CHIEF JUSTICE MIKEAN of Utah has come out with flying errors from the attack made upon his character by the Salt Lake Herald. The Grand Jury, to whom he submitted the duty of examining into the allegations against him report that "the evidence adduced before the Grand Jury on this special matter was uniformly a vindication of the honesty, integrity and impartiality of the Chief Justice of Utah." INSPECTOR FIELD, formerly of the London Detective police, died a few days ago. Those of us, who revere the memory of Dickens for the many pleasant hours, passed under the influence of his magic pen, doubtless have not forgotten the interest with which, side by side with Inspector Bucket, we followed the slender thread which led back to the mysterious youth of the unhappy mistress of "Bleak House." Inspector Bucket was no ideal character; he was Inspector Field. OUR attention has been called by the agent of the Anaheim Lighter Company to the unvarying spirit of accommodation exhibited by the commander of the steamship, Ventura. And not from this source alone, but from every shipping point along the Southern Coast, do we hear words of like import; whilst the traveling public, whose good fortune has led them to his vessel, are enthusiastic in their commendation of the uniform courtesy and urbanity of manner, which exceptionally characterizes the gentleman to whom we refer—Captain Mark Harloe. WHAT'S IN A NAME? Not a great deal it is true; but if the subject of the WHERE LIES THE FAULT. At a special meeting held during Wednesday of last week, the Board of Deputies ordered the County Court to advertise its official paper for sealed proposals to build sandy bridges in the county. Up to Wednesday of the present week, three days after the order was made, that advertisement had not made its appearance. To whom must this negligence be attributed? We have been asked about the action of the Board by several persons, whose intention was to have put in building proposals; but owing to the absence of such advertisement, and the extreme vagueness of the local reports of the proceedings of the Board, we have been compelled to acknowledge our inability to give the required information. Another source of annoyance to the residents of this end of the county arises from the incompleteness of the local reports of the proceedings of the Board of Supervisors. Let us particularize. In Tuesday's Herald we read that "the report of the Finance Committee was received, and bills allowed, ordered paid." That is just what we, at this end of the county, wish to know; what bills were allowed? Several accounts from this section came before the Finance Committee, and the owners of the claims feel some small amount of interest regarding the disposition which was made of them. The Los Angeles Herald has been awarded the county printing, and is, therefore, at the present time recognized as the official paper of the County. It was the intention of the Board of Supervisors—at least such was the impression we received from our representative on the Board during a conversation with him on the subject—that its official Journal should make a full and comprehensive report of each meeting, although no expressed stipulation was made to that effect. Some time ago we read of an appropriation, which had been made for the surveys of public lands in the State of California. The year has nearly passed, and still we have not learned that this money, sufficient to subdivide ninety full townships of land, has been applied to its legitimate purposes. At any rate we are positive that the public lands of Los Angeles County, comprising almost all the timbered lands in this section, have been entirely overlooked. This is seemingly an injustice, and we are confident the matter could and would be rectified, if it was properly ventilated by the Press of this end of the State. The lessons of the past teach us that such magical transformations, as have been exhibited in the elections of the present week, are not the result of radical changes in the political principles of the people, but are rather a practical condemnation of those men through whose false enunciation of principle the popular party has been brought into disrepute. The California gubernatorial election of 1867 resulted, not in a victory for the Democracy, but in a signal defeat to Geo. C. Gorham. Thus it is in the present instances; the people of the Northern States have not admitted the error of principles, in support of which they had sacrificed life and treasure; but they have asserted in most unmistakable terms that the Los Angeles Herald has been awarded the county printing, and is, therefore, at the present time recognized as the official paper of the County. It was the intention of the Board of Supervisors—at least such was the impression we received from our representative on the Board during a conversation with him on the subject—that its official Journal should make a full and comprehensive report of each meeting, although no expressed stipulation was made to that effect. With this view of the case, and in view of the fact that the other dailies of Los Angeles have no business connection with the county, we are forced to attribute the blame to the Los Angeles Herald. However we incline to the belief that the omission has arisen more from an oversight, than from any actual indifference; and we trust, therefore, that the annoyance, of which we complain, will be remedied in the future. ARTESIAN WELLS FOR IRRIGATING. We alluded some weeks ago to the artesian well, bored by Mr. Alex Henry, and also to the fact that to obtain sufficient water for irrigating purposes he had constructed a reservoir, wherein the contents of the well could be discharged and preserved when not in actual use. This reservoir is one hundred feet square and four feet deep, and will hold nearly three hundred thousand gallons of water. We learn from Mr. Henry that his well will fill the reservoir in a little less time than fourteen hours; or in other words that by directing the flow of water into the reservoir each afternoon at 4 o'clock, he can commence irrigating operations at 6 o'clock every morning in the year, with a supply of 300,000 gallons of water. This volume of water, if rushed upon the land, as can be done by means of the reservoir system, will cover six acres of land to a height of two inches. Remembering the fact that, during ten hours, of the day between six o'clock in the morning, when work is commenced, and four o'clock in the afternoon, when we have assumed the reservoir to be empty, there will enter 200,000 additional gallons of water, it is easily seen that a well and reservoir, of the same capacity as that of Mr. Henry, will thoroughly irrigate ten acres of land per diem, or in eight days eighty acres, the quantity of land, which can be cultivated by one man. And this fact is more clearly demonstrated when we see that even a pure and worthy man, like Governor Dix of New York, is not spared when caught in bad company. The returns from the elections of Monday and Tuesday, although still rather indefinite, indicate decided changes in almost every State. In Louisiana the Conservative party has carried the State. As there was no election for Governor however, Kellogg will probably hold on to his ill-gotten position, despite the popular condemnation of his adherents. Delaware, New Jersey, New York, and Massachusetts elect Democratic Governors, whilst Alabama, Tennessee, Kentucky, Texas, Georgia and Maryland, in addition to the states above named, elect a large majority of Democratic candidates. Besides this we hear that "Gagliar" Palmer has been defeated in Vermont, and that Bent Butler has again been "bottled up" and laid upon the staff. Illinois, Michigan, Minnesota and Wisconsin are conceded to have gone Republican, and in Missouri the contest is so close that it is yet impossible to form owen a conjuncture of the result. Nevada has re-elected Gov. Bradley, and sends to Congress little the Democratic candidate as the same time eliminating the Sharon legislative district. In Pennsylvania the Republican claims the State by 500 votes, although the Democracy has gained control of government. AN INQUIRY. Much dissatisfaction is felt by the wine-shippers, not only Anaheim but of the whole county as well, at what they consider an unjust discrimination against them, made by our steamship lines. Grain is carried to San Francisco at $2.50 per ton, while the rate of freight on wine is 21 cents per gallon, equivalent to $4.50 per ton of wine, estimating each gallon to weigh ten pounds. What causes this difference in the cost of transportation? A ton of wine is handled with greater ease and less labor than the same weight of grain; it is less liable to damage in transit; for the sole way to injure wine its pipes is to stave in the head; and it can be stained away in any portion of a ship. Undoubtedly the difference in freight rates bears some appearance of discrimination; and we mention the subject in order that the matter may be properly explained. If there is an explanation, or else that the freight tariff may be amended as to bear equally upon all... AROUND THE COUNTY. Arrangements are being made for taking out pre from the Winston silver mine in San Gabriel Canyon. A bill mit has been commenced against the Los Angeles Herald by the Los Angeles Water Company for $25,000. The District Council of the Palms of Hindsdry will meet at Compton on Tuesday. W. H. J. Brooks has been elected President, Alfred James Vice-President and J. R. Brierly Secretary of the Real Estate Association of Los Angeles. V. Wolfenstein has returned from his European tour, and will soon resume charge of his photograph gallery in Los Angeles. Dr. Wins of Los Angeles has performed a successful operation upon Adolph Lebas for hypertrophy of the tongue. Nelson Williamson of Gallatin was thrown from his wagon a few days ago on First street Los Angeles, receiving several serious injuries. The plat of Township 1 North, Range 7 West is on file in the United States Land Office at Los Angeles, and the land therein is subject to homestead or pre-emption entry. The San Francisco trotter Vaughn is offered for raffle in Los Angeles. There will be 800 tickets sold at $3'00 each, and the raffle will come off on the 20th of this month. The Co-operative store at Los Angeles is doing a rushing business and all on a cash basis. Humor whispers that the real secret of this great success is because J. H. Seymour is at the head of its management. Two trotting matches have been arranged to come off between the horses "Vaughn" and "The Moor;" the first to take place on Saturday, November 21st, and the second on the Saturday following. He, who has no watch, takes no note of time, but from its loss. And in order to improve this inconvenient method of marking its flight, Norrlinger of Commercial Street, Los Angeles, has just received over $6,000 worth of watches, ranging in value from $500 to $40. They are all intended as Christmas presents for his friends, but of course he will expect a present in return. A dispatch from Hong Kong states that the bail advice from Peking and Yelp are of a public nature. The general belief is that war will be avoided. The Japanese Government has intimated that Chinese residents in Japan will not be affected if war is declared. The trial of Kullman for the attempted assassination of Hammack was concluded last week. The Judge, in summing up the testimony as to the mental condition of the prisoner, said he was only partially accountable for his acts at the time of the attempted assassination. Kullman was found guilty as charged in the indictment, and was sentenced to imprisonment for fourteen years—in the House of Correction ten years, the suspension of his civil rights, and police surveillance for life. The Episcopal General Convention adjourned nine die last Tuesday. The Swiss village of Prest has been almost totally destroyed by fire. Extensive forest fires are raging along the Pan-handle railroad in the vicinity of Columbus, Ohio. In his late victorious contest with the Eastern flyer, Fullerton, Occident made the second mile in 2:18. The new army bill, prepared by the French Government, provides for a total force of 930,000 men. The Governor of Syria, Asiatic Turkey, has suppressed all the Protestant schools in that country. The Young Men's Christian Association of San Francisco has invited Henry Ward Beecher to California to deliver a course of lectures. During October 418 vessels arrived at the port of San Francisco, being the greatest number in one month for many years. The San Bernardino Guardian has changed hands, and will hereafter be published and edited by Arthur Kearney. The Episcopal Convention has appointed Rev. Jno. D. H. Wingfield of Virginia, Missionary Bishop for Nevada and California. Great preparations are being made for the installation of the Prince of Wales as Grand Master of the F. & A. M. of Great Britain. An insurrection against the Government of President Guzman Blanco of Venezuela has broken out in the Venezuelan provinces of Barcelona and Coroce. The Governor of the State has been asked for aid in preserving the peace. The High Church and Ritualists in the Episcopal Church, who have recently suffered defeat in the Episcopal Convention in New York City, have arranged to establish a High Church organ. The Bakersfield Courier regards it as certain that work will shortly be commenced by the Southern Pacific Company in the 8,000 feet tunnel through the mountain side of San Fernando. It will take over a year to complete the tunnel. On Saturday Judge Ramage of the District Court in Sacramento rendered judgment in the tax cases of the city against the banks. The judgment is in favor of the city, and requires the various banks to hand over nearly $200,000 for taxes due on solvent debts and deposits. The banks will appeal to the Supreme Court. The latest advice from Buenos Aires state that a battle was fought last week near the mouth of the Salado river. The government troops under Campus still hold a position there and claim a victory. Mitre, retreating with the rebel force, was joined by more rebels, and has returned to the scene of the conflict. A battle was considered imminent. Chancellor McCrom, a Republican, whose division embraces nearly one-third of Alabama, deletes the story of outrages being committed in that State. He says there is not a county in East Alabama in which any man, Democrat, Conservative, Republican or Radical, may not publicly declare his sentiments with us little fear of molestation as in any State in all the broad Union.
