The definitions are numbered to correspond with the numbers on the diagram. UNCOVER PLOT FOR 'PERFECT ROBBERY' CHICAGO, April 23.-A plot "for the perfect bank robbery" with millions of dollars as the stake, was revealed today by captain of detectives William Schoe-maker. Henry J. Fernkees, 32, midget bandit and killer, who has engineered numerous robberies and is accused of four murders, was preparing to descend on a loop bank when police killed the plan. Schoe-maker said. Fernkees was arrested several days ago while in a library reading a scientific treatise. With Premier Stanley Baldwin presiding, the chancellor of the exchequer outlined the budget proposals which will be made public in parliament next Tuesday. A reduction of at least one shilling to the pound, in the income tax was understood to be under consideration.
