COUNTY DIVISION.
Interpondents Grapple With the Subject
Who Favor the Formation of the New County White Others Have Objectives to the Name.
A further discussion of the merits and deeds of county division at this time is used to our realists this morning. We extend invitation to all who can support the subject.
Some Nuts to Crack.
Mr. GAZETTE. I have been looking for constitutional provision, authorization, division of counties, and give herewith only reference to the subject to be discussed in the Constitution. It is Section 3 article XI.
The new county shall be established shall reduce any county to a population less than 8,000; nor shall a new county formed containing a less population 5,000; nor shall any line thereof within two miles of the county area of county proposed to be divided. Every which shall be enlarged or created territory taken from any other county states, shall be liable for a just proportion of existing debts and liabilities of city or counties from which such term shall be taken.
Interesting to observe that the Commission is silent as to the division of the county, and this silence augments following queries. Will the county Orange be entitled to a share of the city and property held by the county of Angeles? Has the Legislature the power, absence of a direct constitutional proclamation of a division of Los Angeles which at this writing seems probable which we hope will be avoided by most sense of the people, the Supervisors Angeles county will appoint two Commissioners to act with a like number appointed by the Commissioners of Orange.
Consequently Mr. McFadden knows nothing whatever about the matter, and the following conclusion is that his figures are absolutely worthless. He may be a good guess, but the people generally at this end of the valley goes also and places the invisible list at from seven to eight millions. This would have the effect, under Mr. McFadden's line of argument, of increasing their proportion of expense some $12,000 or $15,000 per manum more than present payments. But this too, is wrong and greatly unfair the mark, since the argument involves his second point.
The second point is the proposition that the ratio of expense would remain unchanged. This is absurd and at variance with the common law of business, which makes it inevitable that a higher rate of expense must follow as the volume of trade contracts. On the whole, his arguments lack seriousness, and merit but slight attention.
Let us look at the matter squarely and state a few plain facts.
That encapsulable specialists have no far successfully manipulated the affairs of state, and will as surely manipulate the affairs of the proposed county to their own ends; that the only prosperous and nonnumbered village and community in the section has been left without a vote or voice. No one can deny this, nor can they deny the fact that the area of the new county contains not a single thrifty vineyard, or that the average of bearing orange trees have been greatly reduced, and the work of destruction still goes on, and that the average of young trees is and will be for years a tax and burden on their owners, and that a large proportion of this acresage will never come into profitable bearing; that the area contains not a single factory or industry save that of agriculture and its direct branches, and how far has this industry been profitable with this year's scale of prices for its products?
These are the facts, and it is at such an insuspicious time, the patient almost exhausted, that Doctor Speculator proposes a further bleeding.

EDITOR GAZETTE.—As I presume the discussion of county division is the order of days will you kindly permit me through your column to say a few words on the subject. So far as I have been able to learn the chief antagonism to the division is, that the cost of carrying on the government of the new county will cause our tax to be extremely heavy. Mr. McFadden, in his able article, has so thoroughly covered the ground on this score, that it is hardly worth while for me to anything at all, yet I would like to say a word or two in answer to "Carl." That gentleman (Carl) says among other reasons for increased taxation that, "the cost of transcribing the records will be a hundred thousand dollars."
As a matter of fact, bonafide offers within the past few days and we will have to fight much rigorously to defend it in the Senate.
There you will see that there has been no organized opposition to the hill, and when the short premises of the bill obtained this signature of some prominent parties in Los Angeles to a position in favor of division, it took thirteen from the ranks of the only party in the internet of those opposing them.
There might be some unnerved action to defeat then proposition at the polls in June next. If the voters of the proposed new county are short-sighted enough to middle themselves with exertion taxes at the present time, when the country is depressed to such an extent that the unwieldy citizens can morally pay their necessary living expenses, they will not merit sympathy.
The argument advanced by Mr. McFadden in your last issue, whence he tried to bolster up by clever manipulation of figures, namely, that the new county would be under a less expense in running a separate government than by the nine per cent amendment which it paying, is too transparently false to mediate contradiction.
If Mr. McFadden's argument is correct, let us divide the proposed new county into still smaller counties and thereby reduce the expansion still lower. We will have all the officers in the new county that are in the old, including Ponchomine Farm, etc.
The only real sound argument that can possibly be advanced in its favor at this time is, the great annoyance the people have experienced in paying their taxes. But instead of flying off on a tangent on that account and saying let the county be divided, why not ask if some cannot cannot be had, whereby the taxpayers can pay their taxes in township in which they reside. Not only the influential papers of the county, but every voter of influence should use such influence to enforce a more perfect system of tax records kept, so that taxes could be paid until such delay or waits of time. Let us stand for our rights and vote down this wrong. There need be no fear of losing a share of the county offices in case this division carries. The opposition will respect us all the more for standing manfully for our rights.

FAIRVIEW OPPOSES.
EDITOR GAZETTE.—Somewhere in Shakespeare we are told that it is better to bear the present evil than flee to others we know not of. The local government of Los Angeles county for twenty years or more has been subject to much criticism. Probably the greater part is deserved. There are evils we admit, but before setting up an independent establishment to rule over one-tenth of the present county, we should consider well the advantages we now enjoy, the means we now possess to multiply those advantages, the reputation of the very name Los Angeles. We should consider well the effect of severing our business relations to a large extent
The total amount of indebtedness in Los Angeles county existing at the Act takes effect, and also the total assets of said county, including buildings and bridges erected or constructed, money and solvent of whatever nature, and any other liabilities to said county of Los Angeles. They shall also ascertain the value of all property in Los Angeles under the assessment made in the property under the same assessor in the territory hereby set forth Orange county. They shall估得 the balance of the said total assets delinquency of Los Angeles county, and a balance of indebtedness against the same shall be divided between the two counties according to the following:
At the total assessed property of Los Angeles county is the assessed value of the property in Los Angeles county so is the balance of said property and assorted to be assumed by orange county to Los Angeles county.
Not the Los Angeles County Commissioners, being thereon advised, refuse to consider Orange county claims to the assets of the old I rather think they will, and the subsequent litigation to assert the constitutionality of that section of Act is, as Son Weller would say, in disobjection. The advocates of those are responsibly requested to crack this issue into itself when they have obtained them I may present some more details.
Steply to "starl."
Huron Gazette — I was glad to see in last issue both sides of the important section of county division discussed, for in better way can we get at the true bushland I felt that I had already taken enough space in the last issue, but I see that extend an invitation to have the matter discussed, so I again intrude. Unsupported statements are easily made anybody can make them, and are as easily related.
Mr. Carl in your last says that abbreviating the titles and providing county buildings will cost $200,000. I wonder if he abbreviates it. The Los Angeles Abstract company are ready to make a complete transcript of all records for the county of Oranges for $25,000. Another company is investigating the work with the view putting in a bid for $20,000. If the county seat is located at Orange, the citizens and ready to make a clear need of that eleventh story Rochester hotel building which could be arranged and would be suitably suited for courthouse and county offices. If it is located at Santa Ana, I have no doubt that the citizens of that enterprise
If you will look into this matter, each man for himself as it were, you will find that those who are favoring the formation of the new county, are hardly a set of expenditures, but cool, level-headed men, who are thoroughly conversant with money matters and who will not countenance waste or prodigality in any manner whatsoever.
Allowing now, for the sake of argument, that your tax is increased to some extent, by your proximity to the county seat, wherever it may be, you are sure to get some return for your money. I ask you in all sincerity, how is it at the present time? If you are among the number who would prefer to give a dollar and get nothing, rather than risk a little more and get the worth of your money, then I admit that with you it is useless to attempt to argue. On the contrary, if you are among those who believe in progress, then let us unite with others like-minded and aim to make Orange county the banner county of Southern California. It can be done. We have the population, wealth, soil, and last, but by no means least, the best emulate earth to start with, and all we now columns to say a few words on the subject. Since the records which we are to receive (allowing we progress that far with our division) are to come from the regular abstract office, each separate instrument transmitted being certified by the County Recorder of Los Angeles county and therefore being of a verity, a true and correct copy of the original record, I fail to see how the exigency dreaded by Carl can possibly arise. It strikes me very forcibly that it would be on a par with a water refusing to acknowledge the copy of the Great Register in its printed form, but insisting upon an examination of the original document in the office of the County Clerk. Carl says the new court house will cost two hundred thousand dollars. What in the name of heaven has that got to do with Orange county! Fullerton and Orange have been heard from now let Anaheim and Santa Ana speak and we will soon see how much of a drain the building of a court house will be upon the new county.
Has Carl ever taken into account the fact that the subject of mileage enters very materially into county expenses, and that it will be necessary next to nothing in the new county? Has Carl ever inquired where nearly all of the criminals in Los Angeles county come from? If he will do so, he will end that very, very few come from the portion which we desire sogregated from the Imperial county.
It opponents of division would but listen to reason instead of flying off at a tangent whenever the subject is mentioned, they will see that it is for the best interests of all that division should be consummated.
One portion of the new county cannot be benefited to the detriment of all the rest, but what helps one part will certainly help the rest in a greater or less degree.

A comparison between large and small counties was made by "Carl," showing small counties to a disadvantage. Showing Ventura, a small county, with $140 taxes on the $100, while Los Angeles has but $120 and Santa Barbara county $125. I guess that "Carl" must be a tenderfoot, or else he must have forgotten that before we had a Mason for County Assessor and the valuation more than doubled our Los Angeles rates for 1885-86 was $186, for 1887-88 the rates were $1-65. The valuation has been doubled, hence the rates for Los Angeles county of the county was economically governed, ought not to be over 80 or 90 cents on the $100, yet they are $120.
Then Carl asks, should not these figures open the eyes of those who say our taxes will be reduced? My dear air, they have opened my eyes. The expenditure of Los Angeles county of $723,422 14 for all purposes except schools has opened, our eyes so wide that we don't propose to shunt them till we do our expenditures to about $40,000 or 10,000, instead of $90,360 25, our share of the county expenses now.
The more this question is discussed the worse it will be for the old county. Free speech, free discussion, fair play, a fair bail-in investigation, examination with a willing aid by the will of the people will take us all happy. Yours,

BROOK GAZETTE.—Mr. McFadden, a mostenable man, by the way, makes two votes in his letter of last week. First, that mandates the proposed new regime will be rather than present; second, that the county can be governed at the same levelous expense as the older, organized wealthier county.
Arguments are pearls. The first is based on false premises, than there is no more effective way of management. There has been no real taxable property for the proclaimed county compiled or published,

Is there one in the limits of our proposed new county who will cry halt on account of some petty jealousy of feeling which ought never to have been countenanced at all.

BROOK PARK OBJECTS
Edition Gazette.—In your issue of last week you referred to the number of voters in Buena Park as being not over ten or twelve. Please let me correct your statement. Sixteen voters from this place cast their ballots at Norwalk last November, and we shall the satisfaction of electing all the local officers. With the settlers who have come in since, we now have a voting population of twenty-three.
The county division question we feel a deep interest in on many accounts. Coyote creek is not fit for a county line. In Scotia 34, the next section west of the Park, there are three different channels. This is the general character of the creek for several miles, and should the voters of the proposed new county carry the division question, the western line will have to be changed at the session of the next Legislature.
At the proper time, with a proper dividing line, I would be in favor of division, but I object to submit to the distresses of a few persons from Santa Ana, who are evidently seeking to bolster up their waning fortunes by having the county seat located there, as evidenced by their untiring energy in staying by the bill it was in the hands of the Legislature, and not leaving Sacramento until the Governor's signature was attached to it.
Senator White wrote me, in response to a letter I sent him giving him a statement and map of the Coyota creek here: "The Santa Ana people have a strong delegation here constantly, while the opposition have raily almost entirely on my efforts. The points you make against divisions are good, and General Brierly is as much opposed as I am. The bill has passed the Assembly.
It is very important in this age of vast material progress that a remedy be pleasing to the taste and to the eye, easily taken, adaptable to the stomach and healthy in its nature and affinity. Penning these qualities, Syrup of Flax is the one perfect laxative and most gentle diuretic known."
IN BEDROCK CANYON.
Supervisors Visit the Head of the Ditch.
Commissioners of children Mumma Supervisor Perry, Mumma and Mumma to the Board of the Canyon District Supervisor Mary Ginnie Larry and Mumma in Twenty-sixth Street near the Wright Mill.
When the Board of Supervisors decided late weeks ago to take under administration the position of inspector paying for the inspection of our new irrigation district, it was decided that if the board could be shown the merits of the move, together with the various other agencies committed with irrigation in this vicinity, great good would result from the visit and possibly members of the board would be more enlightened by a trip to Bedrock Canyon, where the Anahiem district takes up water from the river, then by all the positions that could be filled with the board. Accordingly an invitation was issued them by Supervisor Littlefield and on Tuesday morning Mumma, Perry, Davis and Martin arrived here by the California Central route. Supervisor Rowan having missed the train it was decided to promenade at once on the journey, while the balleted Supervisor was to be conveyed to the mayon immediately upon his arrival here. Three carriages were required for the party, which composed, beside the distinguished visitors, Mumma, Porter, Wood, Cadman, Zeyn, McPadden, Gardiner, Sorenson, Strain, Hunter and a representative of this journal. The route taken was through North Anahiem, where the abundant crops of luxurious grain were commented upon by the visitors. Beon the street signs of Richfield, scattered plaintfully abreast the mottas patches which abound in the neighborhood, made the Supervisors laugh. One guide post announced that the party were on Elder street, and a tall jack-rabbit meandered into Jefferson street as the carriages approached. Several blocks down this latter thoroughfare a bevy of quails were holding an excited conversation upon the imaginary sidewalk, and further away could be seen more rabbits, blackbirds and game of various kinds, all out for their morning promenade. The town of Yorba was soon passed, and on the hills beyond, over two hundred feet above the level of Anahheim, the party halted for the inspection of divers liquid packages which had

St. Catharine's Academy, the new Dominican School on Palm street, began its first school term on Monday, with quite a large number of pupils in attendance.
Next meeting of the Los Angeles County Peninsular Society will be held at Pendleton on Thursday, April 4th. Maturation of importance to all fruit-growers will be presented and all who can should be present.
To narrow evening the Pullman debating society will dismiss the county-division question. Good speakers will debate the subject, and a large attendance will undoubtedly be the result.
A committee belonging to Zanjiro Knaple took it into his hand to stop a south-bound express train on the California Central railroad a few days ago. The engineer did not have sufficient time to stop, and the canine was entered into the beyond.
There will be a donation supper at the Methodist church to-morrow evening for the benefit of the building fund. The proceeds will be used for the erection of a new building. Everybody invited.
S. B. Hynes of Topaka has been appointed General Freight and Passenger agent of the Atchinos, Topaka & Santa Pe Company, vice H. B. Wilkins. The latter is to take charge of the company's interests at Gaunaya, Mexico.
It is rumored on the street that a select few have been holding secret meetings and devising ways and means to defeat county division, and that Mumma Cademan, Zeyn and Witte have been appointed to engage some Los Angeles attorney to contest the validity of the division Act.

The town of Yorba was soon passed, and on the hills be-yond, over two hundred feet above the level of Anaheim, the party halted for the inspection of divers liquid packages which had been provided in case of anake-bite or other untowered incident. An inspection of the ditch was made and the great body of land now impossible of irrigation, which would be embraced within the territory of the new water district and immeasurably benefited thereby, was pointed out to the Supervisors. Countless acres at Yorba and on the Birby ranch could be irrigated by the Anaheim ditch, but as the land is now used principally for grazing purposes, no attempt at irrigation has been made. Here the roads began to show the need of an overseer, and in several places the party were compelled to alight and walk over treacherous places. The Supervisors were taken to the mouth of the lower ditch, where water from the river is taken up, and everything connected with the work satisfactorily explained. It was half-past 1 o'clock when the party halted in Bedrock canyon, several hundred yards from the head of the Cajon or upper ditch. Here it was decided to make an onalight upon the large-sized lunch baskets. Spreads were laid upon the grass, and by the labors of Mesa. Littlefield, Wood, Porter and Zeyn the company were soon made aware of the contents of the various packages. There was cold turkey in abundance, other meats, ham sandwichs, boiled hen fruit, pickles, rolies, cakes, pies, oranges, and all the dainty edibles usually found in well-regulated picnic parties, all very tempting to sharp appetites, and washed down with fine old Rensling, port and Pilselner. A very pleasant hour was passed discussing the comatibles, and then all proceeded to the headwaters of the upper ditch. Where water is taken from the river for irrigation purposes in the valley twenty-five miles below, a great stream of water flows perpally, several hundred yards wide and many feet deep. Here, with the appliances intended to be brought into use under the new district, sufficient water may be taken up to irrigate countless thousands of acres in addition to the present territory now embraced within the confines of the Anaheim Water Company. Here enough water flows to waste to join a great irrigation district of itself. Superintendent Salary was found here with a force of men engaged in the work of the company. Water was entering the ditch on its journey to the valley below. A swollen current was flowing by in torrents, sufficient for purposes of navigation. A large gate opens an inviting outlet for many hundreds of inches into the Cajon ditch, and leaving the rushing current to flow onward undisturbed in its fury, a generous stream darts into its gladsome meanders to the valleys many miles below. Here is where the supervisors reflected upon the great volumes of water which can be turned to purposes of irrigation, and one and all were glad the distinguished visitors had come on their tour of inspection. After a careful examination of the premises and an explanation of the subject, the party returned to the carriages and the trip home was commenced. A couple of miles down Supervisor Rowan, in Mr. Wilshire's carriage, accompanied by Captain Wrade and Felipe Yorba, was met pointed General Freight and Passenger agent of the Arkansas, Topka & Santa Pe Company, vice H. B. Wilkins. The latter is to take charge of the company's interests at Gaymana, Mexico.
It is rumored on the street that a select few have been holding secret meetings and devising ways and means to defeat county division, and that Meera-Cademan, Zeyn and Witte have been appointed to engage some Los Angeles attorney to contest the validity of the division Act.
The newly appointed Commissioners of Orange county met at Santa Ana on Friday of last week and organized by the election of Judge Towner of Santa Ana as President and R. Q. Wickham of Garden Grove as Secretary. No other business was transacted. Another meeting was held on Tuesday last.
With the creation of Orange county California loses an advantage, says the Eraminer, which for fifteen years has buttressed geographical knowledge among her people. It is no longer possible to remember the number of counties in the State by remembering the number of cards in the deck.
At a meeting of Los Angeles Chamber of Commerce on Saturday it was decided to incorporate with a capital of $100,000 for "the purpose of organizing a permanent industrial exposition at which all the products and resources, industrial and otherwise, of whole of Southern California shall be represented.
Don David Yorba's peach and peat trees are now in bloom. The contrasting tints of the pink and white blossoms, together with the picturesqueness of location, make the orchard a lovely sight. The trees neatly in a small valley north of the town of Yorba, totally walled in by the hills, and concealed from view until one comes upon them.
Interesting services will be held at the Presbyterian Church next Sunday. Rev. Mr. Elliak, pastor, will officiate. The sermon at 11 A.M., will be "Christ's Testimony; the Seal of the Tenth of God; How World was made, etc." In the evening at 7:30 the sermon will be: "Coming Wonder; "The Two Witnesses—Rev. 11-3."
Suita have been begun against the California Central Railroad Company by heirs of William Bartley and his wife, who were killed on December 17th of last year by the San Diego train running into their wagon near the Santa Ana depot. The damages claimed aggregate $120,000. There are fourteen plaintiffs. The complaints allegue that the train was running faster than the law allows.

By advice received from Adjutant, General Orton of San Francisco it is learned that Company G of Anaheim will soon come into possession of its back pay. The amount to be received is $1,200, being at the rate of $100 per month from April last. This sum is made by legislative appropriation for rent of armory, care of arms and incidental expenses. It will be quite an addition to the treasury of our company of militia, which is thoroughly deserving of the prize.
While Supervisor Littlefield and S. O. Weed were crossing the Santa Ana river in a buggy on Monday last, returning from a tour of inspection of the roads at Olive Heights, they were treated to an involuntary bath, which came very near ending in serious results. The river for the past ten days has been swollen by the heavy rains and at times it was impossible toford it. On Monday the waters had considerably subsided and while near the middle of the stream, Mr. Littlefield's buggy mank in the quickand To make matters worse, the horse broke the whippetles in his axertion to wring the buggy out, and there was no alternative for the companions of the vehicle but to alight in water waste deep, unhitched the home and pull the buggy ashore. After considerable tagging, with the commentary stentures, the buggy was extricated, home hitched up and the return home made without further incident.
Predator George Davidson, assistant in charge of the Pasdeo Coast division of the United States Coast and Goodetia Survey, says a San Francisco exchange, his just returned to his headquarters in this city, after a three month' adjournment in camp near Ana-haven, with his assistance, he has completed the measurement of a "home line" almost eleven miles in length. That is to say, there has been established on the broad plains of Los Angeles nearly two million miles around over and containing points where there have been no immediate determination that "accent" in length of 17,468 meters (10 8-7 mile) is probably not more than a quarter of an hour. Such amounts have been obtained through careful study using instruments of wonderful precision with wonderful precision.
