MAY CLOSE FOREST ROADS AND TRAILS LOS ANGELES, July 9.—Roads and trails leading to national forests in Southern California may be closed as a result of a conference of forestry officials here. The sweeping menace of forest fires may make closing of the forests to visitors necessary, it was said at the conference. More than 200 of the men will be discharged without honor, it is estimated. Two whole companies of the 12th medical regiment are to be tried tomorrow and probably will be discharged, it was reported. Fort McKinley has been closed to outsiders pending the outcome or the hearings. Vague rumors of a plot to blow up Cavite have been circulated here. The naval arsenal strikers there are reported in a sullen mood as a result of orders from Washington forbidding the return to work of absentees until three months have elapsed. It is believed 700 Filipino workers are still out at Cavite. It is understood that all of the striking soldiers who showed conition will be reinstated and that this class will include 90 per cent of those who were disaffected. The remainder will all probability be discharged without honor except the ringleaders of the strike movement, who will receive long prison terms. Eight have been charged with mutiny so far. ANAHEIM, CA MARKET FACTORS ARE FAVORABLE Large and medium sized oranges are bringing better prices than last year at this time, and small sizes, if they can be held, will be on better price levels than now, in the opinion of a local expert. Shipments normally during August are lighter than in any month of the valencia year, except when a crop is light, which is not true this 1923-24 season. Orange growers have also one or two other favorable factors this year. Commercial fertilizers are 10 per cent cheaper and manures no dearer than last year. The cantaloupe deal only temporarily affected the market and now only 200 cars per day or less are being shipped. The auction markets are not crowded with fruit. Up to July 4, 13,825 cars of cantaloupes had left the Imperial valley against 11,569 last year. This crop is steadily increasing, but is not being handled in a profitable way. Nitrogen and potash, which enter largely into commercial fertilizers, are both lower in price. The closing of Orange-co valencia houses last week for two days or longer was an important factor in helping the auction markets to clear away accumulated fruit. WHO'S WHO IN THE DAYS NEWS When the fight over the klan plank in the Democratic platform was carried to the floor of the convention the anti-klan leaders selected Bainbridge Colby, secretary of state under President Wilson, to lead the fight. Among those who participated in the conference that resulted in the selection of Colby were George E. Brennan, Illinois leader, and Norman E. Mack, national committeeman from New York. Colby has been prominent in Democratic politics for many years. The respect in which he is held in official circles is indicated by the fact that President Harding considered him when naming the Democratic members of the American delegation to the arms limitation parley. It is known that as secretary of state during the closing days of the Wilson administration Colby laid the cornerstone for the international policies carried on by Secretary Hughes. Colby was born in St. Louis on December 22, 1896. After graduating from Williams college in 1890 he studied law and was admitted to the New York bar in 1892. He represented Samuel Clemons (Mark Twain) in settlement with his publishing house and was one of counsel of interests who brought about reforms in the Equitable Life Assurance Association. Colby began taking an interest in politics twenty years ago when he was elected as a publican to the New York lature. He was actively identified with the candidacy of Theo Roosevelt for the presidential nomination in 1912. He was of the founders of the Progressive convention he Chicago in 1912. Colby was a commissioner of U.S. shipping board and a member of the U.S. shipping fleet corporation, 1917-1919. He was a member of the American mission to the inter-allied conference at Paris in November. He was nominated as secretary state by President Wilson, February 25, 1920, and served in capacity during the last year the Wilson administration.
