JANUARY 25, 1890.
The opinion of Judge Branson, published elsewhere, that the objections of the Yorhas to the hearing of the petition of the irrigation district are not well taken, will be hailed with delight by our citizens. Of course there never was a particle of doubt on the part of our people as to the final outcome of the case, but the several postpromenents of the hearing were not calculated to inspire much confidence in the indifferent success that had characterized the efforts of Mr. Shinn. Now that Judge Branson has taken charge of the case, there is no doubt that such a forebable presentation of his views will be made to the court that the demurrier will be speedily overruled, as it should.
This is considerable discussion in our midst as to the propriety of repealing the mortgage tax provision of the Constitution. The fact that it serves to keep foreign capital away, and imposes the burden, not upon the money lender but on the borrower, would seem to lack sufficient weight, if properly understood, to affect the indicated change at the next session of the Legislature. A borrower who paid 10 per cent for money before the imposition of the tax is compelled to pay an increased rate to cover the mortgage tax. No money lender will consent to put out his coin unless at a stated rate of income. This increment is of course regulated by the law of supply and demand. The mortgage tax, it will be seen, increases the burden of the borrower according as the assessment is high or low. Moreover, foreign capitalists, unable to determine the extent of the inevitable special taxes for school and other purposes, are compelled to invest their money elsewhere, or impose a rate of interest sufficiently high to cover all probable assessments for improvements of one order and another. Here again is another hardship brought against the borrower. The newspapers of the State should bring the question before the people, to the end that a thorough discussion may be had, looking to the repeal of this reacting provision of the Constitution.

The delinquent tax list of the Anaheim Irrigation District is now being composed for our next week's issue. Already one-half of the list is in type, and the balance will be set up by Monday next. The matter will cover about fifteen columns, and is the largest sized piece of advertising ever made in Anaheim. The excellent manner in which Collector Cadman furnishes the "copy" is responsible to a great extent for the rapid time made by the compositors. There is still a large amount of the list to be put in type, but with our force of rapid type setters there will be no trouble in getting the list out on time.
The Santa Ana Free Press man is lashing himself into a fury because a couple of Los Angeles papers have switched him off their exchange list. The june Santa Ana publication is very reckless in its comments there, as it invariably is in its references to this journal. A newspaper that will publish a well-false school about another, and fail to retract when shown its error, ought to be out of the exchange list of every reputable paper in the country.
Nelly Bly flitted through San Francisco on Monday morning on her voyage around the world. She was taken off the China steamship by a tug, which immediately steamed to Oakland pier, where Miss Bly was transferred to a special train, and the home stretch of her notable voyage began. Miss Blyland, the other world voyager, is now on the Atlantic in a slow vessel, having missed her fast ship by arriving at Brindisi an hour late. Had she succeeded in arriving in time for the last ship both young lashes would probably have arrived in New York on the same day. As it is, Nelly Bly is the winner by perhaps two days. To her other clever newspaper achievements, she has added the feat of beating the globe-trotting record.
District Attorney Kelly is up to his old tricks again. He has had the temerity to write a "poem" for a Los Angeles newspaper in which the rhythm of his meter is so soulful and inspiring as the noise of breaking corkery gently gliding down stairs, or the heck of a jackass on a dull frosty morning. In the days of the old Republican Kelly's "poems" were invariably crowded out, except one, and that, it is claimed, was the cause of the paper's demise.

The serial, "Peter Barker, Capitalist," by T. S. Van Dyke, now in course of publication in our esteemed contemporary, the San Diego Union, is highly interesting in the description of the keen perceptions of the author. His pen possesses the captivating power, and his narrative is altogether worthy of perusal.
Among the unique specimens of printing received at this office during the week is a copy of the American newspaper directory for 1776, a miniature pamphlet of 16 tiny pages. It is the work of Messrs. Rowell & Co., of New York, and shows when compared to the firm's newspaper directory of last year, the splendid progress made by the newspaper press of the county.
It is said that a rate war between the Southern Pacific and Santa Fe lines is imminent. Bad blood has exited between the two roads for some time. It is also rumored that neither road is at all anxious to postpone the fray, and when it begins there will be music in the air.
