THURSDAY FEBRUARY 6, 1850 The hearing of the petition of the irrigation district to issue bonds, which was to have come up in the Superior Court last Friday, has been postponed until a new advertisement may be printed, which shall comply sooner to the law than the last. The latter, printed in a Santa Ana newspaper, was not published for a sufficient length of time by one day, and the whole matter is to be gone over again. There have been many delays in the formation of our irrigation district, but none so aggravating as this. The error was deemed by Judge Wilson, of Branson & Wilson, to constitute sufficient cause to fear that the Supreme Court might reverse the decision of the Superior Court, if the latter should approve of the petition. This error is one which it would seem directly traceable to the district's attorney. It is high time that this dilly-dallying case, and the work given over to attorneys who will see it that the matter is pushed through its final hearing in the Superior Court. Several months have been wanted on this comparatively insignificant affair. The district in all other matters is held in check by the failure to hear this petition to issue bonds. Now that Branson & Wilson have taken charge of the case, however, it is safe to say that the hearing will come up in due time and the entire matter speedily settled. The advertisement of the petition of the Anaheim Irrigation District to issue bonds will be found in our advertising column this morning. The petition was prepared by Judge Wilson, and is correct beyond any possibility of doubt. After the regular number of publications shall have been made, the petition will come up in court and we hazard the assertion that it will be granted without delay. Our esteemed contemporary, the Santa Ana Standard, which seems in its wisdom to have a grievance against the Anaheim Irrigation District, descrints thus wise: Judge Monday of Los Angeles gave us a call on Friday. He was here looking after some from the Executive Mansion to aid the hurried family, and followed himself to acquire what assistance he could render. The members of the Calvert, with whom Secretary Tracy is very popular, were among the first to call. They were all shocked beyond memories at the calamity and placed their respective houses at the disposal of the affected family. As soon as Secretary Tracy can be moved with safety he will be taken to the Executive Mansion. One Great State Home In less than three months State politics will be boiling. By that term is understood a state of fierce bubbling up. There will be a great many nice State offices to fill. The control of the several State institutions and the fast pckings thereunto attaching will be involved. There is no reason to believe that there will be any diminution in the number of "jobs," for which the aid of that beneficent institution known as the State Legislature will be sought. But the main question, apart from the United States Senatehip, relates to the alarming growth of extravagance on the part of the State. There are many facts in that connection which may well be understood as we go along. The rate of taxation in California this year was higher than that, of any State in the Union, with the exception of Nevada. This heavy rate of taxation was coincident with an exclusive valuation. The amount of money raised this year is about the same usually required to maintain the State Government of New York, through the Empire State has perhaps six million of people. The millions now piled up, or about to be piled up in the State Treasury, are in excess of the amount usually found necessary for the support of the government of the great State of Pennsylvania. Seven millions in all are in Sacramento, or will soon be on the way there, which is fully $6 per head for every man, woman and child in the State. But as few of the women and none of the children pay taxes, the burden of the bread-winner can easily be figured out. So far as taxes are concerned we are still reaping the effects of the murderous waste of the last legislature. Taxation for two years, according to law, was fixed by it. There will have to be paid for the fiscal year 1890-91 $5,422,520, which is $1,500,000 in round numbers less than the taxation of the current fiscal year, but still fully $2,000,000 above the average. There is not a man who was connected in any way in imposing the outrages and intolerable hardness on the people who ought not to be made to feel that his political career has been brought to a close. When the political rodeo is held the red-hot iron will be applied to the flanks of a pretty large herd. The result was the district got knocked out and will have to begin anew. If the whole bond system was knocked out it would be a blessing, especially if the district had to refund the extortate tax it has lately collected. Slightly inaccurate. The district was not knocked out by any means. It stands solid as a rock. The only doubt appears to be some indifferent advertising done for the district at Santa Ana. This it is necessary to do again. The work will be done in Anaheim this time. The "whole bond system" will not be "knocked out" either, and the extortionate tax will not be refunded. Our wise brother had better paste these things in his hat for future reference. That is a pretty pickle into which some of the officers of the Seventh regiment have plunged themselves. The Colonel is arrested, and then no prefers charges against the Lieutenant Colonel, who, he claims, awore falsely against him at his examination. The court martial in two weeks will probably settle the whole affair. When the Seventh Regiment was formed, by the admission into the then battalion of the Anaheim company, there was a fierce opposition to the promotion of Major Russell to the Colonelcy. The event was only brought about, so it was said at that time, by Captain Palmer of Pomona flying the track and joining issues with Russell. The latter was threepenin elected Colonel and Palmer was made the next rank officer. There was great indignation among the guardmen of the regiment at the time, but it gradually wore away. There is not a man who was connected in any way in imposing the outrages and intolerable hardness on the people, who ought not to be made to feel that his political career has been brought to a close. When the political rodeo is held the red hot iron will be applied to the flanks of a large huge hard. There are a few of them posing before the public as if nothing happened to impair the public confidence. But if ever a searching political vengeance was deserved, it is in case of the Boondlers, who shoved out the people's money in the last Legislature with the recklessness of Buccaneers. Asparagus Meds. As spring begins to open up there seems to be an innate desire in the human breast, as well as in that of the hen, to go out and scratch around in the ground. This stretching may be made very profitable if directed in the right direction. Asparagus is one of the most acceptable diabes that can be placed upon the table, and there is no reason why every country home in California should not be supplied with an abundance of it, as it is one of the easiest of vegetables to raise. It is usual custom to plant one year-old roots. These can be purchased from any seedman of can be easily raised from seed by one who so desires. The ground should be deeply ploughed and thoroughly prepared before the roots are set. Of course, the size of the bed should be regulated by the amount of aspiragus required for family use or for market, as the case may be. While but little manure is necessary on the rich lands usual in California, yet a little well-rotted manure will not be amass each year after the plants have had a year's growth. The soil best adapted to the perfection of aspiragus is well-drained and loamy; if it is too stiff or wet and soggy, they will not produce such fine, tender heals. The old notion that aspiragus should be annually dosed with salt has, in light of modern facts, been discarded, though a little salt seems to do no harm. The roots should be set out about one foot apart in rows, at a depth of three or four inches, with the rows at sufficient distance to admit of cultivation. Some growers advocate the ridging of the rows; but this is perhaps a bad plan for those who do not know how to cut the aspiragus properly, as the knife will be run into the ridge and will often do damage in severing the roots or crown. When the cultivation is flat it is a little more difficult to cut the aspiragus, but there is not so much danger of injury resulting. The heads should not be cut first nor second year after planting, but the third and fourth year a moderate amount can be removed. After that the roots will be strong enough to produce heavy crops, which can be cut liberally. A large part of the aspiragus for the San Francisco market is raised along the San Joaquin river, is graded, packed in small boxes, and is brought to the city by Shuckton steamers. His wife, in jumping from the burning building, sustained injuries from which she soon died. His daughter was found suffocated shortly after in one of the halls. A French maid also parished from suffocation. Several members of the family had narrow escape. Secretary Tracy himself had a most wondrous escape. Like all the others he was overcome in his sleep by the smoke which filled the house, and which rendered him completely helpless. He was discovered in this condition, and with considerable difficulty was removed to a place near one of the windows. After due deliberation it was decided to withdraw the local petition. The San Francisco Graco-Rancho Church has excommunicated Nicholas Russell, a member of the church, and pronounced on him the anathema or curses.
