FILIBUSTER LEADS TO EMBARRASSMENT The manner in which the session of the United States Senate came to final adjournment gives reason for serious thoughtfulness to the whole country. Measures suffered from filibustering which should not have suffered. There may have been merit in Senator Pittman's contentions. But even though he were right in his purpose, yet the whole country should not have been made to feel the detrimental effects of the Nevada senator's efforts to get what he terms justice for one locality in his state. Senate rules should be amended so as to provide against filibustering by one member or a few members, on trivial grounds. Legislation should not be blocked by such methods, the course of lawmaking should be divested of this impediment. Individual members of Congress should have their rights. Minority groups in Congress should have their rights. But the country as a whole and the people in their entirety should have their right, too—the right to have legislation in Congress duly expedited; the right to prevent blocking of legislation for reasons that are anything but paramount. Both Houses of Congress should have freedom to legislate without the handicap of filibusters. The teacher of your children has done a year's work faithfully and well. Tell her so. MENACE TO CANAL The Panama Canal is menaced—or about to be menaced—according to reports, by concessions in Central America for foreign countries for development of aviation. Industrial concerns of Japan, France, Italy and Germany are seeking openings in Central America, in the canal region, for the manufacture of aircraft. Army and navy experts regard this as a serious menace to the safety of the canal. It behooves the United States government to inquire very closely into this, and to take suitable steps to protect against potential danger in that direction. The Panama Canal is of such vital importance in this Nation's scheme of national security that its defense is of the utmost moment. It would be consummate folly to economize in canal defenses, at the expense of adequate safeguards against possible attack. The canal should be made invulnerable against any possible attack by sea, by land or by air. Uncle Sam must look three ways in his scheme of defense now—to the air, as well as to the sea and land. This is no trifling matter—to trifle with it might bring national disaster. Davis, adjutant general of the army, was given the task of handling the soldier bonus he was by no means unprepared for the task. Two years ago, when another bonus measure was being debated by congress, War Secretary Weeks summoned Davis, then an infantry colonel, to Washington and ordered him to begin preliminary studies for handling the administrative end of the measure. Although that bonus measure failed to pass, Davis completed his study and had outlined a complete and comprehensive plan for handling it, even to a proposed application blank form. Davis' administrative ability had drawn attention before that he had served under Pershing as adjutant general in the A. E. F. short time after his first work with the bonus he was promoted to adjutant in the peacetime promotions. Davis was born in Lancaster, Va., Oct. 12, 1876. He was graduated from the U.S. Military Academy in 1898. His rise was steady until he became a brigadier general in 1918. He took part in the campaign against Santiago in Cuba and later in engagements with Filipino insurgents. Davis arrived in France July 18, 1917, as assistant to the adjutant-general. He was appointed adjutant-general May 1, 1918, and returned to the United States in 1919. Yet because they represent an expression of the hopes and ideals of youth, these essays and orations are important, they are deserving of our respect and serious consideration, for they are the product of the rising generation and this yearly outpouring of youth's dreams and ideals is as necessary and as beautiful to those who have the eyes to see, as are the birds and flowers that come with the spring. For youth today holds the promise of the finest flowering of mankind the world has yet known.
