Ernest Owston in a detailed report stated that the firm contacted would wash and remove all gum and stains from the sidewalks from Emily to Helena Sts., one block north and south on Los Angeles Sts., and one-half block north and south on all intermediate streets for the cost of $10.50 for a three-month period per store. The Association decided upon the cleanliness program for the protection of community health, general appearance of the City of Anaheim, and the improvement of the interior of retail stores. Block captains of the Downtown Retail division will make contacts to complete the program. “Such cities as Huntington Park,” Owston stated, “have found it necessary to pass a city ordinance to enforce such activity due to law suits as a result of accidents caused by cluttered sidewalks.
