The Supervisorial context in this district is narrowing down gradually to a question of the fitness of both candidates. This is as it should be. The objection to Mr. Littlefield, that he was identified with the proposed formation of an irrigation district under the provisions of the Wright bill, is being dissipated on all sides. Mr. Bassnett stands precisely at the same position as Mr. Littlefield in this respect, whether he be opposed to the Wright bill or not. If the bill be unjust, or work a wrong upon any section, it is evidently not within the power of the Board of Supervisors to remedy the evil. That question rests alone with the Legislature. If our petition for an irrigation district be presented to the Supervisors, and Mr. Bassnett had a vote and voice in the board's deliberations, he would be in duty bound and compelled by law to vote for the establishment of the District as Mr. Ross Sid in the matter of the Arizona district. Herein lies the beauty of the bill in question. The Supervisor must grant any and all irrigation districts petitioned for. That is the sum and substance. So that there can possibly be difference between the two gentlemen in this respect. There is, in the second place, a decided objection to Mr. Bassnett among the partners at Santa Ana, and also among the members of the Grand Army. It is charged that the Democratic candidate for Supervisor, while in possession of contracts for the erection of buildings at Santa Ana, refused point blank to give labor to Union veterans if they joined Seagull Boat at that place. This action upon the part of Mr. Bassnett it is charged kept several Union soldiers from pursuing their beathreth in the past, for the reason that, work being done, they were glad to have the chance of earning bread for their wives and children. It is charged that Mr. Bassnett also antagonized the members of the Carpenter's Union at Santa Ana. They have refused to support him, and it is believed that their nomination for the Republican nominee. The following letter from the Santa Ana Auxiliary written by Mr. Lattenford will explain the situation in regard to Civil Service was arraigned by the pastorate church in which the services were conducted, when the congregation raised their seats and made the church ring applause. The outburst was with difficulty abated.
A dispatch from Rome says there were 400 passengers on the train which crushed by a landslide. One hundred fifty dead and weeped have been identified. Many of the victims are unknown. Some continue to be unearthed. The work is being done by coal and snow. Several heads and armless corpse have been found in neighborhood of the river. A young prince was buried for two hours by mistake when extricated it was found his hair turned white.
A fast freight train on the Erie read into the rear of another freight near O'Rourkeville, N.Y., yesterday morning. Brentman George McMullen was instantly killed Engineer Willard Hector was badly scalped Conductor John Hawkins had a foot cut and a leg of Fireman A. A. Crook was erased from the body. Before a flagman can be sent forward, the east-bound expedition into the wreck and cut off the Hawkins, who was lying on the track unable from injuries received in the first collision. Two engines and a dozen freight were demolished. No passengers were hurt.
The Salt Lake Valley and East Wyoming and Eastern Nebraska Western railway companies have complied with the bilinguality in various cities of Utah, Wyoming and Nebraska through which their respective lines pass. These bonds are to the Manhattan Company of New York, and provide for insurance of bonds limited to twenty dollars per mile. The lines of these companies constitute a thorough route for the Missouri river at Sioux City to Salt City. The syndicate has road passes to complete the entire line of hundred and sixty miles within the next years. This will make the shortest continental route.
Native Wines
Information is received at a mess of the conference of the United States prairers, in session in New York during past weak, it was unanimously voted to prune wine, prune juice and other decoctions and compounds used in the deterioration of native wines, should pay a value instead of 20 per cent ad valorem forefores classified, it having been preyed by analysis that such compounds contain fruit juice whatever, but that they are coections of glucose and delterious drinks with the addition of alcohol in their position to prevent fermentation.

Union citizens if they joined Seagill Post at that place. This action upon the part of Mr. Bassamit it is charged kept several Union soldiers from joining their beaches in the past, for the reason that work being done they were glad to have the change of earning bread for their wives and children. It is charged that Mr. Bassamit also digged and mended the members of the Carpenter's Union at Santa Ana. They have released to support him and it is he himself will assist their ballot for the Republican cannonade. The following letter from the Santa Ana Board, written by Mr. Lattigold, will express the situation in regard to the water question on this side of the river.
There seems to be a feeling of uncertainty and doubt among the citizens of that particular town and seat of the Santa Ana district concerning the powers of the Board of Supervisors, as regards to the formation of new water districts. The water rights of both cities of the town are vested rights established by them by the highest court of the state, in a decree that equitably awarded each side of the river one half of its entire volume. These water rights are now vacated to their present owners, and firmly lived unrestricted to them against all contempts and no Supervision or Board of Supervisors have power to change or subvert them on any manner whatever.
Nothing but a two-thirds majority of the people of each district can change their present status. In the proceedings for organizing an irrigation district under the law generally known as the "Wright Act," the Supervisor appears only in an executive capacity where their action and duty as entirely and absolutely defined by the words of the Actors. They have no disposition in the matter on personal living or prejudice can either be considered for consideration, for convenience or with respect to their trade-holding position or an attorney and couple with the provisions of the law; the Supervisor having no option in the premises are compelled to grant their prayer by issuing a proclamation for said intention. Thereafter all matters pertaining to the people and new district are adjusted by the people posting within its boundaries being a candidate for the office of Supervisor for this district. I declare that above statement of facts necessary to remove any false information that may have obtained in this district. I will further remark that elected impersonal representation must include this district along my duty to all persons alive and well, giving my best efforts in further all measures whatsoever to the advance progress and development of our matchless valley.
We notice that the Republican candidate for District Attorney has been "roaming into print" to explain his record while business manager of a Los Angeles newspaper some four years ago. Mr. Kelly says in one statement that he left the paper in question—the Kensington Republican—partly on account of its ratting." In another statement made to the writer he claimed that he left the office long before any trouble caused among the men. These two statements are seriously at variance with one another. Deny the charge as much as he may, by Kelly's good right arm was the trouble incubated, and suit is said upon the record Kelly also claims he was "exorcited" by Los Angeles Typographical Union in a circular issued by them relating to the reduction of wages in the Republic office. If he was not connected with the newspaper in question if he left it "partly because it was rattled" why should there be cause
Here is the season of the year when the associate engages his spare moments in reckoning up the probable result of the approaching race. This precinct will give so much for and that present as much against, and when the totals are computed the result is a matter alone for the concern of the candidate. Need it be said that the majority is never upon "yan side" that the candidate has never a particle of use for the thing called conscience! But when the chilly winds of November blow and crack their cheeks, ugly kind as man's ingratitude winds that blow come to goal, there will come a time when the fix used politic will be called into cognition and the candidates thought turn, something like the young man fancy, to a trip up these salts.
As Assus people have their final election to move in the matter of the irrigation district under the Wright Act, the election referred to in these columns a couple of weeks ago having been merely for the selection of Directors. Considerable opposition has been manifested toward the district upon the part of capitalists, but it is just he hoped: the people will rise in these heights and see to it that the Act be adopted. It is but natural that those capitalists object to the formation of this district. Having nothing more nor less than a "water trust," they raise a bowl immediately their money making scheme is endangered. Let them bow! Adapt the bill and elect your directors.

In reference to the Supervisor flight, we notice in appeal in a Santa Ana paper to the "institution of both parties to rally to this standard of 10." Thomas of Santa Ana is announced as being "perfectly upon this water question." We had been battling ourselves over the water question was excellently well understood by every voter in this district. We cannot refrain from thinking now, however, that persons who vote for an outsider in this canrass because he is "perfectly sound upon the water question, can themselves be anything but perfectly sound" in common sense.
In battle of doctors over the graves of late Emperor Frederick waves hat to small purpose. It is not claimed that Frederick had any chance of cure. At the best his life might have been prolonged a few months. But he lived he might have revolutionized German imperial policy and established a popular and constitutional monarchy. As dying man he could be only a disturbing fighter in public affairs, whose influence could be but temporay, and so far as the question of politics was concerned, as his early death was inevitable, nothing could be gained by delaying it.

Deny the charge as much as he may, by Kelly's good right arm was the trouble incubated, and so it is said upon the record Kelly also claims, he was "exorcized" by Los Angeles Typographical Union in a circular issued by them relating to the reduction of wages in the Republican office. If he was not connected with the newspaper in question at his left it "partly because it was rattled"—why should there be cause for exorcitation? The fact is Mr. Kelly should not refer to the circumstance at all. His record is bad in that case as in others. For all of which good men will see to it that his name is sarcified from the ticket, and replaced by that of Judge DuPuy, an honorable, upright, capable and conscientious gentleman.
Party lines are tightening. Everywhere stragglers are seeking refuge within their respective political fields. The crack of the party whip is heard in the land. To be sure there will be some scratching—and they say we are honored by the presence of the "sack." What have you may be created by its benign influence yet remains to be seen. The following letter in a Santa Ana paper bearing upon the subject will serve to speak for itself.
During the canvass in this county I have heard no intimation that either Judge McComas or Mr. Littlefield were not gentlemen entirely worthy of the positions they were nominated to fill; that they were fairly nominated and are worthy and disserving the support of every "staunah Republican" in their respective districts. If the Republicans of Santa Ana are false to the regular nominees of their party and vote for their opponents on the locality of friendship dole, it must be expected our candidates will be scratched for the same cause. Real assured that more than one can play at that. Our opponents make such blunders; they know full well the meaning of party discipline, and will be found fighting strictly in their party lines. It is quite possible that an unit man may receive the nomination, and if so, make that the issue distinctly; but the locality dole is not a manly one; it is unfair and treacherous, utterly destructive of party principle.
New York cuts a most important figure in the approaching election. For many years the State has been a deciding factor in Presidential contests. In the elections of 1828, 1832 and 1838, the State was carried for Jackson and Van Buren. The Southern Hotel at Newhall was burned to the ground on Tuesday morning. The cause was a defective flue. Loss, $20,000. All baggage of guests was saved, as was one third of the furniture.
At a meeting at Lyons, De Lessepe declared the Panama canal would be opened for traffic in July, 1890. He said he wished to correct a report that the opening would be delayed until 1891.
Dr. Herrick, appointed by the State board of Health to take measures to prevent the introduction of yellow fever and smallpox in California, having reported all danger from these diseases past, has been ordered to the southern part of the State to investigate into cattle diseases.
The greatest national debt among the nations of the globe is born by France. It is about $2,250,000,000. Russia come next with $3,600,000,000; then England, with $3,560,000,000; Austria-Hungary, $2,483,000,000; Italy, with $2,225,000,000; Spain, with $1,207,500,000; and Prussia, with $1,000,000,000.
Thomas Axworthy, City Treasurer of Cleveland, O., is a defaulter to the extent of $400,000. He is believed to be on his way to Belgium. The loss to the city is said to be $500,000. Axworthy has considerable property, and it is thought the defalcation will be made good as he has sufficient bendsmen. The office has been declared vacant, and all of Axworthy's property and investments attached. Senator Payne of Ohio is one of his bendsmen.
O.R.S., Squires, who was Assistant Postmaster of Chicago for nineteen years, and was lately reduced to a chief clerkship, and subsequently suspended, died on Sunday; his friend says of a broken heart. At the funeral ceremony held on Monday,

NOTICE IS HEREBY GIVEN TO THE QUALIFIED and electors of Fullerton School District of the county of Los Angeles, State of California, that an election will be held in said district on Saturday, the 27th Day of October, 1888.
At which the question will be submitted whether boards of the school shall have with the presidents of both districts and terms of the Political trade, for the purpose of purchasing school site and improving name, building schoolhouse and purchasing supplies for same.
The polls will be open at the present schoolroom in Fullerton from ten (10) o'clock a.m. to four (4) o'clock p.m. John Hunter, Peter Schwanberh and Edwin Carch will act as Judges of Elections.
