SEVEN KILLED IN COMMUNIST EIGHT
HALE, Germany, Mar. 14—A communist pre-election meeting that developed into a gun battle when police broke it up resulted today in killing of seven persons and wounding of 24. Six injured, four of them policemen, suffered wounds doctors said would doubtless prove fatal. The Communists were meeting in preparation for coming presidential campaign.
Thousands jammed the meeting hall where Ernest Thaelmann communist candidate for president and other speakers delivered inflammatory speeches.
Police had permitted the meeting only on condition that two English and one French communist; and who had been scheduled to make addresses, would not be permitted to speak. The trouble started when one of the English reds started to deliver an oration despite police injunction.
A police officer started to interrupt him but failed. He summoned a squad of policemen. When police entered the hall they were hooted and jeered. One of the reds swung chairs at the officers.
At the height of the rioting shots were fired from the gallery. Police returned the fire, and the disorders became widespread. The outbreak was finally quelled.
Police estimated that 4,000 Communists participated in the outbreak.
Halle is an industrial city, and a hotbed of Communism in Germany. The city often has been the scene of bloody class war. After the revolution the tide of bolshevism here was attemned only by the genius of the leadership of the late Pres. Ebert.

FINE OPPORTUNITY AT SUTTER BASIN

Just as the Nile enriched the lands bordering it in Egypt, so the Sacramento and Feather rivers have for ages brought down salt and deposited it on these lands. To a depth of three to 20 feet, this rich earth extends. On it anything will grow.
The annual overflow prevented vated and much of it grew up to the land from being safely cultured from five to ten feet high and of almost jungle thickness.
Finally a group of men persuaded J. Ogden Armour to underwrite the project, and in 1912 the development of the project started. Some 60 miles of levees were constructed, 182 miles of irrigation canals, 250 miles of deep and frequent drainage canals and ditches, immense irrigating and drainage pumping plants, roads, etc., the improvements costing several millions.
The lands are in Reclamation District No. 1500 and the flood control system is part of that of the government and of the state.
The drainage pumping plant operated by electric motors, has a capacity of 540,000 gallons per minute with over 50 per cent excess capacity for emergencies and a gravity outlet which operates without cost.
One share of stock in the Sutter Mutual Water Co. goes with each acre of land.

"As to maintenance, the situation is even worse. In gasoline taxes and registration fees the thirteen southern counties now are paying 57 per cent of the total maintenance fund of the State. Less than $4 per cent of this fund has been spent on Southern California roads."
"We now hear of a new highway program being advocated in the north for graveling and grading uncompleted trunk lines and county laterals which contemplates a $28,000,000 expenditure of which $1 per cent would be spent in Northern California and 19 per cent in Southern California.
California is by no means thrust with its highway program—according to estimates of the State Highway Commission—something over $214,000,000 more will be necessary to complete the 6,500 miles of roads in the present system. If the $215,000,000 is raised by an additional tax on gasoline as proposed by the highway commission then Southern California will pay 57.2 per cent or $122,408,000 and Northern California will pay 42.8 per cent or $91,592,000 while the money will be spent as follows: On roads in Northern California $141,000,000 or 65.8 per cent, and in Southern California $73,000,000 or 4.2 per cent.
"We favor highway construction when necessary and as rapidly as properly acquired funds will permit, but we will oppose vigorously any highway program not based on absolute equality and justice both as to financial and mileage allotment."

An unusually "clean" lot of cars now is available at Turton's used car market, according to Manager T. D. McKeehan.
McKeehan points out that this market fixes prices so that a fair figure is given for the car purchased on a fair allowance made on the one turned in. It's an easy matter for the dealer to come out on the big end, but he doesn't leave the prospect satisfied. It he takes advantage of him, and there have been no dissatisfied customers yet, McKeehan avers.
The manager has kept consistently away from what he calls "junk."
