STATEMENT BY S. C. HARTRANFT S. C. Hartranft, candidate for the Republican nomination for the assembly, has no interest in differences between his opponents and Governor Richardson, he declared today in a statement commenting on the controversy between the governor and one of the other Orange-co assembly candidates. "Iasmuch as my name has been mentioned in newspaper statements dealing with Governor Richardson's criticism of one of the other candidates, I feel that I should make my position in the matter clear," he said. "I seek to represent Orange-co in the legislature solely on the basis that I may be able to accomplish something of a constructive nature for the county. I shall seek, among other things, to secure state cooperation in our county problem, of conserving the water resources of the Santa Ana river basin. I shall seek to aid in the advancement of our highway projects in this country. I shall, if elected, throw my efforts toward the strict enforcement of our prohibition laws. I shall favor a rigid scrutiny of the expenditures of the state to the end that taxes, which are always in the final analysis paid by the people, are made as light as possible. "These are things for which I stand and which I regard as constructive policies. I have no personal grievances against any person and I feel that I shall be able to deal with the officials of the state administration in a manner which will be beneficial to the interests of Orange-co. If I am elected, I shall be under no obligations to any person or group or to any political influence for I know that my friends in Orange-co who are supporting my candidacy are doing so with the sole view of serving the interests of Orange-co alone. I have made no pledges to anyone and I shall go with the single aim of being of service to the county. LAID TO SHORTAGE LONDON, Aug. 13.—A big slump in marriage has set in in London and other large English cities. Figures recently issued indicate that the marriage rate in London for the first six months of 1924 was the lowest for 25 years. Since 1920 the marriage rate has dropped 22 per cent, while the birth rate has correspondingly decreased. The house shortage is given as the main contributory cause of the marriage rate decrease. LONDON ABANDONS BOBBED TRESSES LONDON, Aug. 13.—The bobbed and shingled style of hair-dressing, which took an incredibly long time, as compared with other fashionable centers, to percolate into London society, is going out of fashion with a run in this country. Long hair is now all the rage here again, and this season's debutantes are taking so-called rest cures until their hair grows again and gets beyond the "straggly" and "all ends" stage.
