ALCOHOL SLIPS TO BOOTLEG TRADE The general success of prohibition makes sensationally noticeable any weakness in enforcement," said Wavne B. Wheeler, general counsel of the Anti-Saloon League of America, recently. "We have cut the former deluge of intoxicating drinks down to a comparatively paltry trickle. Most of that can be stopped by closing the avenues through which Internal Revenue Collectors allow alcohol to escape to the bootleg trade, now that the Coast Guard is choking off the smuggler. "The suggestion of some Federal Circuit Judges that the Department of Justice have charge of enforcement would create more opportunities to shift responsibility and 'pass the buck.' We need an enforcement bureau with full authority and held rigidly responsible if it does not do its work. The Great Problem "The greatest enforcement problem lies in the permissive features of the law controlling the alcohol supply. This is generally admitted to be a function of the Treasury Department. Even with the Justice Department in charge of enforcement, the Treasury Department would still have to maintain a large force to investigate applicants and supervise alcohol users." Wheeler said that divided control is responsible for most of the bootleg offenses today. The diversion of 6,000,000 gallons of alcohol, released by the Internal Revenue Collectors, he added, has supplied much of the illicit trade, as the prohibition unit has no control over the release of this alcohol. "TURBULENCE IN EGYPT EXPRESSES TRANSITION TO NEW IDEAIS," SAYS COLLEGE HEAD. Egypt, for the first time in her centuries of varied history, is in state of transition to the modern dropping the shackles of her pass and seeking to start life anew. Robert S. McClenahan, dean of the American university at Calif., and for more than thirty-five years an educator in Egypt, pointed in a recent address to the transition as the cause for the recent sputtering of a flame of nationalist feeling that has seethed for years. Mr. McClenahan is in the U.K. to confer interests associated with the university—men who efforts joined with groups in many cities to establish the institution in 1916. "The affair in Egypt is not rebellion; L see it as the turbulent condition of a people who are modernizing at last." Mr. McClenahan said. Britain's Entry in 1882. "Britain first entered Egypt in 1882 to quell a rebellion and bloody argument with Turkey, was the understanding of a ruler." Prohibition Cuts Death Date "Prohibition reduced the death rate equivalent to saving 1,000,000 lives in five years, lowered industrial accidents by 250,000 per year, eliminated 75 per cent of drink-caused poverty, halted the growth of our penal population and emptied many of our jails, cut the alcoholic insanity ratio out the nation and reduced the number of drink cures by nineteenths, at the same time stimulating all legitimate business and helping to boom home building. It gave men a chance to take their foot off the brass rail and put it on an auto starter; also altered bar files to movie fans and made them fond of outdoor sports. The nation doubled its investors and broke records of savings banks and insurance companies. Such a policy is worth the best kind of enforcement and it will get it." LA HABRA LA HABRA, Dec. 19.—(Spi)—The regular meeting of the Business Men's Club was held Friday evening at the Oliver-Jenks establishment on West Central-ave. A short business session was held. Among the matters of business that came up before the club was the resignation of J. T. Benson as secretary. Mr. Benson sent in his resignation on account of moving from the city. Other civic matters of importance was also discussed by the club. Miss Hazel Crawford, niece of Mrs. L. C. Stephens, who has been visiting at the Stephens home for a short time, left the last of the week for Ventura-co where she has a position. Mr. and Mrs. G. F. Walker and son visited with friends at Monrovia Sunday. Mrs. U. R. Phillips was a business visitor in Fullerton Monday. Santa Claus is being unusually good to the school children this year. In addition to the many things he will bring on Christmas eve a vacation from school duties has been granted from Dec. 17 to Jan. 5. The teachers are to attend the institute which is an annual school of instructions along educational lines. It will be held in Los Angeles Dec. 17, 18 and 19. School will resume the first Monday of the new year which is Jan. 5. Work is now in progress on the new road that will lead north from the state highway thru the Hacienda Country club grounds to the Valley blvd. The new road will add greatly to the beauty of the Hacienda grounds. It winds about the hills of the Hacienda estate and leads directly to the club house north to the Valley blvd. While the road is under construction club members can reach the golf course from the east entrance, taking the road that leads north from the Fullerton road turn. Mr. and Mrs. L. E.
