The petition of our irrigators is printed this morning substaptially the same as last week. There will be three more publications, taking the petition up to November 1st, the Board of Supervisors to act upon the fifth. A letter was sent from this office last week to Mr. Williams, attorney for petitioners, asking whether everything was correct. No reply has been received. In conversation with Supervisor Rowan and District Attorney DuPuy, we were assured our water district would be provided for at the next session of the Board of Supervisors. The petition was properly presented, not only that, but all the "protests" upon earth cannot move the board in the matter. Supervisor Rowan understands our water question thoroughly as well perhaps as many of our citizens. He is in favor of our water district admits he cannot vote against it, under the law, even if he so desired. Now, the question arises: Is everything correct? With regard to the discussion, examined by the fact that our petition is signed by fifty-two freemasons when the law says it must be signed by fifty or a majority of irrigators in the district, Col. Rowan states an answer can be raised in the premises. The fact of the whole matter is that a very well-founded objection will alone keep our district from materializing on the fifth day of next month.
With regard to lawyer Williams, if we cannot bring the petition before the Supervisors in proper shape this time it will be in order for him to step down and out. We take it there are attorneys here sufficiently competent to take charge of this matter. At any rate Mr. Williams error has seen have two weeks before he was shown at the session of the supervisors. Now the question arises for him to answer, is everything all right?
An answer was received last evening to our letter of inquiry regarding the printing of the petition referred to. The latter reads as follows:

Emperors of Russia, Germany and Austria? It certainly is not France, nor France and England combined. Italy, so save ambition, will take the place the three Emperors may assign to it. With no natural boundaries protecting its territory from its northern neighbors, it could not single-handed resist them.
MORMON CHURCH ILLEGAL
In Property Declared Furious in the Government.
SAIT LAKE CITY, October 8. The Supreme Court of Utah today entered a final judgment and decree in the case of United States against the Mormon Church, which was pending to dissolve the Church corporation and have its property declared executed to the Government.
The suit was brought in the Supreme Court of this Territory under the act of Congress of February 10, 1857. In that suit a receiver was appointed for the Church corporation. He has succeeded in collecting over $199,920 worth of property, real and personal.
The decree watered today was a complete triumph for the Government. It declares the corporation of the church dissolved, and asserts that the voluntary religious sect now in existence has no right to corporate property except the temple block and buildings which are set aside to it. It denies the intersection of a large number of individuals claiming the property; orders the real estate of the corporation to be held by the receiver until the informations for the forefuture for the same brought by the Government can be brought to a conclusion, and declares all of the personal property of the late corporation to have become excavated to the Government. This point was the most lattter fought, as the property of the church was claimed on behalf of the minorized Mormon sect as successors in interest to the late corporation and by individuals who were members of the corporation who intervened on behalf of themselves and all other members of the corporation.
Under the evidence the court decided that neither the present church nor the individuals had any legal claims that all the property had been held apart from the object of which were principally to uphold polygamy, and that these trusts were only existing to which and property could be devised. It furthermore deemed that the present church still upholds, teaches and maintains polygamy, and that any dedication of property to it would be for the purpose of upholding polygamy and would be unlawful.
After an extensive recourse of the evidence, the court declares that property to belong to the government by the operation of law.

Messrs. Twogood & Cutter have received from the agriculture at Washington an order shipment of their River Orange trees to the governors at Queensland, Australia.
Talock Irrigation District bonds to a land owner in the district are 184,000 acres of land and amount to $600,000. This discloses the constitutionality of the Act.

It was not presented to the Board of Supervisors, but was withheld and sent back to be republished, because as soon as we saw the affidavit we advised your representative that the publication was insufficient.
The latter sets at rest all speculation in the matter. Mr. Williams says the petition is correct. Supervisor Know asks if the petition is correct; our district will be forced immediately.
With regard to the claim that injunction was done to the attorney, we discuss to say that nothing of the kind was undertaken. However, he should not have waived until the adjudication was sent him, but should have computed the time to alpine before presenting the petition to the Supervisors. On the whole, no ammonia prevails against Mr. Williams on the matter. He says the petition is correct. Then our irrigation district has assailed.
Our friend Jacob Dressler, the handsome spitting utility of the San Francisco County, was a few days ago presented with an elegant gold watch and chain, appropriately matched by the members of the California Hassall League. Jacob's accounts of ball games at the metropolis are always entertaining. His reports glow with that cutting Batte county wit which was always one of the brightest in the long list of Jacob's shining attributes. In 1850 Jacob and Mike Panther were the press battery of the Desert Detectives, and Jacob's serpentine curve gave opposing batten train fever, while his pickup, throws and running assist made him the kelly of the Northern Citrus Belt. Jacob had a watch in 1850, but he host it betting on a horse race. And now he has another. May their lives tuck away with nary an error.
We leave to say a word regarding our increasing number of outstanding bills. We do not care to increase them, and would rather have bills paid when presented. We must meet our bills promptly, and in order to do so respectfully ask that some attention be given bills that have been pennounced for months. To one and all again, we must have bills paid.

ANOTHER BOY ANALYSIS
It may supply Surramento With Tainted Water
A great work in progress on the time of the American river between a point on the south bank and Folsom City, and one that has never been given the publicity of city in the Hancock district.
This is an obsolete having for its object carrying water for purposes of irrigation through a portion of the El Dorado and Sacramento counties, thereby opening up to cultivation thousands of acres of land that are now comparatively worthless.
Mudroom for this work is a dam and a few miles of ditch that was used years ago for mining purposes. The dam being driven across the river at a point on the south bank of the American river about twenty miles above Palsum.
The water is taken from the South Park of the American river. At a point some twenty miles above Folsom and the ditch directly follows the course of the river on western side of the north lock at the river.
The ditch is six feet wide at the bottom, eight feet wide at the top and three feet deep. The ditch will be completed within a mile of State Prison in six months. A large forcemen have been at work on the ditch for a number of years and during that time many have been completed.
At this present time, the company is at work on a tunnel 500 feet in length. Should this ditch be taken into Sacramento it would burrow into the city with clear pure water, as the south fork of the American has always been a clear stream. This elevation possessed by the American is sufficient when properly combined by pipes to throw an immense stream of water over the dome of the State Capitol. Joseph Wilde, the Los Angeles capital, is connected with shelters and accommodations of its perfect success. Mr Hancock has assured the writer that there will be factories located on the upper portion of the canal long before the Folsom canal is finished. Mr Hancock has also river mining claims along the American which he intends to work at the earliest possible period, and he is pushing work on his ditch with the object in view of getting start of the Folsom Canal Company, as the completion of their dam will materially affect the drainage of the fattings from his mines. Folsom City will greatly benefit from this ditch. Mr Hancock's stitch will compete with the Natoma Water and Mining Company, and will thus afford Folsom City most excellent water power facilities at a minimum cost. Our city will be agreeably surprised to see factors spring up as result of the Hancock canal, before the completion of the Folsom canal.

The Dolphin has been ordered from Mare Island to Callao to reinforce the Trenton in protecting American interests there, which are enlarged by complications between the Peruvian Government and an American railroad syndicate. The Dolphin, with her one light gun and her exposed machinery, would be a holy terror in a fight—to her crew. Yet there is no other availing ship to send. Is it not about time to hurry up the construction of the new navy? There are about thirty vessels on paper, on the stocks, or all at, of which only three are ready for service. Most of them are progressing so slowly that they may be antiquated by the time they are ready to go into commission.
While Prince Bismarck was inspecting his fields not long ago, two of the reaping-women, following an old custom, seized him and bound him with bands made of straw. The great diplomatist submitted with apparent good grass and bought his release by paying a liberal ransom. When he rode away in his carriage the straw bands were still fastened around his arms.
The European Herald has published a map of Europe as it will be after Bismarck has carried out his present plans. The future—Germany, Austria and Russia. France ture Europe will know but three great powers will be retained on the map by order of the Emperor of Russia, who evidently means to be prepared for an alliance between Germany and Austria against him. England is to be reduced to insignificant importance by the loss of her possessions in Asia and the consequent crippling of her trade. According to this programme, Bismarck apparently considers himself but one-third as great as Napoleon. The latter wanted all Europe, while the former is willing to divide it into three parts. History records the failure of Napoleon, and will doubtless record a failure for Bismarck, less grand, perhaps, but in proportion to his smaller ambition. At the first glance one might say that a combination like that outlined was irresistible. What power is to appease the three
An error in telegraphing the provisions of the Senate tariff bill made the specifying duty only six cents a gallon on fruit juice, and caused the Wine Eaters Association to send a protest to Representative Matthew Argent that fruit juice should pay the same duty as asam containing under 24 per cent of alcohol, and asking him to use his best influence to secure such measure accordingly. Morrow at once pointed out the error in reporting the bill and telegramged back that the bill provides that "berry juice and prune juice or prune wine and other juices not specially enumerated or provided for in his act, containing not more than 24 per cent of alcohol," shall pay 60 cents per gallon; if containing not more than 24 per cent of alcohol, $2 per gallon.
An informal conference of the Republican Senators was held yesterday morning to talk over the general situation and more especially to arrange the course of debate on the Tariff bill. The results are meager owing to the doubt everywhere entertained as to whether a quorum of the State can be held in Washington should the tariff debate be protracted beyond next week. No action was taken in the conference and no definite policy was sketched, but there is reason to believe that if the Senate finds itself for any length of time without a quorum, either an appointment eine die, or a recess of several weeks will be taken; therefore it now seems probable that this session will practically come to an end next, or early the week after, and that the Tariff bill will be left for final action after election day.
On the 4th of September, 1888, the French republic finished its eighteenth year. It was declared in 1870. No government has lived quite so long in France since the revolution a hundred years ago. The reign of Louis Philippe began in August, 1830, and ended in February, 1848. The reign of Louis Napoleon as Emperor began with the coup d'etat in December, 1862, and ended with sylvan in 1870. Each of these two regimes lacked a few months of eighteen years. The republic has the prestige gained from this length of life, if no other.
At the election on Monday in Santa Ana to increase the city limits and have one school district, the proposition was carried by ten majority.

The Santa Fe Railroad sent its first raisin train of the season east from Riverside Monday night. There was twelve cars, all loaded down with rains of the first quality, bound for Chicago and other Eastern points. The railroad company intends to give to the raisin shippers as good service and as fast time as it gave last winter to the orange and lemon shippers. The raisin trains will make Missouri river points in a fraction ever five days.
It is reported that an angry exchange of communications has taken place between London and Washington with regard to President Cleveland's retaliation proposals. Under the pressure exerted by the Canadian government Lord Salisbury instructed the British Minister at Washington to protest against the retaliation message as an act of hostility toward a friendly government, also a breach of the medus sivendi agreement made with Joseph Chamberlain representing the British government, and by the government at Washington.
