MIAMI TO SEE
51 DAYS RACING
NEW YORK, Jan. 2—Word was received today from Luke Cassidy, manager of the Miami, Fla., Jockey club, and widely known in racing circles throughout the United States, giving first complete announcement of entries to date for the 51-day racing season to begin in Miami on Jan. 15. One thousand and eighteen stables were ready at the track November 1, and at this writing Manager Cassidy has received application for 1,198 horses, and more are coming in every day. Americans leading track stars will compete in Miami's first Winter race meet.
Miami has one of the fastest tracks in the country, costing nearly a million dollars and waiting for its initiation. A steel grandstand in the last part of the track, set in semi-tropical surroundings.
A total of $250,000 has been put up for price money. Daily purses averaging $7,500, with overnight handicaps from $1,500 to $2,900 and $2,500 will be awarded.

WASHINGTON, Jan. 3—Big ears and big feet are born, not made, to paraphrase the language of the scientists who have discovered that hereditary and not environment is responsible for the differences in the physical make-up of individuals.
This fact was brought out here yesterday by Dr. Adolph H. Chuits of the Carnegie Institute, Baltimore, who declared the trained eye of the anthropologist detects these individual characteristics at a stage in development.
DEATH RATE DO...
WASHINGTON, Jan. 3—The death rate in the United States decreased in 1921, the census bureau announced today.
The rate last year was 125 per 10,000, compared with 130 in 1923.
"SUPREME COURT MIGHT GIVE CONGRESS ADVICE," SAYS SOLICITOR GENERAL
Janies M. Beck, Solicitor General of the United States, speaking recently on "The Problem of the Supreme Court," suggested it would be in the interest of public policy for the country's highest tribunal of justice to give advisory opinions in advance of litigation under certain conditions.
His proposal was that when Congress by a joint resolution signed by the President should request from the Supreme Court an advisory opinion on proposed legislation, the constitutionality of which is in doubt, the court should comply. He said the court's power to refuse such aid cannot be questioned and it must be left to the discretion of the Justices whether they would comply with the request of Congress.
All should not be declined, he said, when a clear question of the power of Congress to do a certain thing was involved in a concrete case and the proposed law was not a political issue in the partisan sense.
He did not suggest any new law to accomplish this result and cited an instance of 100 years ago, when President Monroe asked the Supreme Court for advice as to the power of the Federal Government to make appropriations to be expanded wholly within one State.
The Court, he said, for the first and only time in its history, authorized one of the Justices to advise the President as to its views, which in this case was favorable.
