INCENDIARISM. An attempt was made on Wednesday night last to burn Gov. Downey's store building on Los Angeles street. About 11 A.M. Wednesday night Depy. Marshal Lehman found a man trying to break into the Chinese washhouse; the man immediately ran away. About 2 A.M. Thursday morning while on the street, his attention was attracted by a match being lighted at the front of Downey's building, and going up was just in time to see a man, whom Mr. L. thinks was the same he had seen run away. Mr. L. found at the building a pile of combustible material and one of the battens pulled off from the house to allow the flames to catch inside. No damage was done and no trace of the culprit as yet.
PERSONAL.—We have had the pleasure of a call from Judge J.W. North of Riverside, and Hon, B.D. Wilson of Lake Vineyard, Judge N. brings a favorable account of the progress of Riverside.
It is rumored that H. Hamilton, Esq., late of too Star, contemplates starting a new weekly paper at San Bernardino. Mr. H. formerly edited the Guardian, indeed was its founder. News.

HOW TO SEE UNDER WATER:

HOW TO SEE UNDER WATER:
The Indians of North America do this by cutting a hole through the ice, and then covering or hanging a blanket, in such a manner as to darken or exclude the direct rays of the sun, when they are enabled to see under the water and discover fish at any reasonable depth. Let any one who is anxious to prove this place himself under the blankets, and he will be astonished when he beholds with what brilliance everything in the fluid world is lighted up. I once had occasion to examine a mill pond, for which I constructed a float out of an inch plank sufficient to bury me up: through the center of this float I cut a hole, and placed a blanket over it, when I was enabled to clearly discover objects on the bottom and several tools were discovered and picked up. I am satisfied that where water is sufficiently clear this latter plan could be successfully used for searching for lost bodies and articles. I would now suggest that this experiment be tried on the sea; for I am satisfied that with a craft like the Great Eastern, where an observatory could be placed at the bottom; with sufficient darkness by the aid of glasses we could gaze down into the depths of the sea the same as we survey the starry heavens at midnight.

RAILROAD QUESTION.
In complained with your request you my views on the National question discussed by the people of this city will promise by mailing that half the acre in the section of country in are constructed, except to the extent they increase the facilities for transportation at the same time reduce too much. If other it is simply a work of capital, community that gives money to assist, lend every dollar than expended, familiar example of this. In the only moment existing in this County. This town of Los Angeles, and Wilmington state of land between them also the remittances of San Gabriel, at that portion of the County south of Burler river, it is utterly uncommon, and its extension east to San Bernardine, or through the Fernande Valley, would be similar to this part of the County. The Los Angeles of course advances these because they will receive all the loan, unable to see why we should be the benefit of Los Angeles. We have that now, without desiring any people of Los Angeles to us a human aid not forget. The citizens of that town lavish in the expenditure of public projects intended for their benefit, they are steadily and persistently this end, they are careful to do nothing increase the growth of any place that future time becomes a rival—her charmed ends at home. Let us follow her and confine ourselves to enterprises in benefit ourselves. A comparison of the two projected Railroads, will show one of them will tend to increase the of Anaheim and of all that portion of south of the San Gabriel River, and facilities for shipment at Anaheim the other would make us tribary to no control the Los Angeles road, and up Anaheim Landing would be able own prices for freight and higherage more the construction of our own road them to build an opposition road or even of receiving any portion of this portion of the county. Since as ascertained by actual survey from so the Landing is twelve miles; from so the outside anchorage one mile ten miles. The estimated cost of constructing the road, (3 feet guage) cash capital of $40,000 and what be raised by a mortgage on the road,

This is the day appointed for the Railroad convention to be held at Anaheim, Delaware five times of 6:00 here, at Compounce and other places. That a timely interest will be taken in the matter there is no doubt, especially by the friends of the Los Angeles and San Pedro Railroad whose arguments in favor of a railway from the county for building a railroad from Anaheim and other roads already in construction closely that company; will to say the least by very forbable; but our citizens should be on the lookout and not so be galled into, grinding large cobblestones to any company, especially after an election in which all legislative candidates were required to declare themselves opposed to railroad in order to receive the vote of the people. It the people of Anaheim and vicinity agree to veto a subsidy for building a road from Compounce to Anaheim, they will also be expected to modern a subsidy for a road running from the city of Los Angeles over the mountains in the direction of Orange River, and another from the city of Los Angeles towards San Bernardino, all of which roads are in contemplation by the aforementioned company, provided they can get a sufficient amount of county hands, to enable them to build the road without advancing money out of their pockets. It is true that no kind of improvements will enhance the value of real estate more, or is better calculated to develop all of the present or prospective revenues of a county than railroads.
In this enlightened age of progress it should be the duty of all to encourage with money and influence to the extent of their ability, the building of railroads, as quick easy and cheap transportation of freight and passenger* will soon bring thousands of entering citizens among us who will readily purchase the rich lands hereafter untilled, and make for themselves happy, comfortable homes, and increase the wealth of the county at least five dollars for every one dollar juciously expanded in building railroads. Yet it might not be good policy to pile up a debt of a million dollars against the county in order to hurry up the construction of railroads which are sure to be built in a short time without imposing such a barren taxation upon the people. The aforesaid company propose to build one hundred and thirty miles of road and ask a subsidy of five thousand dollars per mile, only eight miles of the road won be south of the San Gabriel River, seventeen miles only would b-nefit the southern portion of this county, which contains nearly one half of the taxable property, consequently the people month of the San Gabriel River would be obliged to pay seven hundred per cent more taxes for railroad purposes in proportion to the number of miles of road than the people in the northern portion of the county.
