SATURDAY, OCTOBER 18, 1924 CLAIM JOKER IN PROPOSITION 5 SACRAMENTO, Oct. 18—Discovery of a "joker" in proposition number 5 on the November ballot which would automatically invalidate all legislation extending financial aid to veterans was made today by Will C. Wood, state Supt. of Public Instruction, and resulted in the original sponsors of the measure issuing an urgent appeal for its defeat. The flaw in the act was revealed when it was found that the amendment failed to carry over a previous amendment to the constitution authorizing veterans' aid. Veterans organizations and several school officials who had been backing the new amendment made plans for an intensive campaign to insure defeat of the faulty bill when it goes before the people Nov. 4. Both the veterans' farm and home purchase act and the veterans' educational aid act, under which thousands of former service men have been given assistance, would be invalidated by the passage of the new amendment. Wood said. A bond issue of $10,000,000 was voted to aid former service men. Woods, in his statement announcing discovery of the flaw in the bill said: "Proposition number five in ballot, drawn by the executive committee of councils, should be defeated, notwithstanding the worthiness of the plan for the temporary transfer of surplus county funds from one account to another during the 'dry season' extending from July 1 to the first Monday in December. "This proposition amends section 1 of article four of the constitution. The people at the 1922 election voted to amend this same section so as to provide for veterans' welfare aid. "The committee of superintendents which prepared the pending amendment only a few weeks after the veterans' welfare amendment was adopted, worked from the old draft of the section. They therefore, by inadvertance, failed to carry over the constitutional provision authorizing veterans' aid. “If proposition number five carries, all veterans' welfare measures will be seriously affected and perhaps rendered unconstitutional. "The veterans' welfare act, and all other veterans' welfare legislation must be preserved and protected. I urge all voters to vote "no" on the proposition number 5 at the coming election. I shall notify all school officials at once urging them to give publicity to the situation and the need for a negative vote."
