Trade-Industry Group Slate Election Meet The Round Table of Orange County Joint Apprenticeship Committee has scheduled an election of officers dinner at the Revere House in Tustin for Thursday, April 30 at 7:30 p.m., it was announced today by the club's president, James R. Wilson. "The organization is comprised of both representatives of labor and management in the different trade and industries in the area and meets for the purpose of fostering, promoting and furthering apprenticeship opportunities for the young people of Orange County," according to Wilson. Stanley Van Niman, chairman of the arrangements committee, stated that the program speaker will be Rolla R. McFall, area supervisor, State of California Division of Apprenticeship Standards. There no longer is any doubt that we're out of the cycle of recovery from the 1957-58 recession into a new upswing. All previous records for industrial production, personal incomes, retail sales, construction, steel output, etc. are now being smashed. Peaks set as far back as the fall of 1966 are now being topped. This isn't simply "recovery"; this is a surge to new heights. There no longer is any doubt that the economic advance is solid, remarkable widespread. Just about every industry — big and small, basic and minor — is now participating in the climb. The auto industry finally has snapped out of its 1956-59 doldrums, a development of major importance. The spurt in housing assures increased buying of appliances, furniture, all sort of goods that go into new houses. After concentrating a major part of their purchases on softgoods and foods, America's consumers are again starting to favor hardgoods too. This isn't just a spotty, selective rise; it's strong and broad. And there no longer is any doubt that an upswing as pervasive and powerful as this will continue for many more months. Or, as one informed source put it to me in a private talk in Washington last week, "I can't see it ending for at least a year; it seems safe for that." The last giant force determining the direction of our economy — spending by industry on new plants it should continue to the spring of 1960 before peaking out. It well might last longer, of course. "All this being so, what's the difference between this solid, widespread advance and a new boom?" I asked a well-known Washington authority. "How do you distinguish between the two?" "The lack of pressures is the distinguishing feature," he replied after some hesitation. "For instance, while business spending on plants is rising again, it is not soaring at a pace that would bring back shortages of materials and manpower, as in 1955. We still have unused capacity and a distressing high level of unemployment. That's why I don't call it a boom." For many months there has been a perceptible difference of opinion between experts in Wall Street and top men in Washington about the strength of the current advance. Actually, almost since the recession low was hit precisely a year ago, Wall Street has been decidedly more optimistic about the revival than Washington. Now, my recheck of sources in Washington reveals Washington has shifted to the Wall Street view. "What's more, there is increasing confidence that the rise will be prolonged. The statistical evidence to back what I'm writing here is impressive. To mention just a few of the basic indicators: Personal incomes last month jumped over $3 billion to a new peak — more than $3 billion in 30 days! ... Retail sales soared 10 per cent over March 1958, to a level even surpassing last December's record... Builders began SERVICE HONORED — Anaheim man William D. Jackson, 706 Juniper Pl., was recently honored by the Los Angeles Firestone Company for his 25 years of service with a 25-year pin and a check for $100. The presentation was made to Jackson by Leonard K. Firestone, president of the California Co. and son of the founder. Weather Conditions Big Smog Contributor BERKELEY, Calif. (UPI) — Severe smog returned to parts of California during 1958. A publication of the state Public Health Department says that meteorological conditions accounted mainly for the increase in smog last year over 1957. "The experience in 1958 is a reminder that natural forces play an important role in how frequent and how severe our smog episodes will be and that control programs must become effective enough to offset weather conditions..." said the agency. Even if the duration of this general economic advance matches only the average duration of previous advances in our country in the past 100 years, has shifted to the Wall Street view. Then if the upswing continues as expected and a step-up in business spending later this year does cut joblessness to a so-called 'normal' level, you'd call this a new boom?" I asked my informant. One day recently, a policeman spotted a puzzled-looking elderly woman standing at an intersection in Jerusalem while the light flashed red and then green several times without her trying to cross the street.
