AMERICANS GIVE AID IN REPARATIONS MEET
American representatives at London are assisting the Inter-Allied conference in its efforts to reach agreement upon ways and means to put the Dawes plan into operation as affecting reparations. The United States is not an active participant, officially, in the conference. But this country has an "official observer" there, and the American ambassador to Great Britain would tender his good offices, if occasion arose. Furthermore, Secretary of State Hughes is in England, and his advisory voice would be heard, if there were need, to bring the differing elements into accord. Thus the United States without direct action, is exerting powerful influence from the side-lines, so to speak.
The United States is tremendously interested in bringing about practicable settlement of the reparations controversy. It is recognized that an amicable solution of this problem world, to have this stabilizing of the European economic situation of stupendous benefit to Europe, to America and to the world, to have this stabilizing of the European economic situation consummated. The equilibrium in economic affairs has not been restored, over the Atlantic, since the world war ended. And this spector of reparations has stood in the way.
Sowing wild oats means reaping a harvest of trouble and remorse. Let no boy or girl be misled by that pernicious old doctrine that every youth must "sow his wild oats." The harvest is misery.
The Panama Canal is doing great business, breaking records for volume of commerce carried. The tonnage is immense and the tolls run up to huge totals. The success of the

"Europe at the present moment is a vast arsenal. At any moment some section of the community might apply the match that would plunge it into all the horrors of another great war," declared Edmund D. Morel, Socialist member of the British parliament, and authority on foreign affairs in a recent interview.
He charges that the real danger point is to be found in powerful industrial and financial interests in France, and calls for the convocation of an international conference on the armaments problem and the political and economic issues which have created it.
"There is going on at the present moment," Morel declares, "a more extensive output of war material than at any time since the peace. The chief centers of production are two — the Skoda works in Czecho-Slovakia and the Austrian state factories. French influence and French money are directing both."
"In the spring of this year the French owned shares in the Skoda company worth $10,000,000; the managing director and the chief technical experts are Frenchmen. I go as far as to say that France now controls practically the whole war mechanism of Czecho-Slovakia."
"War material is being produced in enormous quantities at the Austrian state factories. During the past 15 months Jugo-Slavia has been supplied by the Austrian factories with 1,000,000 Mauser rifles, 1,000,000 rounds of rifle ammunition, 133 wagonloads of infantry machine guns, large quantities of field guns, and an immense amount of smaller material."
Roumania has placed large orders for shells, guns and ammunition which are now in process of execution. Poland is also a large purchaser, among the items already delivered to her being $5,-000,000 pieces of 7.9 millimetre ammunition and 34 wagonloads of smaller ammunition.
Many men are described, some rightfully, many erroneously, as "strong-willed men."
What is a strong-willed man? William James said the strong-willed man is the man who hears the still small voice unflinchingly, and who, when the death-bringing consideration comes in, looks at its face, consents to its presence, clings to it, affirms it, and holds it fast, in spite of the host of exciting images which rise in revolt against it and would expel from the mind.
What constitutes the difficulty for a man laboring under an unwise passion of acting as if the passion were unwise? Certainly there is not physical difficulty." says James. "It is as easy physically to avoid a fight as to begin one to pocket one's money or equander it on ones empilies, to walk away from as well as toward a coquette's door. The difficulty is mental; is that of getting the idea of the wise action to stay before our mind at all."
When any strong emotional state whatever is upon us the tendency is for no images but such as are congruous with it to come up. If others by chance offer themselves they are instantly smothered and cowered out. If we be joyous, we cannot keep thinking of these uncertainties and risks of failure which abound upon our path; if we be lustful, we cannot think of new irrifuphas, travels, loves and joys; nor if yengful, of our oppressor's community of nature with ourselves.
The strong-willed man is one who is able to master his mind to the extent of repelling those images which would smother the thought that he wants to keep uppermost in his brain.
Sustained in this way by a resolute effort of attention, the difficult object are long born to call up its own congeners and associates and ends by changing the disposition of the man's consciousness altogether.

Pushing Back the Wall
"The vast territory covered by these lines at once striker the observer, and some conception may be had of the importance of the long distance telephone in the business world of the east."
This was the contemporary comment of a scientific journal on the long distance telephone service of 1890. The "vast territory" ended with Pittsburgh on the west and Washington on the south. Along its frontier stood a wall of silence.
No such barrier now confines the voice of man. To places and to people he has never even seen fly his wire-borne thoughts. Over distances which it would take him days to travel his words speed in an instant.
The 90,000 miles of toll wire of 1890 have grown to more than 4,500,000 miles carrying a daily average of more than 1,600,000 long distance conversations.
