TEXAS TO HAVE A WOMAN GOVERNOR
Texas seems destined to be the first state in the Union to elect a woman governor. Mrs. Ferguson seems to have won the nomination in the Democratic state primary. Nomination on the Democratic ticket in Texas is equivalent to election. There have been and are, women members of state legislatures and of city councils. There have been and are women mayors and women members of boards of education. This departure in Texas—electing a woman governor—will be watched with great interest throughout the country.
The capability of women to fill high governmental positions has been demonstrated conclusively. What women have done and are doing is beyond question. There is no proof quite so strong as the proof of demonstration.
As women become more accustomed to the use of the franchise and as they become more adept in the ways of politics and in the details of governmental service, they will figure more prominently than ever in political and governmental affairs. And the country will be none the worse for this.

The so-called argument sometimes is heard that warfare is essential to the well-being of the race; that men would become soft and flabby and lose all their rugged virtues if it were not for wars at intervals to whet the sturdier nature of man.
But it is not necessary to go to war to find red-blooded courage and the occasion to use this courage. Contemplate, for example, these splendid young aviators who have just completed their progress promoting journey around the world. They underwent hardships and they braved dangers fully as imminent and as harrowing as the rigors and dangers of war. They are not men of thin blood and milk-and-water resolution. They are upstanding virile, brave men. They would be no braver if they marched coolly up to a bevy of machine guns in action against them.
No wars are not necessary to keep the human race from deteriorating. There are many avenues of life in which heroism is required and in which men are not endowed with dishwater as blood may find danger and difficulty. There are and will be perils enough. And yet, with the determination to excel in something worth while in this country, goes the challenge to meet the world manfully and fight its battles of peace without flinching.
In a dry forest is no place carlessly to drop cigarette stubs.
It is live wire citizenship that pushes California so steadily along the road of progress.
Slowly, but surely, the world moves toward peace. Strong influences are at work against warfare, in the Old World and in the New World.

RESUME POTHIER TRIAL TOMORROW
TACOMA, Wash., Oct. 5.—Trial of Roland R. Pothier, former sergeant-gugler, jointly accused with Capt. Robert Rosenbluth of the murder of Maj. Alexander P. Cronkhite, will be resumed tomorrow morning, in District Judge Edward E. Cushman's court. No court was held today. Judge Cushman being called out of town.
Brig. Gen. John J. Richards of Providence, R. I., will take the stand tomorrow when the second week of the trial starts. He was United States marshal at Providence when Pothier was arrested there March 17, 1921, and was present when numerous alleged confessions were made by Pothier.

SEEK TO CUT REALTY TAXES—Santa Barbara News
A movement backed by the realty dealers of the state, in taking form which seeks to reduce the burden of taxation now born by real estate.
While this campaign is said to be farther advanced in California than elsewhere, it is proposed to apply the same system in other states under the inspiration of the national real estate organization.
There is a constant struggle to shift the burden of taxation. Landholders believe that the "corporations should pay the tax." Naturally the corporation managers go as far as they can in avoiding this burden.
It makes little difference in most cases, who serves as the first taxpayer, as all the taxes in the end are shifted back to the last man. The home owner alone can find no one to whom he can shift the tax and pays it himself. The landlord adds the taxes to the rents and collects it in his monthly accounts.
The corporation does not pay the taxes it is supposed to pay. It serves as the collector and by law is allowed to do so. Possibly there is a margin of saying between what it collects and what it pays over to the state.
The realty men are justified in their campaign as high property taxes unquestionably tend to discourage home owning. It would be better for cities and for the farmer if some means could be devised by which the burden on the improved lands could be lessened.
It would tend to encourage home building and reduce the demand for tenements and apartments. It would lead to a better family life.
The realty board might go farther in the movement to lift the burdens from real estate and support a plan which will remove the tax laid on land by the complicated title system in general use.
An organized movement for the general use of the title registration system allowed by the California law would be a step in the right direction. This would simplify transfers and remove that which amounts to a tax on realty transactions.

THOMAS W. MILLER
The election of Thomas W. Miller as president of the Federation Inter-Allied war veteran, was opposed by French members of the federation. His nomination conded by Italian veterans, which truly makes his election an international affair.
As president of the organization Miller becomes head of approximately 10,000,000 war veterans.
Miller is now alien property custodian, directing the handling seized property in all parts of the U.S. and territories. He has held the post since 1921, having been appointed by the late President Harding.
He is an ex-congressman, hav-served from Delaware, his home state, from 1915 to 1917. When the war came Miller en-tired in the infantry as a private, served 11 months, won several nations for gallantry in action and emerged a lieutenant colonel.
He was one of the incorporeers of the American Legion.
