THE WATER QUESTION.
The farmers and vineyardists in Anaheim and its vicinity are experiencing at the present time the many inconveniences which naturally arise from the imperfect means used to conduct the water of the Santa Ana river from its channel over their cultivated lands. There is in the river, water sufficient to supply the wants of all, but owing to the waste, caused by the sinkage in the sand, a very scant supply can be utilized for irrigating purposes. The matter has been, from time to time brought prominently to the attention of the public, ever since immigration to this valley first commenced. Much talk and many words have been expended in discussing the most feasible method of saving and making use of all the water, but up to the present time no decisive action has been taken in order to remedy the evil. All agree that the different interests, at present existing amongst the agriculturists, living on this side of the river, must be united, all agree that, to do this, one large canal must eventually be built, from which smaller ditches can distribute in the proper proportions, the water to which each one is entitled, but, like the rats in the old fable, although the remedy undeniably presents itself, no one has yet mustered it in the limited space of a new article. making use of all the water, but up to the present time no decisive action has been taken in order to remedy the evil. Our attention has been attracted to this question of the water supply by learning that the officers of the Anaheim Water Company were in Los Angeles in the early part of the week for the purpose of consulting with counsel in regard to the protection of their water rights, which were or might possibly be, intrigued upon by a rival company. We are not informed of the result of their visit. We see, however, in the local columns, that a called meeting of the stockholders will be held this afternoon at the Planters' Hotel and suppose that the subject will be thoroughly discussed, probably with a view to inaugurate active measures to protect the interests of the community. In our professional capacity, as an engineer, we would present two suggestions to the notice of the two water companies: the one, a method of temporarily increasing the supply of water, but which should be considered only in case it is deemed inexpedient or premature to commence operations upon a more extensive and permanent scale; the other, the only plan which will result in a permanent improvement of our irrigating facilities, and the adoption of which is, in our opinion, but a question of time.
A temporary increase of water could be obtained by uniting with the Chapman ditch company in enlarging their ditch from its head to a point at or above the head of their tunnel dividing the water at that point, and constructing a flume one thousand feet in length, across the Santa Ana river, and conduct our portion of the water through it into the present Anaheim ditch. This suggestion should not be considered however, unless it is determined that a large canal, starting from Bedrock canyon, could not be constructed at the present time. This canal project has been so often a matter of discussion, that the route to be to be followed, and the proposed size of the canal, are well known to every one who feels an interest in water. It would cost, for first construction, about $40,000. We would suggest that members of the Anaheim Water Company make use of all the water, but up to the present time no decisive action has been taken in order to remedy the evil. All agree that the different interests at present existing amongst the agriculturists, living on this side of the river, must be united, all agree that, to do this, one large canal must eventually be built, from which smaller ditches can distribute in the proper proportions, the water to which each one is entitled, but, like the rats in the old fable, although the remedy undeniably presents itself, no one has yet mustered courage to "bell the cat."
Our attention has been attracted to this question of the water supply by learning that the officers of the Anaheim Water Company were in Los Angeles in the early part of the week for the purpose of consulting with counsel in regard to the protection of their water rights, which were or might possibly be, intrigued upon by a rival company. We are not informed of the result of their visit. We see, however, in the local columns, that a called meeting of the stockholders will be held this afternoon at the Planters' Hotel and suppose that the subject will be thoroughly discussed, probably with a view to inaugurate active measures to protect the interests of the community. In our professional capacity, as an engineer, we would present two suggestions to the notice of the two water companies: the one, a method of temporarily increasing the supply of water, but which should be considered only in case it is deemed inexpedient or premature to commence operations upon a more extensive and permanent scale; the other, the only plan which will result in a permanent improvement of our irrigating facilities, and the adoption of which is, in our opinion, but a question of time.
A temporary increase of water could be obtained by uniting with the Chapman ditch company in enlarging their ditch from its head to a point at or above the head of their tunnel dividing the water at that point and constructing a flume one thousand feet in length across the Santa Ana river and conduct our portion of the water through it into the present Anaheim ditch. We would suggest that the members of the Anaheim Water Company, in their individual capacities, take hold of the project, and organize a joint-stock company for the purpose of constructing this canal. Let the capital stock be $40,000, divided into four hundred shares, of $100 each. Take as much stock as possible in town and invite the farmers of the vicinity, and the Land Company to subscribe for the balance. In this manner the money could be readily raised, and without personal inconvenience to any individual.
There are, now sold to and occupied by farmers, twenty thousand acres of land lying between the Coyote creek and the Santa Ana river, and between the foothills of La Habra, and the Westminster settlement. The occupants of this land want water to make their farms productive, and would consider one dollar per acre, paid for this water as not only a reasonable but an extremely cheap price. Ten thousands and acres of land, or one-half the amount actually settled upon, placed under irrigation, would give the company a gross income of as many dollars; deducting from this amount, for necessary expenses in operating and keeping in repair the ditch, three thousand dollars there would remain a nett earning of seven thousand dollars or nearly eighteen percent of the capital stock. This is from the sale of irrigating water alone; the benefits, pecuniary or otherwise, which would be derived by the attendant creation of the largest waterpower in Southern California, are too many and too varied, to be even casually men-

In this part of the county their adjourning without making notice is looked upon by both Democratic Republicans, as a master stroke. There is however, a great difference as to which of the regular nominees ought to be put 'Taxpayers' ticket. The contest office of Treasurer is one that exerts most controversy. The candidate office—Messrs. Rowan and Tucker have many warm friends and respective qualifications are the considerable acrimonious discussions the general sentiment appears to the name of Mr. Rowan should be 'Taxpayers' ticket, as he is an efficient conodating gentleman, and has surfeit of this world's goods, whileponent is a gentle-man, whom thereto perquisites of the Treasurers not affect.
The Star of yesterday intimates committee of seven appointed by publican Convention have been called by certain shrewd political schemers: "These manipulators are betting that they will control the nation of Treasurer, and they also rejoice they can control Mr. Olden throe Francisco parties; or in other words declare that, if Mr. OLDEN dem Mr. Rowan they will create a vantage position he now holds as agent Stearns' Ranchos. This report like a thunderbolt, but it is an operation on the streets."
This, of course, is all boath. Mr. is not the man to be dictated to one, not even the almighty La whose agent he is. There is no doubt he will be guided in his conduct in the wishes of the majority of those who have selected him as their representative, even if their wishes show variances with those of the Land Company which in this particular instance not.

San Francisco, July 17.—The great baby show opened to-day, at Pacific Hall, promises to be a success. About fifty fond mothers put in an appearance with their assorted angels before 11 A.M., and their numbers are constantly increasing. Thus far, however, the selection of infants is not remarkable. All are gotten up regardless of expense. The dressing room where the youngsters get their final touches in dress and ornaments, is an interesting place. The mothers generally look envious. Some of the children are inclined to be combative. The hall is handsomely decorated, and a band of music is in attendance. On Saturday, the prizes for the loudest criers and the sweetest smilers will be awarded. Those babies who can cry and won't be pinched and pricked with pins by their mothers or nurses until they scream; which Modoc performance is expected to bring down the house. That part of the show might well be dispensed with. There are already babies with bandy legs and scald heads on exhibition. What prizes they are after has not been announced. San
