NOTICE—THERE ARE DELINQUENT UPON the following described stock on a count of the assessment listed on August 28, 1880, the several GOOD TIMES COMING. There is better times ahead for Southern California, and that, too, in the near future. The completion of the new transcontinental road in a few months will revolutionize the travel between the East and West, to the great advantage of the southern part of this State. For two or three years past Los Angeles county has received but little immigration; although during part of that time carloads of emigrants were daily reaching San Francisco. Instead of coming south, they went north. They went to Oregon, Washington Territory and contiguous places—no doubt against their will, for nine-tenths of the people who come to this State desire at least to visit Southern California—but they were induced to turn their faces northward by the cheapness of the transportation thither. But all this will be changed upon the completion of the new route. The immigrants will be brought into the very heart of Southern California, and the same reasons which have heretofore had a refraining influence upon those who, landing in the north desired to visit the south, will operate against the northern part of the State and in favor of this section. The home-seekers will in the vast majority of cases prefer to settle here rather than investigate the merits of the northern counties at an expense which they are generally ill able to bear. It should also be borne in mind that the two competing roads will do their utmost to secure the bulk of the traffic. The Gazette called attention to the fact a few weeks ago that the Atchison, Topeka & Santa Fe railroad managers had issued a circular to shippers asking them to make no contract for freight rates for 1881, as they would soon be able to compete for their patronage. This The Electron. The fact that no Constable was to be elected in this township made the Presidential election on Tuesday a very tame affair. Two hundred and sixty-nine votes were poll-d with the following result: Hancock...123 Garfield...102 Weaver...43 ASSEMBLYMEN. The vote then stood—Tilden 224, Hayes 148; majority for Tilden, 76. For Congress Wigginton had 213 and Pacheco 157; majority for Wigginton, 56. It will be seen that this year the Democratic candidate for Congress was scratched in favor of the Greenback candidate and that Pacheco leads both his competitors. The following is the result in such of the county precincts as we have been able to hear from. It will be seen that this county, for the first time in its history, gives a Republican majority: Los Angeles—Total vote, 2166. Miss Maggie Smith, who acted as enrolling clerk in the Legislature, and who has the testimony of Lieutenant-Governor Campbell that she was the best enrolling Clerk the State ever had, has been nominated by the Republicans of Davis county, Iowa, for County Recorder. It is no uncommon thing, of late years, for women to fill clerkships in Legislatures and in stores, and to serve as Postmistresses, but we do not remember an instance, outside the School Department, where a woman has been made the nominee for so responsible an office as that of County Recorder. There is no good reason why she should be disbarred from such a position when she has the necessary qualifications to fill it, and these need not be of a very profound character. To be home-seekers will in the vast majority of cases prefer to settle here rather than investigate the merits of the northern counties at an expense which they are generally ill able to bear. It should also be borne in mind that the two competing roads will do their utmost to secure the bulk of the traffic. The Gazette called attention to the fact a few weeks ago that the Atchison, Topeka & Santa Fe railroad managers had issued a circular to shippers asking them to make no contract for freight rates for 1881, as they would soon be able to compete for their patronage. This indicates the early inauguration of a warm struggle for business—a struggle which will cut rates for freight and passengers down to the very lowest notch. These low rates will be a great inducement to a lively movement of travel hither, and if matters and things in general are not "booming" in Southern California within twelfmonths from date, we will make public confession of our want of discernment. At a meeting of the California Academy of Sciences Mr.J.P Moore read translated extracts from the work of Maxime Carun on the phylloxera, descriptive of the different forms of the pest and its appearance in the egg, out of which it escapes by sawing the covering with the teeth on its back. When shedding its old skin the insect employs the hairs on its back, the mechanism being analogous to that of an ear of barley working its way up a sleeve. The hotter temperature the more the vines would suffer from the insect. The winged phylloxera makes its appearance in fall and can be easily terminated by the use of hot water, but this treatment would not at all affect the insect which is lodged in the root of the vine. This insect could not be met by any aqueous solution for it surrounds itself with a globule of air. If the drenching could be continued for months and months it could possibly be asphyxiated; but then, again, it burrows under the old bark, and in winter lodges itself in the corky layer, which it is impossible to moisten. Again, a vine cannot be wholly torn up out of the soil for the roots will break, and here the insect is harbored, develops and comes to the surface again. The only way to exterminate the pest is by such treatment of the soil that noxious vapors can be thrown off, and the sulphides of carbon accomplish this end to all practical purposes. Iowa goes further than Kansas in bestowing official honors upon women.
