Parking Problem Given Supervisors By Orange County News Service El Toro Marines who park their miles on Central Avenue, outside of the base, are causing headaches in the Board of Supervisors and the California Highway Patrol. About 200 cars, mostly older models, are parked outside the Marine Base gates because these vehicles are not permitted on the base. They are banned because they do not have liability insurance coverage or because their owners have violated traffic rules upon the base. Residents of the area near the Marine Base gates have petitioned county supervisors to eliminate the traffic hazard created by the parked vehicles on Central Aveneue. W. L. Wells, spokesman for the petitioners, told supervisors Tuesday that the parked cars along the highway would almost certainly cause a serious traffic accident. He asked the supervisors to ask the Marine Corps to provide offstreet parking for the servicemen's cars. Supervisor William Phillips replied that it is his understanding that the Marine Corps doesn't feel that this is its responsibility. The Highway Patrol is powerless to do anything unless the cars are parked in the same place for at least a week. The county could create a noparking zone along Central Avenue, but the Marines would simply park their cars outside the noparking zone. Supervisors wrestled with the problem for 20 minutes Tuesday and then turned it over to a committee composed of Sheriff Jim Musick, County Counsel Joel Ogle, and Road Commissioner A. S. Koch. Melrose National Management Plans Conference "Great Issues in Modern Management" will be the theme of the 11th annual Work-Wiser Conference of the National Management Association's Southern California Area Council in Long Beach May 2. Announcement came from President Dick Swanson of the local Kwikset Management Club. Representatives from 40 industrial management clubs from Bakersfield to San Diego will convene at the Lafayette Hotel to participate in a series of day-long group lectures and discussions. The conference will feature two prominent speakers — Harold Sherman, author, philosopher and lecturer, and John H. Furbay, one of America's top interpreters of the air age. Sherman, whose book "TNT - The Power Within You," is widely used as a text by business executives throughout the nation, will key his address before the general assembly to the conference there. Furbay, director of Air World Education for Trans World Airlines, New York City, will speak on "Global Minds for a Global World." Other topics to be discussed include: "The Ethics of Management People," "The Management Man as a Citizen," "Committee Parties," "Are You a Healthy Management Man?" and "Leisure Time for Management People." A special program has been ranged for the wives of the conference delegates, a court spokesman said. The meet will be concluded with a dinner meeting at which NMA Gold Knight Award will be presented to an outstanding management executive in this area.
