SATURDAY, FEBRUARY 7, 1874.
Sec. 12. The owners of artesian wells in Los Angeles County, when the water therefrom is not used for irrigation, are hereby required to diminish the flow of the same by coping (capping?) the wells or otherwise, only permitting a flow of water sufficient for domestic purposes, and for watering stock. If, when notified by the County Superintendent to check and regulate the flow from any wells, as contemplated by this Act, any well owner, or his lessee, agent, or representative, having charge of the same, shall refuse or neglect to do so, the County Superintendent shall direct the District Attorney to bring suit against such person or persons, and when convicted, they shall pay a fine of fifty dollars ($50) for each offense.
Sec. 13. The cutting or wilful damage of ditches or other irrigation works, or the unauthorized taking of water from any ditch, dam, or reservoir, holding or charging water for irrigation purposes, or the drainage of cesspools or other filth into any irrigating ditch, is hereby declared a felony, punishable by a fine of not less than fifty nor more than one thousand dollars, or by imprisonment in the County Jail not less than five nor more than thirty days, or by both fine and imprisonment, at the discretion of the Court.
Sec. 14. Nothing contained in this Act shall be construed as applying to the City of Los Angeles, or to the waters of the Los Angeles River, which are hereby specially exempted from its operation.
Sec. 15. All Acts and parts of Acts inconsistent with the provisions of this Act are hereby repealed, so far as relates to the County of Los Angeles.

The HERALD is an unbought advocate of every interest pertaining to Southern California, and Arizona, and a zealous worker in all things that shall tend to benefit the State. In a word, it is in close communion with the People. In its columns, from time to time, are found matters of interest to the California Farmer, Mechanic Merchant, Laborer, and all classes of producers; and it will also contain reading matter suited to the Home Circle.
The HERALD will advocate State Rights and oppose Centralization; it will encourage White and oppose Collie Immigration. It will favor Free Trade and oppose Protective Tariff. It will advocate a Greenback Currency for California, land oppose the present dwelling and deadening policy which upholds the present ruinous rates of interest and shuts out Eastern capital. It will advocate the People and oppose Monopolies, no matter what guide they may assume.
The HERALD will oppose thieving and prelation. No man rightly owns a debt until he earns it. Every dollar which is taken from the public treasury or private purse without a just return is robbery, and he who takes this money is a thief. Believing his, the HERALD will oppose salary steals, custom stalks, land steals, railroad steals and every kind of Steals.
Each day, the fullest Foreign and Domestic Telegrams will be published. The aim will be to supply in this part of the State, the demand here-fire filled by San Francisco dailies. No trouble on expense will be spared to make the HERALD, in this respect equal to any newspaper on the coast. It will also contain a full Review of the Local and Foreign Markets, and the Trades generally, in neatly and carefully compiled.
