the most aggravated cases of attempted blackmail that has ever come under our observation is reported in our local columns today. We are especially justified in designating "Colonel" Walker's action as infamous, as we know, in common with every member of this community, that his attempted victims are of exceptionally high standing, thoroughly responsible, and the very last persons to attempt to evade their financial obligations. Mr. Francis G. Ryan is an enterprising and pushing man of business. He has not resided here long, but in the short time he has been with us he has become noted throughout the southern citrus belt as an authority upon insect pests and the treatment of orange groves—a fact all the more remarkable as when he purchased his orange grove two years ago, he was a novice in horticulture. He is a member of the Board of Directors of the Anabehem Irrigation District, and has in other ways proven himself to be a man well versed in public affairs, and a decided acquaintance to this community. His financial responsibility has never been questioned by anybody but "Colonel" Walker, who seems to furnish an exemplification of the adage that "whom the Gods would destroy they first make mail."
Mr. Ryan's action in this matter, after the receipt of Walker's infamous letter, is worthy of public commendation. We happen to know that some of his friends strongly urged upon him the payment of Walker's extortionate bill rather than have the anonymous letter made public, as it necessarily would when the author was arrested. Mr. Ryan repudiated the suggestion at once, and in running "the blackmailer down has expanded a large amount of money." We repeat that for this action on his part he is entitled to the thanks of all good citizens, as there are few men who, in the interest of the public and in furtherance of justice, would submit to the annoyance and expense entailed in bringing up the criminal case here.

The committee was duly appointed by the Republican cannion, in convention assembled, by men who fought the first battle of the party in this county, and who at this writing are infinitely superior, as party men, to the horde of Republicans who scampered off last Fall to pinto counsels and non-partisan conventions in search of an office, or with one to be stow upon this or that favorite, born in the county-division campaign. The committee supported the first ticket of the party, and lost the fight because of the distempered straying of those Republicans who, returning now to the fold, presume to dictate the course of political alliances in their lovely vacated household.
Who are these Republican moguls who sort themselves up as dictators of party politics in this county? Are they members of a personal clique at Santa Ana who would sacrifice their party rather than see even their most obscure antagonist on the Central Committee? Do they arrogate to themselves the right to say that they must rule, or the party be sold out and defeated? We should like to know upon what meat they feel that, coming into the party's ranks with the smell of the pinto convention still upon them cheeks, they presume to say how even them at timorous Republican shall cast his vote. We should like to know what Republican is low bred enough to do their holding in face of the fact that in their inside pocket on Saturday last was an "appeal" to Republicans to elect another Central Committee, if the members of the present committee refused to so act. For the sake of "harm my" the party subjects itself to the machinations of a clique nearly all of whom ran away from their party's council halls last Fall, at the time of our first county election. Republicans who skilled in their tents and wandered off other conventions last Fall are not the men to role the party in this county now. It is seldom we say much of politics, but such a brazen attempt on the part of a few pinto Republicans at Santa Ana to "run the machine cannot be passed unnoticed." If the party desires success at the polls, the sooner this oblique is sat down upon, the better. Let all fair-minded Republicans rise in their might and break the power of this gang of buccaneers who seek to put a collar on the party.
The whole matter, to cut a long story short, resolves itself down to this. The Republican party of Orange county has humbled itself simply that two factions at Santa Ana might test their strength at primaries. Of course the country members will be returned to the committee and perhaps the present members living at Santa Ana will have the same thing done by them. TEACHERS' INSTITUTE.
Formation of the Orange county Teachers' Association
The Orange Teachers' Institute, in session at Santa Ana during last week, adjourned on Thursday evening, the meeting having been productive of great good to the teachers of the county. The Institute resolved to form a permanent organization, to be known as the Orange County Teachers' Association. The first meeting of the society will be held on the second Saturday in May. P.W. Weeks of Orange was elected President; Elwin Clark of Fullerton First Vice President; Miss Corinne Barnett of Santa Ana Second Vice President; J. N. Keran of Newport Secretary; and Miss Minnie Perley of Anheemii Treasurer. The following committees were appointed: On Accommodation, Prof. L. N. Howerth; Music, Mrs. Agnes L. Grim; Miss Minnie A. Perley; Mrs. Nettie Sweeten; Programme; Edwin Clark; Miss Rosa A. Davis; Miss Edith L. Clotner; Miss Salina Burton; Miss Nadine Crump.
Before the Institute adjourned the following resolutions were adopted:
1) That we pledge one another that, during the coming year, we will do all in our power to advance not only in that refinement and intelligence which mark the lightened citizen, but also that we will study such books and periodicals as will beat enlighten us in our professional duties, and prepare us to perform them successfully.
2) That we believe much profit would result from the meeting and mingling of the teachers of the county oftener than the annual Institute, and that the proposed County Association, with its accompanying benefits, should receive the hearty support and cooperation of every live progressive teacher.
3) That we, as teachers, realizing that the principles underlying the kindergarten are the true psychological methods for the development of all the faculties of the child, and the foundation of Manual Training, pledge ourselves to devote enough time to the study of these principles to practically apply them to all school work of the pupils,

A copy of the Educational Journal lies before us with some surprising data as to the number of scholars in the grammar-school course in the different counties of the State. The primary course of our public school system embraces scholars who attend school from one to six years, the grammar grade those who attend during the seventh, eighth and ninth years, and the grammar-school course those higher scholars who attend during the tenth and eleventh years. Los Angeles county last year had only twenty-three scholars in this latter grade, out of a total of over twenty-seven thousand school children. Orange county had we believe, only three scholars who took the grammar-school course. Pupils in the Anaheim school have no opportunity of entering this higher grade, as the course of tuition ceases at the end of the ninth year. We understand there are several scholars in town who have passed that term and who are desirous of taking up studies in the higher branches. They are debarred that privilege because of negligence on the part of the people, who have it in their power to inaugurate the system here if they feel so disposed. Other scholars who have passed through the school term here, and graduated from the grammar grade, are attending college in other cities because they cannot take up the higher
Thieves at Newport.
Editor Gazette.—A party of nine, of which the writer was one, left Anaheim last Sunday for a day's sport at Newport. Arriving there we left our lunch in the boat while we traveled over the hills in search of flowers and shells. When out of sight of the boat and its contents, a party of four or five men, containing men who are known, headed by a fellow named Fred, from the alkali flats near one of our neighboring temperance towns, boarded our boat and devoured every thing sable, viz.: One boiled ham, one roast chicken, large pie, box of sardines, one and a half loaves of bread, large cake, two bottles of wine, bottle hese, piece of cheese and a knife worth $1.50. The us in our professional duties, and prepare us to preform them successfully.

(3.) (4.) That we earnestly believe the love of good reading and good literature, once thoroughly implanted into the youthful mind, to be a most potent factor in the elimination of evil, and in the upbuilding of the good. To this end we will work; and we will foster, support, improve and use our district libraries, that the greatest benefit may accrue, to justify the large sum of money invested therem.
(5.) That whereas the education of the children with reference to our country, its laws and institutions, will contribute to preserve the same, therefore we pledge ourselves to the introduction in our schools of systematic exercises designed to incalcate a love of country, the sacredness of the ballot, and to give to our pupils a practical knowledge of the duties and obligations of citizenship.
Resolved. That we duly appreciate the expression of remembrance adopted by the Teachers' Institute of Los Angeles, our parent county, and will always remember with satisfaction our pleasant associations with the teachers of Los Angeles county.
Resolved. That our gratitude is due to all who have in any way aided in the success or entertainment of this Institute.
REPUBLICAN PRIMARIES
To the Republicans of the County:
The Republican County Committee is issuing a call for a primary election to elect a new Central committee, deem it expedient to face the call by a brief stint of their reasons for taking action.
On the eve of an election great importance to our people behooves this Committee to all personal feeling and to take their actions as to harmonize element in the party.
Though there can be no question that this Committee is a legally organized body, yet it is not question that, by reason of ciliar condition of political status in our county at the time of holding of the last county election, at which this Committee appointed, there were a number of "Republicans" who had not in the forming of this Committee and who did not participate in work of the convention.
It, therefore, only fair and able that those "Republicans" who had not in the forming of this Committee and who did not participate in work of the convention.

Waked Up Effectually.
