Southern Californian O KNOX, EDITOR. SATURDAY ... DEC. 12, 1873 ALUTATORY. Since the completion of the Transcontinental Railway and more particularly during the past two years the attention of the Atlantic States has been gradually attracted to the Southern portion of California. The equable temperature of its climate, the fertility of its soil, its semi-tropical fruits, and its general superiority, as a place of residence, over other portions of the continent have been described time and again by the correspondents of the newspapers of the East. Their favorable reports have induced the wealthy classes of the States to visit us and examine for themselves. Steamer after steamer leaves San Francisco crowded with invalids and excursionists, with capitalists looking for profitable investments and heads of families seeking pleasant homes. Santa Barbara, Los Angeles and San Diego can not accommodate their guests, whilst Anaheim favored by nature more than the rest is passed by unnoticed. It is to be the object of the Southern Californian under its present administration to bring Anaheim prominently before the public, to devote its editorial columns solely to an advocacy of the local interests of constant. Learning through yearly reports of the Trustees of the Water Company the great pleasure incurred in keeping up a day which was merely a deep and furrow traversing an almost plain they instinctively opposed measures calculated to increase even temporarily their yearly lay. Knowing these scantiness their supply, they did not care experiment in ditches which might possibly benefit the entire community, but which, in their opinion would damage most seriously the individual prosperity. At the same time it had become with the farmers a question of self-preservation. They also constructed ditches, starting from the same objection point, the result was only to widen the breach already made with slight benefit to themselves. An Act has recently been passed levying a yearly assessment twelve days' work or thirty six hours upon every one napping vapor for irrigating and authorizing election of a Board of Water Commissioners. These Commissioners selected from the three districts which have heretofore been an ignoristic, have suggested the construction of a large ditch carrying water enough to irrigate the entire valley and starting from a point on the Santa Ana Cañon where the er flows over a rock bed. They have examined the route property and report favorably. To carry volume of water passing the acting point would require a box of footwidethickness. and heads of families seeking pleasant homes. Santa Barbara, Los Angeles and San Diego can not accommodate their guests, whilst Anaheim favored by nature more than the rest is passed by unnoticed. It is to be the object of the Southern California under its present administration to bring Anaheim prominently before the public, to devote its editorial columns solely to an advocacy of the local interests of the town and its surrounding country, to advertise far and near the manifold resources of the valleys of the Santa Ana and the San Gabriel, and to show to men of wealth and men of leisure the advantages which will accrue to them by investing their money and making their homes in this particular section of Southern California. To do this it is requisite to eschew politics and to publish, what is termed an independent journal. Should however circumstances arise in the future making it necessary to deviate from the course which we have marked out, men and measures only will be advocated that are friendly to the interests of Anaheim and whose success will conduce to its benefit. Of one thing the citizens of Anaheim may rest assured. Although independent, the Southern California will never be neutral. We will always have an opinion and that opinion will be expressed openly and fearlessly. Our slight experience as an or has taught us that what we have undertaken to perform will be a most arduous task. That we may fail in accomplishing the end in view is within the range of possibility, but once assured of the cordial cooperation of our patrons we will not shrink from the task. Believing as we do, that the citizens of this section will cheerfully give to our enterprise a helping hand we, confident of success, don our editorial harness and once again ask admittance into the ranks of journalism. Geo. C. Knox. THE WATER QUESTION. Since the tide of immigration first turned to the valley of the Santa Ana, the distribution of the water of the river to the different localities has been a source of unceasing annoyance. The first settlers fearing that the supply of water would not be sufficient, have heretofore refused to unite with the more recent arrivals in their attempts to irrigate the whole valley. Ill feeling has been engendered in consequence between the vineyardists and the farmers, and the question has presented so many complications that at one time it was deemed by many impossible to bring about harmonious action in the matter. The original settlers of Anahaim had purchased with their land an exclusive right to take from the river an amount of water sufficient to supply their wants. Starting their ditch a few miles North of the settlement at a point where, during the dry season, the water sinks through the sand, they were annoyed continually by the scanty supply and were compelled from year to year to extend the ditch Northwards towards the entrance on the flow of water. EDITORIAL NOTES, About one year ago an attempt was made by Mr Haynes Superintendent of the Western Union Telegraph Company to raise by subscription money sufficient to construct a telegraph line from Anahaim to San Bernardino. From some cause the matter was dropped. We see by the San Bernardino Guardian that a meeting was held on Tuesday night for the purpose raising a subscription to constrain a line from San Bernardino to Angeles. It is important that this line should be built to this point. We have always competed with Angeles for the San Bernardino trade, and should the branch connect with the main line at Anahaim, our merchants and the Anahaim Lighter Co. would most doubtedly suffer from their suppression. Anahaim is thirty miles north of San Bernardino than Los Angeles and is naturally the outlet of the trade. Our business men shall take this matter in hand and assist San Bernardino in raising an amount requisite. Mr Haynes estimate was $3,350.00. Famesworth, struck on a reef running out from Point San Antonio Lower California. Mr Herrington, 2nd officer, was immediately dispatched in the captain's gig to San Diego. Arrived at San Diego on Monday last, and the Montana, then lying in the harbor, left at once for the scene of disaster. The Montana returned to San Diego on Thursday with passengers and treasure. There were on board about one hundred and fifty passengers, and over $1,500,000 in specie. At last accounts the steamer was resting quietly, though hard and fast upon the ree., and should the wind continue from the North west the cargo can be saved.
