Anaheim (Col.) Bulletin—B-7 Thursday, April 16, 1959 Your car and the law from the Department of Motor Vehicles For most California motorists, a silver - white reflectorized sticker with a bit of black type ("California — 1959") attached firmly to the rear plate of the car, means "Renewal" for the year's driving. In the Department of Motor Vehicles, "Renewal" is the year's big mass production job of fee collection, vehicle registration recording, and issuing evidence of a new year's registration to the motoring millions. The majority of renewals are applied for on or before February 4 of each year, under a deadline established in law. The number of applications received to that date by DMV throughout the State in 1959 was 6,912,065. Of these, 3,718,480 were brought into DMV's 130 field offices. Temporary registration stations for punched-card renewals, set up in banks throughout the State, produced another 1,380,401. People who applied early (when they bought cars in December, 1958, or for other reasons) added 341,963 to these. Mail applications that came to Sacramento DMV headquarters number 519,-560. The fees collected through the end of February, 1959, amounted to $172,000,000. Half of this budgeted for highway purposes; State law enforcement activity and emergency safety services of the California Highway Patrol; and for the registration, licensing, driver testing, financial responsibility functions related to accident cases, and identification record-keeping services of the Department of Motor vehicles. And your own daily driving experience tells you that State, city, and county alike have plenty of headache types of problems caused by the current and rising flood of motor vehicles. In California, in fact, there is a rising urgency market for all the services supported by vehicle fees. The key to this is the general demand for increasing the public safety on the highways—and for action against the negligent and unsafe driver or owner. By the end of 1959, the grand total of vehicles registered for operation on California highways will be higher by a good million than the number "renewed" at the start of the year. The additions will be new vehicles, out-of-state vehicles, and seasonal operated cars and trucks. This means the funds, too, will rise, to approach the quarter-of-a-billion mark by the end of 1960. Countians Seek UN For Summit Meeting Warrants to the amount of $583,000 were approved by the City Council last night, with one exception, that being payment to the Anaheim Chamber of Commerce of $2,838.56 asked for services to the city in distribution of factual and statistical material. Councilman Bob Borden suggested Council hold up payment on two items on the Chamber list, questioning whether they oame under the classification of service to the city by dissemination of factual and statistical data. The items in question were $759.20 for Downtown Anaheim signs, and $160 for Anaheim Dollar Day street banners." Councilman Borden said he questioned this as being a service to the city rather than a service to the downtown merchants. Council concurred in this and voted to hold off payment until an inquiry can be conducted.
