WASHINGTON, Dec. 16.—Congress today received from the debt funding commission an informal report on the status of the $4,000,000,000 French war debt to the United States.
Sen. Reed Smoot, Rep. of Utah, and Rep. Chas. R. Crisp, Dem. of Georgia, member of the commission, reported in the senate and house during the afternoon that France had not yet made a concrete proposal to this government for funding the debt altho informal conferences with this end in view have been held between Jules Jusserand, the French ambassador, and Secy. of the Treasury Mellon.
URGES CHANGE IN ELECTORAL COLLEGE
WASHINGTON, Dec. 16.—Sen. Hiram Johnson, Rep. of Calif., today proposed a constitutional amendment providing that the president should be elected by a plurality of the electoral college instead of a majority as now prevails.

Deny Charges in "Slush Fund" Case
WASHINGTON, Dec. 16.—Re-opening its investigation of alleged "slush funds" in the recent presidential campaign, the Borah senior committee this afternoon met a series of denials of charges that four federal reserve board banks had raised a $1,000,000 fund for the Republican party.
The charges, made by counsel for Sen. Robt. M. La Follette third party nominee, involved the federal reserve banks in San Francisco, St. Louis, Kansas City and Minneapolis. Copies of telegrams purported to have been sent these four banks by the Franklin National Bank of Washington, D.C. regarding the alleged $1,000,000 fund were introduced in evidence by Sen. Borah, Republican of Idaho, chairman.

Approximately $600 was issued from the annual Hi vaudeville show, D. D. L senior class advisor and most of the commercial department who had charge of the first declared today. Not all one is in, but the number of still out is known.
The money will be divided tween the senior class and scholarship fund. Lehmer the show was the most successful held.

BILLY WHISKERS

Nannie rushed into the moving picture studio yesterday, you remember and her picture was taken with Billy.
"That is the finest looking nanny-goat I ever saw," said Mr. Dates, "and a fit mate for Billy Whiskers. But where did she come from and how did she get here is what I should like to know."
But of course no one could answer these questions.
After the play everyone inspected Nannie and fell in love with her and her sweet ways at once. After the performance was over and Billy's clothes were taken off, he and Nannie were led into the yard and tied in one corner where Stubby and Button soon found them to hear all the news Nannie had brot from the farm.
"How did you ever find me all alone, Nannie?" asked Billy.
"I just followed the billboards along the road and they led me straight here. I waited and waited for word from you and for you to come home, and could not imagine what was keeping you.
When I heard you were in the movies, I knew you must be shut up and could not get away."
Then Billy told her of his numerous attempts to escape from them but how he was recaptured every time and brot back. After that recital Stubby and Billy told her of their attempts to get away and thus the four old friends passed many hours talking over their adventures since last they had been together.
"And now that we are all reunited we must plan in some way for all to get away together and go to some quiet mountain fastness where no one will be able to find us and rest, for I never was so sick of people and being dressed up in my life. I'll simply go mad if I don't get away soon. Now let's all put our wits together and see if we can't think out some way to escape." This was Billy's proposal.
"The only way I can think of," he continued, "is for us to overpower the night watchman as he comes in the big door-like gates. Nannie and I will butt the gate down while you and Stubby snap and bite his legs so he won't have time to interfere with us for trying to keep you from biting him."

One store manager said he hadn't known candy to be so cheap since 1914, when three pounds of broken hard candy could be purchased for a quarter. Sugar then was selling at $4.00 per 100, even in 25-pound lots.

SAYS BOOTLEGERS CONTRIBUTED FUND
WASHINGTON, Dec. 16.—Sen. Hagnus Johnson, farmer-labor, will file a contest within a few days against his republican opponent, Thos. D. Schall, in the recent Minnesota senatorial election, it was announced at his office here today.
The contest will be based upon charges that Schall's managers collected a $5,000 campaign fund from Minnesota bootleggers by promising criminal immunity. Schall, who is blind, will also be charged with circulating political falsehoods against Johnson in the campaign.
LOCAL BANK SUES ON NOTE
Suit by the Anaheim National bank against Clarence Walker of Orange, on a note for $5,000 opened in Superior Judge Z. B. West's court at Santa Ana. The bank, it claims, purchased the note from Herman P. Noll, Anaheim, and asks judgment for the full amount.
Fraudulent activities by Noll are alleged by Walker as his defense.
