The owners are Robert Bossier, pool and patio designer, who has created many exciting and unusual outdoor living rooms for home owners, and James Simpson, who specializes in patio and landscaping. Real Estate Leaders Warm To Urban Renewal NEW YORK, N.Y. — Most real estate leaders, often considered foes of federal urban renewal, are now in favor of federally aided redevelopment as the best hope for city centers. This change in attitude, says a national magazine in its current issue, has come about because far-sighted real estate men realize that no one realtor or even group of realtors can do anything about renewal programs for large slum or blighted civic areas without some federal-state support. Despite vehement resistance to large-scale redevelopment projects from some quarters, there have been during the past two or three years a growing number of significant speeches and statements coming from real estate leaders in various cities in support of major slum clearance and rebuilding programs with federal assistance. Promoting and Speaking "On the more active front," the building magazine says, "there are no less than half a dozen major reality figures in as many major cities, who are promoting and speaking up for urban renewal in all its phases." The interesting fact in this swing to federal aid is that the National Association of Real Estate Boards (NAREB), to which most of these leaders belong, has sometimes appeared as a furtive opponent of redevelopment. From a generally conservative and Republican background, realtors moved — in a way now privately regretted by many leaders — to join with home builders in opposition to all public housing, says the magazine. For its palms, the NAREB earned a lambasting from President Harry Truman, who called it "the real estate lobby." In 1953, NAREB's Los Angeles convention launched an elaborate "Build America Better" program designed to show that rehabilitation (minimum demolition with a voluntary upgrading of usable existing structures) was the best answer to urban renewal. But the mistake made in his restricted-purpose program," the magazine says, "was that rehabilitation cannot be used as a substitute for broader urban renewal in acute situations..." Also needed, the magazine says, is redevelopment — the clean sweep of a blighted area for large-scale building. Although the NAREB, as large and diverse as it is, still includes many ardent supporters of rehabilitation, more and more realtors are no longer opposed to federal aid for local redevelopment programs. And these men, the magazine says, are being met by planners and thinkers who are foresaking their own die-hard companions who espouse only large schemes and full-scale redevelopment. Contrary to general opinion, a much greater number of potential homebuyer and renters — young marrieds, single persons, mobile white collar workers, ex-exurbanites and those who want to live without the worry of year-round maintenance — make up the one and two-bedroom market, whether in built-for-sale houses and apartments or rental units. "And there are almost as many ways to build these units as there are kinds of people who want them," the magazine says. Builders are already meeting the demand in a number of ways. They are busy putting up such built-for-sale units as: small single-family houses scattered through a project of larger houses; single-family houses with easy upkeep materials and built-in safety factors; studio garden houses with private outdoor terraces to combine apartment living with outdoor features. Land Institute Will Hold First Tri-Council Meet The future direction of urban growth and how it may be channeled into realistic patterns for better living will be the theme of a three-day meeting of the Urban Land Institute in Columbus, Ohio, on June 11, 12, 13, 1959, it has been announced by ULI President David D. Bohannon, of San Mateo, California. Member John Galbreath has offered his famous 2,000-acre Darby Dan Farm outside Columbus as the site for the first joint meeting in history of the three ULI Councils - the Industrial Council, the Community Builders' Council, and the Central Business District Council. Miles Colean, Washington, D.C., one of the nation's top consulting economists, will deliver the keynote address and will summarize the thinking of the conference. A practical demonstration of how urban growth affects the central city will be led by Boyd T. Barnard, of Philadelphia, who will reconstruct the findings and recommendations of a panel which recently studied downtown Washington, D.C. Another Urban Land Institute study team, headed by Maurice G. Read, of Berkeley, California, will report on their findings as to how a 2,000 acre tract near Sacramento, California, is being planned as a self-contained satellite city built-for-sale units as: small single-family houses scattered through a project of larger houses; single-family houses with easy upkeep materials and built-in safety factors; studio garden houses with private outdoor terraces to combine apartment living with outdoor features. The magazine reports that thanks to urban renewal drives more and more good land for rental housing will become available to builders in the relatively near future.
