POOR SALARIES, POOR TEACHERS
SACRAMENTO, July 15.—Reduction of teachers' salaries will inevitably result in impairing the efficiency of the public schools, according to Will C. Wood, state superintendent of public instruction, in a letter sent today to boards of school trustees, city boards of education and high school boards, outlining the procedure to be followed in compiling the school budget, which must be filled with the county superintendend of schools.
An excerpt from the letter of State Superintendent Wood is as follows:
"In making the budget I wish to urge that improvements and expansions involving an additional expenditure to be raised by direct tax be postponed until a more favorable time, unless your school situation makes such improvements and expansions imperative. Under prevailing conditions we cannot expect to continue the expansion of our school facilities except to meet emergencies.
"Whenever expansions are necessary, it would probably be better to issue bonds than levy a direct tax.
"I hope, however, that school boards will realize that the cost of living has not been reduced materially during the past three years, and that the supply of teachers is limited, and that in consequence, it would impair the efficiency of the schools if a general reduction of teachers' salaries were made.
"It would be better to abandon courses in which the attendance is small rather than sacrifice the general efficiency of the schools by losing good teachers through salary reductions."

NALYZE WELLS TO PROTECT AUTOISTS
HARRISBURG, Pa., July 15.—Analysis of drinking water along
state highways, as a precautionary move to protect motorists, has been started by the state health department. An ambulance, connected into a field laboratory, took the road at the extreme eastern end of the Lincoln highway and opened the movement designed to protect the hundreds of thousands of motorists in Pennsylvania by sampling a well in Morriston, Pa. The converted ambulance, manned by two expert analysts, will travel over the entire length of the Lincoln highway, in Pennsylvaia, sampling and testing the water available to traveling motorists. Then the field laboratory will start over the William Penn highway. It is expected that every one of the watering spots along all the main highways in Pennsylvaia will be visited before the end of the summer.
As soon as the tests are completed the results will be forwarded to the field engineers, and awards stating that the water had been examined and found there will be posted over the wells springs.

The successful bidder shall, within ten days after the contract is awarded to him, file with the Board of Trustees of the City of Anaheim, a bond for an amount which shall not be less than fifty per cent of the aggregate amount of the contract price, for the furnishing and delivery of said cast iron water pipe payable to the City of Anaheim and signed by the bidder, and at least two sureties who shall justify before any officer competent to administer an oath in double the said amount, over and above all statutory exemptions, or by a corporate surety, as provided by law, which said bond shall be subject to the approval of the Board of Trustees of the City of Anaheim, and shall be conditioned upon the faithful performance of said contract.
The Board of Trustees of the City of Anaheim reserves the right to reject any and all of said bids or to accept any part of any bid. Dated this 10th day of July, 1924.
