NAVAL DISASTER CALLS FOR SECURITY The first reaction of the American people to the horror on the battleship Mississippi is grief for the dead and admiration for the courage of all. The second reaction is, how to prevent repetition of this catastrophe. There should be the most thorough inquiry into this horror. The truth should be bared, even though it may be unpalatable. Are the great guns of the navy unsafe? Is there no effective means of preventing "flarebacks?" If there is not, then in the name of humanity—in the name of national safety—let naval experts work strenuously to find a means. The officers and men who man battleships should have reason to feel secure against horrors on their own vessels. The firing of great guns should be surrounded with every safety desire that it is possible for the ingenuity of man to bring forth. "Safety First"—trite in some of its applications—certainly should be the slogan of all who have to do with the equipping of American warships. A naval vessel could not be as effective as it should be in war, if it were a peril to its own men in time of peace. It is to be hoped that official inquiry will clear up the facts as to the cause of the Mississippi tragedy and point the way to prevent a recurrence of that horror. Abolish all firetraps in which defectives are housed! There should be no repetition of the Playa del Rey horror. Political platforms should be made, not merely to be elected on, but to be fulfilled, in good faith, after election. There should be no hypocrisy or double dealing in these things. West, new secretary of the Republican national committee, arrived at the G. O. P. convention in Cleveland, where his appointment was announced, politicians were still discussing the defeat of Medill McCormick for renomination as senator in Illinois. West managed the campaign of former Governor Deneen, who defeated the senator in the April primaries. He is a prominent lawyer in Chicago and is nationally known for his activities in the Republican party. West was born October 27, 1868. He received his A. B. and LL. B. degrees from Depaw university in 1890 and was admitted to the bar the same year. Three years later he received his M. A. degree from the same university. He is a member of the American, Illinois State, and Chicago Bar Ass'n and is now head of the law firm of West and Eckhart of Chicago. In 1894 West served as assistant county attorney of Cook Co., Illinois; he was city attorney, Chicago, from 1895 to 1897; member of Board of Review of cook-co for 16 years, from 1898-1914; and attorney South Park Commissioners, Chicago, 1917. In many sections of California, Nevada, Oregon and the Southwest it needlessly slowed business. Farmers and merchants should roure themselves against the disintegrating influences that accompany such outbursts of fear as that over the plague. They should do team-work to protect the public interests against the blight of hyteria. The epidemic emphasized the necessity for co-operation among the commonwealth of the Pacific coast. The handicap to business in one region is felt in neighboring sections and through them by remote sections. A recession of business at Los Angeles or San Francisco affects business throughout the west. Genuine fellowship to expand prosperity is as great a need as any that business on the Pacific coast now experiences. Now that the cattle plague appears to have been mastered, substantial business should be enjoyed by California this year, unless in areas that lack irrigation enough. If the Pacific coast will drop its provincialism, as "Pacific Business" correctly calls our offness, it is sure to range out broadly in activity and advancement. CIRCUS LURE FOR HIGH AND LOW—Berkeley Gazette President Coolidge tells how his grandfather once rode on horseback 65 miles over the Vermont mountains to see a circus. His father seldom missed a circus anywhere within a day's travel. And the son himself is a chip of the ancestral block. He saw his first circus when he was 6 years old, at Ludlow, Vt., and his last in Washington, D.C., the other day. He remembers, as a boy, seeing old Adam Forepaugh himself, second to Barnum in circus annuals, selling tickets from his wagon for his one-ring show. He remembers with keen pleasure the big Barnum & Bailey circus that used to come to Ruffland, and how he would get up at 3 o'clock in the morning and drive over the hill to get there early and see the big tent go up. Love for the circus is in the blood of boys and Presidents alike. The circus is surely the great American entertainment—the thing that rises to most minds when the word "show" is pronounced—greater than baseball, because it appeals to all ages and both sexes.
