RULES OF THIS OFFICE
All Communications, Marriages, the Deaths and Advertisements should be sent to the office on or before Thursday morning. In order to insure their publication on the following Saturday morning.
Classified.
The advertisements in this number, it will be observed, are classified under appropriate headings, thus making it easy to refer to any particular branch of business.
Apology.
We are under necessity of apologizing to our readers this week, for the scant amount of reading matter presented them. The fact is, we have had a "rush" of advertisements, and, after crowding every way, have been compelled to leave out a column and a half of them, or else publish no reading matter at all. As advertisements pay better than reading matter, we don't like to leave them out, but have been compelled to, in this case. If the "rush" continues, our only alternative will be to enlarge the Gazette.
Anaheim Township.
A petition, intended to be sent to the Board of Supervisors, is being extensively signed here, with a view of having the boundary lines of Anaheim Township more clearly defined. We believe, however, that up to the present date, the Board of Supervisors have dignified us only as an imaginary, vague, and indefinite locality, under the name of "precinct." We hope that the fossilized old reprobates, composing theence with the King of conference lasted three hours.

The Drawing.—The drawing of one Mercantile Library Gift Concert is over, and so far as heard from no one in Anaheim has drawn a prize. The hundred thousand dollar prize was won by Theodore LaVane, a rich old merchant of New York City, on ticket 154,077. San Francisco got drunk on the day of the drawing.
Excitation.—By private information received from Los Angeles, we learn that the Bank of California at San Francisco has been robbed of a large amount, and that the robbers are supposed to be on the steamer bound for Panama, now sailing off our neighborhood. The owners of the Coast Line steamers have ordered the Orizaba, which has just left Anaheim Landing, to put to sea and intercept the Panama steamer. There is great excitement in San Francisco.
"Hash" for San Diego.—By reference to our list of exports from Anaheim Landing, it will be observed that the principal shipments to San Diego are breadstuffs. So it seems, at last, that the day has come when Anaheim feeds San Diego.
Champagne.—A dispatch published in the Star of yesterday, says:
The demand for California champagne has doubled within the last sixty days, though prices have not advanced. Landsberger & Co., sold over one thousand dozen last month to retailers, and have orders in advance for this months product.

CHAMPAGNE.—A dispatch published in the Star of yesterday, says:

DELAYED — A private letter received from A. Langenberger, Esq., now in Europe, states that he will not return before next May, he being detained to settle the estate of his father lately deceased.
BROKE JAIL.—During the week, three prisoners confined in the City Calaboose, got free from their manacles, broke down the door, and fled during the night.
Latest War News.
The following royal order has been promulgated by King William:
Soldiers—When, three months since, we took the field, I said God would be with our just cause. That this has been fully realized, witness Woerth, Saarbrücken, Motz, Sodan, Beaumont, Strasbourg, each a victory for our arms. To you belong the credit and glory. With Motz, the last army of the enemy is destroyed. I take this opportunity of thanking you all from General to Soldier. Whatever the future, I look to it calmly, because I know that with such soldiers victory cannot fail. WILLIAM.
A dispatch of November 3, says:
Metz is entirely occupied by the Prussians. The conduct of the inhabitants towards the soldiers is good. Not more than ten persons are allowed to assemble together in the streets. Private property will be respected by the Prussians. It is reported that provisions enough were found to last the garrison six months.
Advices from Paris are to the 29th. Three hundred breech-loading cannon have been constructed, and presented to the Government by private citizens.
Theirs has been admitted to an audi-
with the King of Prussia. The conference lasted three hours.
The second Prussian army corps resumes at metz, and before Tbionville.
The written acceptance of the Spanish crown has been received from the state of Aosta to-day.
The Germans will open the bombardment of Paris with 250 siege guns.
Zazaine's order of the day, announces the capitulation of Metz is published.
Justifies the act, and exhorts the troops to submission.
Marshal Vaillant has been expelled France.
Telegram from Brussels states that earlier is waiting at Cassel, to bring versailles the result of the conferral now being held at Wilhelmshohe, Seen Eugenie, the Emperor and Bavaria.
Correspondent at Versailles says the start of winter is commencing to show in the army.
The reported attempt to kill King Ham is contradicted.

Section 6. It shall be the duty of the Tax Collector to collect all tax accounts placed in his hands for collection, to keep in suitable books separate and accurate accounts of all money and other evidences of payment of taxes by him so received, with the particulars of date, name of person, kind of taxes paid or each receipt by him given to pay over to the Treasurer, on Saturday week, the amount of all taxes by him collected, with an accompanying statement proper out at each regular meeting of the Board, the whole amount of taxes collected.

AN ORDINANCE.
Concerning Direct Taxation and the Distribution of Monies.
The Mayor and Common Council of the City of Anaheim do ordinance as follows:
Section 1. The fiscal year of the City shall commence on the first day of May and end on the 12th day of April of each year.
When making an assessment of property, for purpose of taxation within the City it shall be duty of the Assessor, or his deputy, to administer to each taxable inhabitant, the following oath:

being daily sworn, deeds and states that the annexed is a true and direct list and schedule of all real estate with improvements thereon, and all the personal property subject to taxation in this City, which he himself or he and the firm of which he is a member, owns, or has possession of, and of all the property any corporation, association or company which he is President, Secretary, Cashier, Treasurer or Magazing Agent, has charge, possession, or control of, and of which he has charge or control within the City after said.

Deputy. And when so administered, the same will be noted with the Assessment.
Section 2. The Assessor shall have the power of pointing a Deputy to aid in his official duties, whose conduct he shall be responsible.
Section 3. The Assessor shall between the 1st day of June, and the 31st day of October, of each year, make an examination and assessment in compliance with law of all real and personal property.
THE MARSHAL may, by himself or his deputy accompany the Assessor while making his list throughout the City, and shall have power in discretion to demand all and any taxes upon personal property due the City from any person liable to taxation, who shall not be the owners of any real estate in the City as soon as the Assessor shall list such tax payers or as soon thereafter as practicable; and he shall have the same power to enforce such tax on personal property as is given to the Sheriff, under an Act entitled an Act to provide Revenue for the Government of this State May 17th 1861, and the amendments thereto.
Section 8. The City Marshal or Tax Collector shall file a statement of said delinquent taxes verified by himself or deputy, and shall proceed to make out, and file with the Clerk of the Common Council, a list of all persons and property then owing taxes, verified by the oath of himself or deputy; and to enable the Marshal or Tax Collector to make out such delinquent list no taxes shall be received by him on the assessment roll after the entry provided for in this section. There shall be added to all taxes remaining delinquent and unpaid on the 12th day of January, of each year, five per cent., which shall be collected and paid into the City Treasury, in the same manner as other delinquent taxes hereinafter provided for.
Section 9. The Clerk of the Common Council shall within three days after the receipt by him of the delinquent tax list, deliver the same to the City Attorney, duly certified to by him, and shall at the same time post or close to be posted in three public and conspicuous places in said City written or printed notices that said delinquent tax list has been deposited with the City Attorney; and if the delinquent taxes therein specified are not paid to the City Treasurer within twenty (20) days from posting such notices, action will be commenced by said City Attorney for the collection of said taxes and costs.
Section 10. The City Attorney is hereby authorized and directed immediately after the expiration of the time specified in section 9. Of this ordinance, to commence action in the name of the Mayor and Common Council of the City of Anaheim against the persons so delinquent, and against the real estate and improvements so delinquent, or against the owner or owners, or claimants thereof, whether known or unknown, said spite to be brought under the provisions of the Revenue Act of the State of California governing the collection of delinquent taxes in the County of Los Angeles, and upon all sums so collected by him, in addition to the five per cent., already added, and costs. The compensation of the City Attorney shall be the same fees now allowed by law to the District Attorney of Los Angeles County, for similar services; provided that at any time before the expiration of the twenty "days" mentioned in section 9 of this ordinance any delinquent tax may upon a certificate from the Clerk of the Common Council giving a description of the property and the taxes due thereon; pay to the City Treasurer the taxes assessed against said delinquent, with five "per cent." additional thereon, taking from the Treasurer duplicate receipts herefor one of which shall be filed with the City Attorney.
Section 11. A statement of all taxes being unpaid shall be returned to the Common Council on the 20th day of February of each year, by the

Section 3. The Assessor shall between the 1st day of June, and the 31st day of October, of each year, make an examination and assessment in community with law, of all real and personal property in the City subject by law to taxation, and shall make out in a suitable book or books a list of such property, describing the same in separate columns, and giving the quantity, metes and pounds, and other necessary description of such real estate, stating separately the value of the ground and improvements thereon, and he shall no make and return in like manner a further assessment or re-assessment of the property of the said City, as the Common Council acting as a board of Equalization shall direct.
The assessee list or assessment roll shall be arranged in a convenient manner for reference, and nearly as practicable in conformity with the law. This State regulating the assessment and collection of revenue for State and County purposes.
Section 4. The said City Assessor shall, on or before the 31st day of October of each year, make it and return the assessment roll so made to the Common Council; the Common Council shall cause said roll to be deposited in the office of the Mayor said City, where it will remain open for the inspection of all persons interested therein, from the last until the 6th day of November, of each year, and it is hereby made the duty of the Clerk of the Common Council to take charge of and safely preserve said assessment roll during said time, and the Clerk of the Common Council shall immediately upon said roll being deposited with the Common Council, give notice by publishing a notice in English, at the City Hall in said City, that said assessment roll has been deposited with the Clerk of the Common Council, for the inspection of those interested.
Section 5. The Common Council shall, upon the 10th day of November of each year, meet at the office of the Mayor of the said City, and act as Board of Equalization, and continue in session from day to day until the business of equalization shall have been disposed of; provided said board not remain in session after the 21st day of November of each year, and the assessment roll shall be completed, fooled up, as provided in said ordinance, and be delivered by the Clerk of the Common Council to the City Marshal, on or before the 30th day of November of each year; and the City Marshal, after first giving ten days' notice, provided, shall remain in his office during the business hours of each day, from the 12th day of December until the 12th day of January, of each year for the purpose of receiving said taxes, after which time the Marshal shall receive no more taxation but upon that day shall make a levy upon all City Attorney shall be the same fees now allowed by law to the District Attorney of Los Angeles County, for similar services; provided that at any time before the expiration of the twenty-day mentioned in section 9 of this ordinance, any delinquent tax-payer may upon a certificate from the Clerk of the Common Council giving a description of the property and the taxes due thereon, pay to the City Treasurer, the taxes assessed against said delinquent, with five per cent. additional thereof, taking from the Treasurer duplicate receipts herefor, one at which shall be filed with the City Attorney.
Section 11. A statement of all taxes remaining unpaid shall be returned to the Common Council on the 20th day of February of each year, by the Attorney, setting forth the causes that have prevented the collection of such taxes also at the same time present to said Council under oath a full and complete account of the amount of collections made by him, the disposition of the same and such other requirements as may be deemed necessary by the Council.
Section 12. There shall be collected a City tax of the sum of sixty (60) cents upon each hundred dollars valuation of real and personal property in the said City of Anaheim for the support of the Municipal government of said City which shall by the City Treasurer divided into the following funds to wit:
Salary Fund—Twenty-five (25) cents.
Cash Fund—Thirty-five (35) cents.
Section 13. All money accruing to said City from the collections of fines and licenses shall be paid into, and become a part of the Cash fund of said City.
Section 14. The taxes levied herein shall be collected in the manner heretofore prescribed by the ordinance of said City for the collection of revenue for the support of the Municipal government of said City.
Section 15. Whenever any order shall be presented to the City Treasurer for payment, and the same is not paid for want of funds, he shall endorse thereon,"not paid for want of funds;"annexing the date of presentation and his signature as Treasurer; and it is further made the duty of the Treasurer to keep a record of such orders and upon the receipt of moneys applicable to their payment to pay the same in the order of their date of presentation and endorsement aforesaid.
Section 16. The City Treasurer shall keep the moneys belonging to the different funds seperate and distinct, and shall not pay out moneys from one fund on orders or demands against another fund. He shall open an account with each and every one of the above funds and appropriations, charging the same with the amounts appropriated and paid into it, and crediting it with the amounts of the orders paid out of the same; and he shall in no case pay out on account of any fund, an amount greater than the appropriation therefor without an ordinance authorizing him thereto.
