They are nurses at the Post House and have been in the habit of stripping the dead bodies of patients and selling or pawning the clothing. It is believed that the cause of the spreading of the disease to a hitherto unaccountable extent has been discovered in the detection of these scoundrels for whom the Colonist recommends capital punishment. ROME, Dec. 16. The Parliamentary Committee on the revision of the Penal Code, unanimously reported in favor of abolishing the death penalty. BERLIN, Dec. 16. Russia has not completed her preparations, but will endeavor to protect the conference until the southern army is concentrated. NEW YORK, Dec. 14. Fire Marshal Keady, in his report of the Brooklys theatre fire, says there was a lack of the proper precautions against fire. There was no discipline amongst the players. The means of exit from the gallery were not good enough in case of a fire and panic, and that had the audience been notified when the fire was first discovered by the stage hands, they could have got out safely. He thinks that the request of the actors to the people to sit down, however well meant, was very disastrous both to the audience and the actors. He concludes with the recommendation that all public buildings, schools, churches, hospitals and theatres, be thoroughly overhauled at once. COLUMBIA, Dec. 15. Upon announcing his name, it was discovered that he was the man about whom some heart broken parents living in Scotland had written to Mr. Moody early in this series of meetings, asking him if he could possibly do so to discover his whereabouts and urge him to return to his home. In the noon meeting to-day he gave his experience, which brought tears to the eyes of the thousands who heard it. Hayes passed through here yesterday, and made a short speech touching upon the political crisis. Regarding the present political condition of affairs he said: "A paragraph in an Eastern paper expresses a sentiment which may well be adopted by good and honest men, of whatever political party. I have faith in the saving common sense of the people. The all-important interests of labor, trade, education and religion depend upon the preservation of peace, and any disturbances of that peace endangers those interests." SPRINGFIELD, Ill., Dec. 16.
