"TIS MIGOR AND NOT NIGHT."
A few weeks ago we called attention to the unjust discrimination which has always been made against the sheep interests of Los Angeles county in the matter of taxation. Through the courtesy of the Deputy Admister for this district, we have been furnished with a list of the valuations, which he has been instructed to place upon real estate and personal property in assessing the taxable property of this section, and which are the governing rates throughout the entire county. In order to show what we term "unjust discrimination," we will quote the rates of taxation for sheep, and also the rates for the differ-qualities of land:
| Sheep per head | Lands per acre |
| :--- | :--- |
| Imported... $20@$50 | Damp... $20.00 |
| Graded... 2.50 | Irrigable... 20.00 |
| Common... 2.00 | Grain... 10.00 |
| Lambs, over six months 1.00 | Pasture... 1@$5 |
Compare the values here placed upon sheep with even asking prices, and it will be found that sheep men pay a tax upon an amount of money, which it is impossible for them to realize even under the most favorable conditions. Fine sheep, or thoroughbreds, are assessed at rates ranging from $20 to $50; admitting that the latter valuation is placed only on imported stock, the lowest rate, quoted above is double the amount of asking prices. We know of one sheep firm, living but a few miles from Anaheim, who have paid especial attention to raising thoroughbred merino rams. These gentlemen have acquired for their stocks a reputation which enables them to dispose readily of all, which they place upon the market, but never, except in a few exceptional instances, keep hot for a long time. NEW LAW REGARDES SESSORS.
We call attention to the Assessors act:
Section 1. Whenever the assesses any live stock, he must the person who gives him a statement under oath whether such stock, or any will, during the year for assessment is made, be moved county for pasturage, and if is to be made; second, the such stock will be taken; number, kind and value there that should such person, a assessment, not have determine such stock, and afterwards such removal, it shall be law make the statement to the county from which such stock as in this section provided United States mall.

CULTURE AND PREPARATION OF THE CITRON.
Among the many possible industries of Southern California, says the Los Angeles Herald, the culture of the citron and the preparation of the fruit for the market certainly deserve attention. The United States imports every pound of the preserved dried citron so familiar to all confectioners and housekeepers. It is an article always commanding a high price. The amount consumed in any one locality is of course small, yet the aggregate consumption of the whole country is by no means insignificant. A large amount of money is yearly sent to the borders of the Mediterranean for this one import. Why not bring that money here? The trouble is that with so many possible industries we overlook these things. Who is familiar with the process of preserving and preparing the citron? Will not some one publish his knowledge of the steps necessary? The great difficulty seems to be, where it has been tried in families, to get rid of the intense bitterness of the rind. There are many varieties of the citron; is the citron growing here one of a bitter variety, and are there other kinds free from, this objection? If this is the true citron of commerce, what is the process needed to free the fruits from this objectionable feature? If it is not the best variety of the citron or only a hastard citron, will not some of our nursery men try to obtain the true plant for general culture? Or have we already with this bitter variety, others of the more desirable kinds. We ask for information, hoping a reply. Anything upon this subject will be gladly published.
RAISIN MAKING
Much has been written making in California. They to be that our farmers lack of grape from which to make should be at once remedied produce the grape-vine easily, and there is no we should not, in a few yeas the East their raisins; and it a little timely attention given to planting the right for raisins. There is the grown extensively in Peru which they make a finely parent, and almost seedless raisin even there where grows as high as twenty-five cent shipping purposes. It would matter to send to Peru for the farmer doing this will be a few years, with an article raisins, for all cooking purposes take the preference over all the experiment.
THE OLIVES
In the lower counties, an semi-tropical fruits flouries tree which should be thong olives, as yet, is not carried extent in this State, although trial has been made to co its practicability. The ma olives into olive oil,the ext is very simple, says the Rev appear to be the best way them. A good article of from olives which would table use. And it is true olives,so far as we have had not equal those grown on the Mediterranean in delicio of flavor. But,with proper small and inferior olives utilized.
EUCALYPTUS GROVE.
A Hayward correspondent of the Oakland Transcript gives the following:
Two miles north of Hayward are two remarkable groves of eucalyptus, or Australian gum trees. They belong to J. T. Stratton, the present Surveyor-General, who resides in Oakland. One grave contains about sixty acres, the other ninety, and whole comprising about 130,000 trees, and little. The trees are only four years old, yet many of them are from forty-fifty feet high and a foot in diameter. Are planted in regular rows like an earthard, though closer together. In fact, the rows are too close for the general thrift and the proprietor is about to cut away every other tree, which will afford firewood enough to pay for all expenditure heretofore. When Gen. Stratton was setting out trees the neighboring farmers laughed him and advised him to desist and attend to his surveying, as he would be dead before the timber would amount to anything; but the laugh is now on the other side; five years hence the available bar will be immensely valuable for manufacturing and for firewood. There is a great many species of the eucalyptus, many of which are adapted to this climate. The tree grows to a great size and height, and when seasoned is extremely hard, cold, and resembles hickory. It is well adapted for wagon and carriage making; as firewood, it creates a heat almost equal to coal and deposits a cinder which will keep hot for a long time. No doubt Stratton's foresight in planting these intensive and beautiful groves will produce only cords of wood, but cords of money, if cut down and sold now, at the age only four years, the young forests would bring many thousands of dollars. Moreover, the successful experiment will be of great importance to the people living in early timbered districts, as it has demonstrated that an abundance of valuable wood can be produced from the seed within five years, while a period of nine months.

Proceedings in bankruptcy were instituted against A. and W. Sprague, manufacturing company, by the National Bank of Commerce. The announcement caused great excitement. Stockholders of the bank representing 12,000 shares urged the Directors to withdraw the suit, but so far they have been unsuccessful. Chaffee, the Trustee of the Company, appeals to the creditors to stop the proceedings, which will throw from twelve to fifteen thousand persons out of employment and cause great injury to creditors themselves. He assures them that the Company, if not interfered with, will be able to discharge every dollar of their obligations.
Speaker Estée was presented by Mr. Tully, of Monterey, in the name of the House, with a handsome and valuable silver service; the Speaker replied feelingly to the speech made by Mr. Tully. Mr. Howe, Speaker pro tem, received also from the House, through the hands of Mr. Amerman, a set of silver. Mr. Howe always popular, polite and jocose, made a happy reply of thanks. Mr. Williams was the recipient of a gold headed cane, at the hands of Mr. Cowdery. One of the most pleasing features of the evening was the presentation by Mr. Swift, in behalf of the House, to Miss Mary Wheeler, the little beauty who has been short-hand reporter for the Union during the session, of a set of gold bracelets properly inscribed. The young Miss was, of course, overwhelmed with confusion, and Mr. Tinnin, the handsome (though married) member from Trinity, spoke for Miss Wheeler, and it is useless to say the remarks were eloquent and appropriate.
NEW LAW REGARDING ASSESSORS.
We call attention to the following from the Assessors act:
Section 1. Whenever the Assessor assesses any live stock, he must demand of a person who gives him a list thereof, a statement under oath showing: first, neither such stock, or any part thereof, will during the year for which such assessment is made, be moved to another county for pasturage, and if such removal to be made; second, the county to which such stock will be taken; and third, the number, kind and value thereof; provided, at should such person, at the time of assessment, not have determined to remove such stock, and afterwards should make such removal, it shall be lawful for him to take the statement to the Assessor of the county from which such stock was removed; in this section provided, through the United States mall.
Section 9. Any person who drives, or uses to be driven, any live stock to other county for pasturage and fails to take the statement provided for in section 8, or who wilfully fails to include in such statement the full number or value stock so sent or driven, shall be liable a penalty of five hundred dollars, to be covered in the District Court of the county to which said stock is sent or given; and such suit must be instituted by the District Attorney of said county, in the name of the People of the State of California, upon the information of any responsible person, and one-half of the penalty recovered must be paid to the person on whose information the suit was instituted.
RAISIN MAKING.
Much has been written about raisin making in California. The difficulty seems to be that our farmers lack the right kind of grape from which to make raisins. This could be at once remedied. Our soil will produce the grape-vine almost spontaneously, and there is no good reason why we should not, in a few years furnish all the East their raisins; and we can do so priation of $1 000,000 to the Centennial Exhibition.

The trades unions of New York have united in an appeal to the labor organizations of the country to insist upon making eight hours a day's labor, and hold mass meetings on May 14th, to express opposition to the contract system of Government buildings.
The voice of New York is most emphatically against further inflation. A memorial was presented in the House of Representatives signed by hundreds of our best merchants, bankers and others — representing a business capital of nearly $500,000,000 — protesting against an increase of irredeemable currency.
The President has received from the Governor of Texas a handsome engrossed copy of resolutions passed by the Legislature of that State, thanking him in the name of the people for his determination not to strike down local self-government as evinced in refusing to furnish troops on the application of the retiring Governor, Davis.
A meeting of Democrats was held at Sacramento on Wednesday night for the purpose of deriving some policy for the future. Resolutions denouncing the Administration, and inviting all to throw themselves into the arms of the Democracy, for the salvation of the country were adopted. The meeting was addressed by several Legislators, but the attendance was not large.

RAISIN MAKING.
Much has been written about raisin making in California. The difficulty seems to be that our farmers lack the right kind of grape from which to make raisins. This should be at once remedied. Our soil will produce the grape-vine almost spontaneously, and there is no good reason why we should not, in a few years furnish all the East their raisins; and we can do so a little timely attention will only be given to planting the right kind of vines or raisins. There is the Heaseo grape, grown extensively in Peru and Chill, from which they make a finely flavored transient, and almost seedless raisin. This strain even there where grown, commands high as twenty-five cents per pound for shipping purposes. It would be an easy matter to send to Peru for cuttings; and the farmer doing this will find himself, in few years, with an article in the shape of raisins, for all cooking purposes, that will take the preference over all others. Try the experiment.
THE OLIVE.
In the lower counties, and wherever the mil-tropical fruits flourish, the olive is a food which should be thought of. Raising olives, as yet, is not carried on to any great extent in this State, although sufficient material has been made to convince all of its practicability. The manufacture of the olives into olive oil, the extraction of which very simple, says the Rural Press, would appear to be the best way of disposing of them. A good article of oil can be made from olives which would not do at all for table use. And it is true that California olives, so far as we have had experience, do not equal those grown on the borders of the Mediterranean in delicacy and richness of flavor. But, with proper treatment, the small and inferior olives might all be still cultivated.
A meeting of Demoorats was held at Sacramento on Wednesday night for the purpose of derising some policy for the future. Resolutions denouncing the Administration, and inviting all to throw themselves into the arms of the Democracy, for the salvation of the country were adopted. The meeting was addressed by several Legislators, but the attendance was not large.
A dispatch from Philadelphia says that on last Thursday the first saloon keeper was convicted of a violation of the Sunday law. A woman testified to having obtained liquor from him, ostensibly for her sick mother, but really in order to obtain grounds for an indictment against the vendor, thus preventing him from selling liquor to her husband.
A London telegram of the 16th ultimo says: The new committee of the French National Assembly have reported a bill prolonging to the end of the year the powers of the present municipal council. This is tantamount to a government defeat. Some of the members regard the bill as an encroachment upon the rights of electors.
The contract for carrying the mails from Cloverdale to Arcata, therefore awarded to S. W. Hassett, and contested by W. A. Force, who bid the same amount, has been given to Force, on the ground that his present sub-contractor has the road stocked. Luttrel filed papers for each party but took no action in favor of either of them. The Taggart-Goddard mail contest is still under consideration. Goddard turns out to be a resident of Vermont, but gave Yreka as his post office address because he intended to remove there.
