THE YORBA PROTEST.
Why They Object to Our Irrigation District.
Resident Property Owners Up in Arms, Solomly Protecting Against the Attack Upon Their Mighty The Future Document.
The following is a copy of the protest of the citizens of Yorba in the matter of the Anaheim irrigation district, the hearing of which comes up in the Board of Supervisors September 6th. The greatest together with latest developments in our water question, are announced upon elsewhere.
I am unable, the Board of Supervision of Los Angeles, timely Greeting.
Military. A second petition has been presented to your Honorable Body by some army freemakers of Anaheim and shareholders of the Anaheim Union Water Company for the formation of an irrigation district under the Wright Act, and the Derna Irrigation District of the Loma Canyon de Santa Ana stands and installed in the proposed district after having been included by your former desiring from satisfactorily showing of the great damage it would induce upon it. Now we understand, comprising all the resident property owners of the Hanche Chayou de Santa Ana, to hereby again publicly protest against the repeated attack on our property by a forced compulsion of our irrigation system with that of Anaheim, and respectfully represent.
I am unable, the Board of Supervision of Los Angeles, timely Greeting.
The Yorba irrigation district would be reopened if the proposed amalgamation properly turned out. We have our war equipment at station of distress, regulated by the late Lawrence District Court, where the water supply not only resisted in parish rights but also assured United States treaty with Mexico having been used only briefly during and since the Mexican administration. Being on these premises from time to time our system is more secure than from land and in good condition. The board system is composed of two wards of Anaheim proper and Watson. The latter is a very expensive and unmanageable requirement requiring extensive work and hardened consent is hardened with a seawater that the sequence of control devices and management. It has limited water right only, its members being comprised partly of appropriators, parish an emissaries of the Hanche Chayou de Santa Ana, having such access that part of the summer season is taken by the summer season in arrears or creaks. We are unable yet in partnership with this community interior in water rights.

Which contains a Vulnerable Suggestion to Our Military Company:
To the Officers and Members of Company O.N.G.C.-GENTLEMAN I had the pleasure a few days ago seeing you on parade, fully armed and equipped. It has also been my pleasure to see other soldiers of other countries in the smart and burnished trappe characteristic of the military on dress parade, and I am not guilty of fathery in saying that I have never yet seen a company of men whose physique, bearing and soldierly appearance surpassed Company O. It is true, the battle scarred and medal bedecked Grimean veterans of the British army, or the rugged, ragged and patriotic "bummers" of Sherman's glorious armor were more suggestive of grim viagra war and the rougher and practical side of a soldier's life, but the youthful vigor and stalwartness of the young men competing your company would leave no doubt in the mind of any spectator that should the country ever demand your presence on the field of battle, every man of you would do his whole duty, and that you should do just to the crown already framed by the gallantry of the American soldier.
The very fact that you have enrolled yourselves as members of the National Guard is evidence that you are imbued with a patriotic spirit that you love your country, and that you intend to remain good citizens. By enlisting, and assuming the duties of the citizen soldier, you have taken cognizance of the fact that, your country has a right to your services that in consideration of the privileges of American citizenship you will respond with your life; if need be, in defense of your country and the upholding of its constitution. Why not carry this idea still further, and be a logical conclusion? You have recognized, I say your duty to your country; and you are also aware that individually, as citizens, you own a duty to immediate locality in which you live. To speak plainly, if there is anything which you can do to benefit Anaheim, it is your duty as good citizens to do it. And it is purpose of this open letter to suggest a way by which you will not only contribute to the welfare of this community, but will solidify your organization and add to it an interest which in no other way can be acquired.
You will admit that Anaheim is very awake just now. I venture to say

The Wright Act does not repeal any irrigation laws. Section 106 of the provisions of this Act shall be construed as repealing or no other provision of any other. The purpose of the proposed construction and we respectfully request your former decision and advice from the proposed district.
The mode of irrigation of this town is entirely different from those in North Anahiem, where about two-thirds of the petitioners reside and an irrigation facility sample for the last year would be installed. Since it does not contain any clearly defined conditions of the Wright Act, which amounts to that the family be susceptible of one made of irrigation by the same system of irrigation. This petitioner desire to provide for irrigation.

In the proposed district we have a new three district system of ditches, cisterns, pump and the Varkey Segment of the Wright Act requires works and section 35 is main library openings of new works. The attempt to construct a general along the impervious Cream would be fully built on a sound of the natural land, and the combination of the paving canal questionable. The Anahiem company has been declared to be a municipal corporation and section 12 to the Wright Act conceals only the right to condemn canals and works constructed by private owners. The item classes to provide for the irrigation is the early expressed purpose of the Wright Act.

Issue 10) shares of stock of the par value of $20 each, making the capital stock $5,000. Make the first payment $5 per share which will give a fund of $50) as a starter. Salient payments should be made at the rate of say $2,50 per month per share, which would allow 18 months in which to pay for a share of stock. The money would be coming into the treasury at the rate of $250 per month, and in from four to six months it would be quite feasible to let the contract for the construction of your armory, as it would be an easy matter to get an advance money, to be repaid as the monthly installments could be made with the contractor to take his payments monthly. The farming and fitting up of the library, gymnasium, etc., could be done with the process of entertainments and by donations. Allot would be tented—at least I am told that a liberal offer of that kind has been made by the Anahiem Improvement Company. Your Captain is a proficient architect, and he would doubtless contribute the plan and superintend the construction of the building. These two heavy items of expense being eliminated, the entire capital stock could be put into the building.
There are seventy-five members enrolled in your company. There is not one of them that is not able to take a share of stock, and a number of them are financially able to take several shares. If the members of the company will subscribe for 75 shares, I feel no hesitation in saying that the balance of the stock—25 shares will be subscribed for by citizens.
I have thus briefly outlined what ought to be done, and how it ought to be done. My plan is auspicious of modifications and extensions, but I am prepared to stake my constitution for common sense that it is an privileges of American citizenship you will respond with your life if in defense of your country and the upholding of its constitution. Why not carry this idea still further, and be a logical conclusion? You have recognized, I say your duty to your country, and you are also aware that individually, as citizens, you own a duty to the immediate locality in which you live. You will admit that Anahiem is very wise awake just now. I venture to say that more building and other improvements have been done in this town within the past six months than during the ten previous years. And what is more to the point, the buildings and improvements have been inspired more by a feeling of local pride than with a desire to make money. If everybody who is able would do his duty in this matter, Anahiem would be a very remarkable place in a short time. But as that class cannot be forced to employ their money in the way they ought to employ it, the improvement and advancement of our town must be done by those whose flesh is willing but whose purse is weak. Believing that you are willing to do what you can towards the progress of Anahiem, and knowing that individually it is impossible that you could accomplish much towards that end. I desire to suggest a way by which you can collectively benefit your company as well as the community.
You want an armory. You want a place which you can enter with a satisfaction which only a sense of proprietorship can give; a place which will be a resort and, as near as possible, a home; where the surplus vitality can be worked off in the gymnasium or the mind improved in the library. You are all young men, and there is not a man of you that has not often wished for some such retreat. Then why not get it?

Mr. Northcross in Democratic County Convention.
Editor Gazette. W. P. Northcross of Orange in his speech before the Democratic convention on last Wednesday, where he was a candidate for Supervisor of this Fifth District, gave in substance the following as reasons why he asked the suffrages of the people: First and most important was a pecuniary consideration; that he was a believer in rented rights in water; that he was running to protect the Yorba in a quantity to moss than they needed so that Orange might get the surplus. Or in other words, that they might take from Anaheim to benefit Orange. Does he not know that the Supreme Court gave each side of the river one-half of the water and all they get more than one-half is simply stealing from Anaheim? A nice man to represent a district in any position.
Fifty ballots had been taken but implemnted.
something About It.
Los Angeles Herald.
The press of the East and of Central and Northern California has had so much to say about mushroom towns in Southern California, and about the amounts of money the poor Exasner has lost through being identified with them, that the Herald also feels like taking a cursory view of the matter. We will advance the astonishing proposition, at least as to some people, that fifty dollars have been made by investment in these mushroom towns to one that has been lost in them. First in the list we use Anaheim, the oldest of the colonies. Nordhoff, in his letters to the New York Tribune, which were afterwards embodied in a book, tells the story of this first of the colonial experiments of Southern California. It is enough to say of this lovely settlement that everybody who has been identified with it at any stage had made money—in fact, is now in possession of a companyy, if alive, or has transmitted one to his heirs, if numbered with the great majority. The hardest thing in this whole world to had in Anaheim is a mortgage. We will add that, within the next five years, every road in that charming place will be quintupled in value. It has not yet been a partner, to any great extent, in the upheaval of land values, based on income and climatic attractions, which has been a characteristic of Los Angeles county in the past four or five years. That it will be so cannot be doubted.

PULLERION FRAGMENTS
New Time Table Pampas Flume Egyptian corn.
From our Regular Correspondent:
LOTTERY GAZETTE. Mr. Kittie, the resident bank for the Santa Fe, has received a letter in Walla, Fargo A. Co., by which he is authorized to receive all matters for the express company.
Already we have a new time schedule aid to the benefit of travelers I insert the following: Trains to Los Angeles leave here at 11:59 a.m., 12:33 p.m., freight 4:27 m. Trains arrive from Los Angeles at 10:52 a.m., 5:52, 11:29 p.m. San Francisco Sunday only 9:22 a.m. remains here at 5:31 p.m., freight from Los Angeles 7:53 a.m.
The railroad company is unloading a lot material for cattle guards, and I suppose fence their road as soon as material can be procured. Our depot is already so far painted that the paintings are daily extinct.
Hazelp and son are flooding several acres of land and will put in a crop of potatoes. They have taken a huge crop of corn the same land this year.
Max Nebelung of your town, who owns a train near Pullerton, has began to cut prepare the pampas plums, the grower and owner of which he makes a special Mr. Nebelung will put up over 500 beautiful ornamental plants. He already sold the present crop and expects to buy others besides.
Passing Mr. Wright's plane I see that he is taking a large piece of land fenced in for city farming. A very profitable business. A large amount of Egyptian corn has been grown in this vicinity and for appearance it will suit to this locality and climate and produce which the chickens can help them to the grain, it needing no threshing. Hunter has added a packing house to dryer. He is at present barely engaged drying the delicious bigs grown on his farm.
Grimshaw has a large force on his two-wheel brick store on Commonwealth avenue, a building will soon be really for pecuniary and will be a credit to our town. Miss Tumbm and Penilleton have been stopping littles pears to Los Angeles.
Mr. Carlson has sold his entire crop of Muscat and Malva grapes to the Old Storage Company, Los Angeles. He appealed a carload today. I should like to hear our local Gold Storage Company begin our building. There is no inner location such as businesses and the profits is well satisfied that the building now being erected is entirely too small. We therefore beg to suggest that a large warehouse be built on your sample grounds here, for the storage of wine, wool, grain and hay, which bully artisans constitute a large portion of the shipments from this place. We are certain that such a warehouse is necessary, and suggest its immediate erection in the belief that it could be built more economically while yet the carpenters are at work upon the depot building.
AT THE SEASIDE
Fishing for Mackerel in the Channel Other Nations.
On Friday last the great procession of departing veterans with their families and camp equipment took up its marsh and on Saturday the Landing presented something of its old time appearance. Sunday brought but few visitors so that the camp truly enjoyed a day of rest. Church services were held in the evening at the old warehouse conducted by Rev. Mr. Irvine. Not a few of the regular campers have spent their allotted time have pulled up stakes and returned home. Every day, however, brings some newcomers, keeping the population of the city by the sea among the hundreds. There were sixty tents on Tuesday, and judging from the crowd of bathers the camp is still in a lively state of assistance. The old timers have settled down to the methods of enjoyment which have made the Landing attractive to them for many years. Fishing with hook and line in the channel for rockcod has become quite the thing; if the stories of the fisherman can be believed, their success has been dattering. F. H. Keith, W. J. Smith, Prof. Clark and Harman Dickel are the recognized authorities upon the subject, and according to reports are as skillful and lucky as President Cleveland.
Mrs. H. T. Payne, after a three week's捞网, returned to Los Angeles on Tuesday, Charley Kirks and family, who pitched camp on March 1st, have broken up Charlie returns to his duties with the S. P. R. C. Herbert Morton, Charlie Stene and Gilbert Landell have been chief engineers of some fishing during the last week. The camp has been more than supplied with blue fish, croakers, rocked and mackerel.
Otogenian Wallia is an indefatigable fisherman. On Monday he caught five sharks averaging twenty-five pounds each.

On Monday Tim Carroll folded his tent and silently stole away. His little boy was badly burned last week by accidentally stepping into some hot ashes, the remnant of a rubbish fire.

The undersigned residents and business men of Anaheim, feeling a friendly interest in the California Central Railroad, and being desirous of doing all in our power to forward its interests, bag leave to offer the company a suggestion which, if asked upon, will accomplish the double purpose of being profitable to the company and giving a convenience to the people of this city and visinity. Knowing the amount of freight which will be shipped from your depot at Anaheim, we
Get your wagons and buggles painted before it is too late. If the paint is worn off and the wood gets desayed, paint will never stay on good. Second-hand spring wagon for sale.
S.A. DENNIS.
Each candidate present was called upon to give the number of his regiment and any story connected with his personal experience that he might choose to narrate. This brought out many stories humorous, pathotic, ridiculous or heartrending, of intense interest to the comrades and pleasing to the large audience.
The campfire was followed by the usual hop for the pleasure of the young people, and as the last sounds of the orchestra died away, and the veterans had dropped into peaceful slumber, the camp was aroused by the sound of muskety in the distance, the long roll was beat and the old familiar cry of "Turn out" was heard. Nearer and nearer came the roll of volley after volley of muskety. The enemy had attacked the camp. All was bustle and excitement. The veterans were formed in line. The batteries were forth a deafening roar and for half an hour the scene and sound was one to recall a terrible night attack. Of course the enemy was repulsed, but it was long after midnight before the camp had assumed its wonted quintessence.
On Thursday the usual camp regulations of guard mount, etc., were observed for the last time. In the evening a continuation of the campfire of the preceding evening was held in presence of an audience equal in numbers to any of the entire encampment. The exercises were closed by the reading of a final camp order by Commander Brooker, thanking all who participated in making the reunion a success. The cavalry was then given over to a crowd of happy dancers who tripped the light fantastic till the woe ama' hours.
Thus ended the first annual encampment of the Seventh Inspection District, Department of California, G.A.R. It was a complete success from its first inception to the close. Not an accident occurred to mar the pleasure. The hundreds of veterans, their families and friends voiced one universal sentiment that the two days' reunion had been replete with interest and pleasure. The nightly entertainments were of unusually interesting character. The memorial services in honor of General Philip H. Sheridan, the impromptu, would be classed as of high order in any city. The music, poem and eulogy were first-class and every detail of arrangement perfectly carried out.
The number of veterans attending the encampment probably reached five hundred. On Tuesday there were 326 tents on the ground by actual count, including permanent campers, while the daily number of transient visitors was large.
The success of the first and experimental encampment having been demonstrated, the committee having in charge a permanent organization for future reunions will no doubt incite an eathaism that will bring together thousands of the bayas in blue next year.

The proprietor of the Raymond Hotel at Pasadena declines to open the house this winter unless the prohibition ordinances at that point be repealed to allow him to dispense of wines to his guests. Every room in the house has been engaged for months past by Eastern people who intended wintering at the Raymond, but it is doubtful whether the large hotel will be opened at all.
Friday evening last a freight train on the California Central was dished near San Juan, and six cars were wrecked, but no lives lost. The train consisted of both local and through freight, and among the cars was one loaded with hams, coosigned to a firm in San Diego. Thinear, which had been sent from Kansas City, had made a remarkably fast run to San Bernardino in six days, only to be wrecked within a few miles of its destination.

Our public schools will responn Monday, September 10th, with Professor Ennis as Principal, assisted by Miss Clothier, first primary, Miss Barton, second primary, and Miss Power, who will teach Mr. Clark's last-year classes. The overcrowded condition of the several departments, especially of the first primary, which the Board of School Trustees deemed to remedy by the addition of more school room, it has been found impossible to change, for several annoying yet unfamiliar reasons. The board had resolved to build more rooms for the accommodation of increased attendance of pupils when the Fairview annexation matter came up. As a schoolhouse at Fairview would also be necessary, the building additional school room was deferred. It has also been found to be impossible to build the Fairview
