ANAHEIM GAZETTE. SATURDAY SEPTEMBER 9 1871 The Water Officers. A report having been circulated that the election of a Water Overseer and Water Commissioners on Wednesday last was unauthorized and void we cite our readers to the laws of the State of California 1851, p. 180: 1860, p. 335; 1861, p. 31 and 1862, p. 235; (Hittell's Gen Laws par. 7278 et seq.) providing for the election of these officers in each of the townships of certain counties of this state, of which Los Angeles is one. The election proclamation issued by the county Clerk, called for the election in each of the townships of this county, of one Overseeer of water and three Water Commissioners. This proclamation we have on file for the inspection of any one wishing to see it. In accordance with its provision tickets were printed with blanks left for voters to fill in and the result in this precinct is shown in our returns. The duties of the Commissioners are defined to be "to examine and direct such water courses as they adjudge ought to be appropriated to public use, and apportion the water thereof among the inhabitants of their district, determine the time of using the same, and upon a petition of a majority of the persons liable to work upon ditches, lay out and construct ditches, as set forth in such petition." The duties of the Overseer" shall be to execute the orders of the Commissioners to attend to and see that the water is used as apportioned by said commissioners to superintend the An Apology. In a card lately published by me at Los Angeles, explaining a paragraph which appeared in my paper commendatory of the Republican candidate for Sheriff, an unjust reflection was made against Mr. Gardner, who was editing and managing during my absence. With all who know Mr Gardner, I can bear testimony to his honor and sincerity, and I regret that my excitement on that occasion led me so far as to say aught reflecting in the least upon him. Very Respectfully, G. W. BARTER Odd Fellows Meeting — A preliminary meeting of Odd Fellows was held last Monday evening to consider the expediency of organizing a lodge. Committees were appointed to confer with the D. D G. M. at Los Angeles and also to provide for a suitable meeting place. Government Aid to the Subject. An excellent system prevails in Russia, if we are rightly informed, for the encouragement of private enterprise in the empire. It is said that the government of that country loans money to its subjects for building purposes in manner somewhat as follows: A owning ground and desiring to build thereon, draws a complete plan with all the minute details and specifications of the proposed edifice. The Mayor and Common Council of all incorporated cities are ex officio constituted the Board of Commissioners with all lands appertaining to their respective cities, and shall have power to regulate the water privileges therein" but of course authority could not in our case be extended over the entire township. Two things are necessary to obtain a loan. The applicant must of course own the land upon which the building is to be placed and he must also provide a suitable foundation for the structure. If the examining officer report favorably, the request is granted and the money advanced. Suppose the amount to be $20,000. On this sum the debtor is for the first three years exempted both from taxes and interest. After that time he pays the customary taxes and for the period of twenty years pays also to the government the amount of six per cent per annum upon the amount borrowed which payment is accepted as a full discharge both of the principal and interest of the debt. This would leave but one per cent per year for interest which seems to us like a ridiculously low sum, but Russia probably makes it pay by adding that much more taxable property to her national wealth. The creditor is probably secured by insurance against loss by fire or other casualty. This seems to realize to a high degree the idea of that fostering and paternal care that the subject should receive from his country and is certainly a wise provision in the code of a people whom we regard as nationally our inferiors. CENTRAL MARKET — Petalta & Co. have succeeded Guadalupe Ruiz in the proprietorship of this market, and keep it constantly supplied with choice meat for the gratification of all who are cared niverously inclined. It is a remarkable fact that one of the candidates for the office of Constable of this Township, who is professedly Democrat. ST. PIC-NIC. — Mr. Tustin has made arrangements for the dedication of his new school house on Saturday 23d inst. by a grand picnic, with dancing, and vocal and instrumental music. A Good Time Coming. — There is to be a picnic and plenty of other fun at Tustin City on Saturday 23d inst. on the occasion of the dedication of the new school house at the place. The exercises will commence with appropriate speaking, alter which lunch, and then dancing. To be followed in the evening by vocal and instrumental music. An organ has been sent for and a good time is expected. Religious services will also be held in the school house on the Sunday following. All are invited to attend PERSONAL. — Ole Borgeon came down by the last steamer to remain awhile among us. CENTRAL MARKET — Pentalta & Co., have succeeded Guadalupe Ruiz in the proprietorship of this market, and keep it constantly supplied with choice meat for the gratification of all who are cared generously inclined. It is a remarkable fact that one of the candidates for the office of Constable of this Township, who is professedly Democratic, but who worked vigorously for Burns all the way through, was elected almost exclusively by Republican influence, the actual count showing that out of the 112 votes, which he received (less than a majority of the whole), no more than twenty or thirty were cast by Democratic voters. FROM THE WAR. — Mr. Rumble has just returned from an extended tour in the lower counties, having ridden some 500 miles on horse back. He has also served as a volunteer under Col. Brown in the late Indian troubles, and come marching home with all the prestige and eclat of a battle-scarred veteran of the Pala war. The Santa Ana Well. — Work has been resumed upon the institution and the borers are going down—down, until they shall strike water or the place where that element is forever quenched. The Banner Democratic Precinct. — Santa Ana is that precinct so far heard from. Thirty-nine votes were cast of which thirty-eight were Democratic. The Star of the 6th inst notes its gratification at the receipt of the first pineapple ever grown in Los Angeles. It was raised in the garden of St. Vincent College. San Francisco Sept. 1st. Floors 5,00 to 7,00 per bbl; Wheat 2,25 to 2,45 per cwt; Rye 1,20 to 2,00; Barley 1,77 to 1,97; Corn 2,37 to 2,50; Bayou beans 2,75 to 3,25; Castor beans 4,00 to 4,50 Potatoes 60c to 1,00; Sweet doz 2,00 to 2,50; Butter 30c to 40c per lb; Eggs 40 to 42½ per doz; Wool best 40 to 44. Meeting of the Fire Company — The regular monthly meeting of the Anabeim Fire Company was held last Monday evening at Enterprise Hall. Nearly 40 members are now enrolled. Concert — We have the pleasure to refer our readers to the announcement of the concert to be given this evening by Don Miguel S Arevalo, assisted by the talented artists, Mr. and Mrs Van Gulpen and H. Fisher, all favorites of our music loving public. Fire — Our new fire bell rang out its first alarm on Monday morning last Fire caught in the kitchen of Mr. T. E Schmidt’s residence on Center street, but was fortunately extinguished before it gained any headway. The roof and ceiling suffered most and are probably damaged to the extent of fifty dollars. A Fall — A little daughter of Dr. Higgins lately fell into the cellar which has been excavated for Kroeger’s hotel. A depth of six feet, but fortunately escaped without injury.
