Actually, the city has not passed an enabling ordinance change the Police Chief's from on elective position to appointive one!
As a matter of fact, the Charter points out that per can be removed from ele office only by a majority of City Council.
The late Police Chief Hershey was pulled out of office by Thornton, and Allen appointed—but there was no thority, say the attorneys either of the acts by the Manager!
What effect on the Police partment does this knowl have? Is it unknown at the ment. However it is known several criminal attorneys saving the information to in prominent local cases—ing to have charges thrown off court on the technicality Santa Ana's police force is legally constituted and there cannot bring criminal plaints! If this theory is up in court, it could well prove astrous to Santa Ana law forcement.

We prominent Santa Ana at-eys agree—Santa Ana's Po-Chief Edward J. Allen, holds post illegally! It is not Al-fault, but more of a usurp- of authority, according to attorneys, on the part of Santa Ana City Manager Carl Kenton.
The attorneys were asked for motion by Radio KWIZ in San-na.
The spark that touched off the case of the police department Superior Court Judge John Kenton's ruling last month that members of the police de-ment could not be promoted because the City Manager had authority to make such pro-pon, under the present city order. The case raised a ques-then, of whether or not Kenton could appoint a police officer.

Knight Uses Veto on Nine Bills
SACRAMENTO (UP) — Bills pocket vetoed by Gov. Goodwin J. Knight included:
AB731 Fleury: Authorized attorney general to appoint 25 special agents in the Bureau of Criminal Identification.
AB2220 Masterson: Made it public policy to permit all public school employees to organize into associations or unions.
AB2807 D. Doyle: Increased salary of district attorney of Contra Costa County from $12,000 to $13,-500.
SB1913 Sutton: $40,000 to acquire lands for Colusa-Sacramento River State Park.
SB1523 Cobey: Exempts livestock and logging trucks from axle weight limits.
SB1981 Coombs: Provided for a study of need for state college in Napa-Solano County areas.
AB2334-2327 Smith: Sets up California Commission on Drug Addiction and appropriates $20,000 for treatment and care of addicts.
