This advertisement calling for an election to take the sense of the people upon the proposition to raise water bonds to the extent of $200,000, will be found in another column. The election is fixed for September 28th. There is plenty of time in which to discuss the matter. So far as we can learn there is but little opposition to the bonds, and the election will result almost unanimously in their favor. These bonds will be valid only in quantities sufficient to carry on the needs of the district. They bear no perceptive interest, and are payable in twenty years. To defeat them would be practically impossible that has been accomplished in our water troubles during the past year and past. Some objection is raised at the large amount. But when it is understood that the bond issue be it large or small, bears no relation to the actual expense to be incurred by the district, and represents only the limit to which the people may go in the improvement of their water facilities; this objection will fall flat and lose its force. Besides a second issue of bonds is impracticable if not impossible. The expense of forming the district remains, the same whether the bond issue be large or small, but its amount at such a figure thatough money will be available for all purposes. Part of the $200,000 which remains after establishing the district and that amount will be large will of course not be borne out but held in reserve for future contingencies.

A couple of weeks ago we took occasion to refer to the planet Jupiter, the bright star which anyone may see of an evening hanging in the southern heavens, and resembling the moon on light of a giant ship approaching our shores from the outer deep. We designated this planet as Mars. We make haste to correct our mistake. Mars will be morning star during the rest of the year. The brilliant evening star which every one who looks at the heavens occasionally has admired so much lately, and which was in conjunction with the moon on Tuesday evening, is depicted by the largest planet of the solar system surpassing all the rest so greatly that it combined mass of all of them together would barely exceed two-fifths of Jupiter overseeing the earth in mass more than three hundred times. He travels at a distance from the sun exceeding the earth's 54 times, or at mean distances of 475,692,000 miles. His greatest distance from the sun is upward 198 million miles. His sid-real revolution is completed in 4,332 days, or nearly twelve years. His diameter is 85,000 miles, as bear as can be determined. Jupiter's orbit is surrounded by belts apparently bearing to his surface. These belts are sometimes only one can be seen while at others the whole surface is covered with them. Few small or satellites around Jupiter. His least distance from the earth is 361-millions of miles. Mars being distant only 33 millions of miles. Jupiter will be evening star to the end of the year.
Jip County Surveyor of Los Angeles has entered the Orange county Board of Supervisors that their action in authorizing a survey of the boundary line between the counties will be protested against as illegal. This action is based upon Section 3969 of the Political Code, which reads as follows.
All common boundaries and common corruptions not adequately marked by natural defects or lines, must be definitely verified by surveys jointly made by the surveyors of all the counties affected therein and approved by the Board of Supervisors of such counties, or by a survey made by the Surveyor general on application of the Board of Supervisors of any county affected solely.
Whether the actions of the Los Angeles Surveyor is for the purpose of interfering with the organization of the new county or not, we do not know, but certain it is the action will not promote kindly feeling between residents of the two sections. The survey is now being proceeded with, as ordered by the Orange county Supervisors.
We have information that a citizen of Anaheim, who had been appointed administrator of the estate, of a certain decedent a year ago has not made such use of the money as required in well-regulated law-making communities. We are carrying on an investigation and it matters "plan out" as indicated at this writing, we shall shortly travel a heated sensation for our readers.
We will venture to state that had the Orange News made a bid of 13½ cents per square it would have been awarded the job. The News did not want it at any such price, and the Free Press will find that the prestige of being the official paper of a county having less than 3,000 voters is not a thing to bank on very heavily. The News does not carry rottertie, paid for in printing, collect when you can, dollar a column patent medicine "ale", neither does it care to pay a fancy price for the luxury of seeing at the head of one of its columns the legend "official paper of the city and county."
ARTIST VERDICTURE.
Peninsula Times
The Santa Ana Free Press took the county printing at the low bid of fourteen cents per square for first insertion, six and a half cents for the next five, and five cents for each additional insertion. The Free Press admits that there is little or no profit in it, but claims that the advantage of being "official organ" will make up for the loss. We doubt it. Working for just enough to pay expenses, and taking the profits in glory, is not what it might be, and if a paper works for a whale for nothing, the public in that vicinity is becoming educated to the belief that it should always and ever afterward continue to do so. It is very easy to get the price of labor down, but another thing to get it up again. Orange county runs cheap, so far.
BOWNEY'S SCALE BUOY.

Judge Vanable, who made the discovery of the white scale in his orange grove, found but one tree badly infected, the top of which alone was sacrificed. The Australian lady bog has been placed among the balance of the trees. The Los Nietos valley has been one of the favored spots that has escaped the ravages of the white scale. Since the discovery of the Australian parasite, orange growers have taken new courage and many thousand of trees have been planted during the present season.

The Senate Committee on Reclamation of Arid Lands arrived in Los Angeles last week, and left on Tuesday for San Diego. Senators Stewart and Leagan visited Santa Ana, with a committee of citizens, on Monday evening. The Senators return East by the sunset route.

For dispatches state that Patti, at the Wichita National Estedford, a few days ago moved many to tears when she sang "Home, Sweet Home." At its conclusion, says the telegraph, the scene was indescribable. The writer heard the lady sing the same song under some what different circumstances, though the marvellous effect of her matchless voice was the same. It was at a concert performance at the Grand Opera House in San Francisco, one evening nearly three years ago. As the Diva was retreating to the wings from her fourth or fifth acknowledgment of the vociferous applause, a fellow in the gallery hurled a lighted bomb upon the stage. The frightened woman saw the missile and stepped out of sight. There was a tremendous explosion, extinguishing the lights of the theater and filling the place with dense smoke. The curtain took fire in an instant and the audience, panicked, rose to its feet. The house was jammed, the occasion being the singer's "farewell" performance. Women fainted and men swore like 'mad troopers.' The stifling smoke was unbearable, and the horrifying thought that all should be burned alive was uppermost in everyone's mind. As we were making good-sized tracks for the door, as fast as the jammed state of the dress circle would permit, the echoes of Patti's voice went like an electrical shock through the auditorium. She had appreciated the dangers of the situation and was singing "Home, Sweet Home," and those who heard it, so sympathetic, so full of saddening sweetness and of melody, will never forget it.

The County Farm of Los Angeles supports sixty-five inmates. They have under cultivation eight acres of vegetables and 12,000 orange trees. The cost of their maintenance is 39 cents a day.
A Sound Legal Opinion

$600,000!
The Board of Directors of Anaheim Irrigation District, in Orange county, State of California, having at a regular meeting held by said board at their office in said district on the 84 day of September, 1889, estimated and determined that the sum of Six Hundred Thousand Dollars is necessary to be raised for the purpose of purchasing and constructing the necessary irrigation canals and works and acquiring the necessary property and rights therefor for the use and benefit of said Anaheim Irrigation District, and otherwise carrying out the provisions of the Act of the Legislature of the State of California, entitled "An Act to provide for 'the organization and government of irrigation districts,' and to provide for the acquisition of water and other property, and 'for the distribution of water thereby for 'irrigation purposes,' approved March 7, 1887, and of the Acts amendatory of and supplemental to said Act, passed at the Twenty-eighth session of the Legislature of the State of California, and approved February 16, 1889, and March 16, 1889.
Now, therefore, in pursuance of the order of said Board of Directors, notice is hereby given that a special election will be held in the said Anaheim Irrigation District, in Orange county, California, on the

District No. 2 (Precinct No. 2) at Placement School House—R. H. Gilman, Inspector; John McCullough and P. Hansen, Judges.
District No. 3 (Precinct No. 3) at American Brothers' real estate office in town of Fullerton—A. McDormont, Inspector; H. G. Wilshire and B. F. Porter, Judges.
District No. 4 (Precinct No. 4) at H.C. Kellogg's mill building, near S. P. depot—B. F. Kellogg, Inspector; Alex. Henry and J.S. Gardner, Judges.
