REJECT FORD ON MUSCLE SHOALS
WASHINGTON, May 27—Henry Ford's bid for the lease of the government's great nitrate and power project at Muscle Shoals, Ala., was rejected today by the senate agriculture committee for the second time.
By a vote of 11 to 5 the committee turned down the Ford bid, which has been approved by the house, and reported out the plan of Senator Norris, Republican of Nebraska, for government operation of Muscle Shoals.
The vote on the Norris plan was 11 to 4.
Senator Keyes Rep. of N.H., Smith, Dem. of So. Car., Heflin, Dem. of Ala., Caraway, Dem. of Kansas, and Harrison, Dem. of Miss., voted in favor of the Ford plan on the first vote, but on the second, Caraway did not vote.
A minority report favoring the Ford proposal is expected to be submitted to the senate by these senators and a vote demanded on its substitution for the Norris plan.

FARMINGTON, Ilh., May 27.—A woman with a baby in her arms held up the Steenberg Bank with a revolver this afternoon, obtained $1000 in cash from Clyde Steenberg, the cashier, and escaped.
The woman hired a taxicab driven by David Settles and ordered him to drive to the bank. So quietly was the robbery carried out that when she emerged from the bank, got in the cab and ordered Settles to drive away, he complied at once, ignorant of what had happened.
The authorities were awaiting his return to learn where he had left his bandit passenger.

THE PLAIN DEALER, ANAHEIM, CALIF.
BEGIN DRIVE FOR INDUSTRIES SOON
The Anaheim committee, headed by Roscoe B. Young, which has charge of the city's participation in the All-Southland industrial campaign under the direction of the Greater Los Angeles Ass'n, will hold its first meeting today at 5:00 p.m., in the council chamber of the City Hall.
The delay in holding a meeting has been due largely to the fact that Young was out of town and had various pressing business appointments which could not be cancelled, according to Secretary George W. Reid of the C. of C.
An elaborate organization of canvassers will not be necessary in Reid's opinion, but the committee itself will do all the work.
Subscriptions of $25 from at least $0 citizens will be sought. That would produce $1250, which is regarded as an amply sufficient sum for Anaheim to contribute.
The original fund which the Greater L. A. Ass'n seeks is $600,000. Its ultimate goal is $60,000,000, to be used as a revolving fund from which loans will be made to expand existing industries or to bring new industries to the Southland that have received approval of the investigating committee.

GERMANY MINUS CABINET TODAY
BERLIN, May 27. — The first session of the new relichstag closed this afternoon amidst turmoil precipitated by the communists. Communist members holding blue goggles in their hands, advanced upon the seat occupied by General Erich Ludendorff, shouting "bloodhound" and "murder."
The goggles were an allusion to the disgine adopted by Ludendorff when he fled to Sweden after the collapse of the German army in 1915, wearing a disguise.
Germany was without a cabinet when the new relichstag met today for its first session. The Marx government resigned last night and President Ebert accepted its resignation.
On account of the strength of the two extremist wings—nationalists and communists, serious disorders were feared.
A strong police guard was placed about the parliament building. Officials announced that the strictest surveillance will be conducted over spectators and that those entering the spectators' gallery will be searched for arms.
In addition to Ludendorff another famous wartime figure takes his place in the hall of the legislators—Admiral Von Tirpitz, head of the German navy in wartime and sponsor of Germany's submarine warfare.
Another prominent "old guard" member is the grand nephey of Prince Bismarck—the chancellor under the first William. The German nationalists appointed several husky farrier members to act as his bodyguard in the event of attack by communists.
The chief task before the relichstag is to debate the Dawes reparations plan. While the Mark government had accepted the plan it is opposed by nationalists and communists. It would be necessary to amend the Weimar constitution before the plan could be placed in execution in its entirety.
JAPANESE DEBATE POLICY ON BILL
TOKIO, May 27. — Premier Kiyoura this evening called an extraordinary session of the cabinet council for tomorrow morning for the purpose of outlining the policy to be followed by Japan as a result of the American action in approving Japanese exclusion.
In unofficial circles it is declared the policy to be followed has already been decided. A protest will be formally filed, followed by the necessary abrogation of the "gentlemen's agreement," according to this source. The resignation of Ambassador Hanihara is most probable. The fall of the cabinet is expected to follow the celebration of the imperial wedding anniversary next month.

DECIDE ON TRI-COUNTY HOSPITAL
Establishment of a hospital to treat incipient tuberculosis was decided upon at a meeting of supervisors representing the boards of Orange, Riverside and Imperialeos at the city of Riverside yesterday.
Supervisors W. M. Schumacher, of Ilena Park, and Leon P. Whittell of Orange attended in behalf of Orange co.
According to Schumacher, the plan is to expend between $5,000 and $60,000, the three counties to share and share alike, with annual appropriations to cover cost of maintenance.
Whether the latter will be made in proportion to the number of patients that each county treats, and according to period of treatment, or on some other basis is not announced.
Only curable patients will be admitted. The hospital ward will not be in any sense a home.
San Bernardino-cu could not enter into the plan because it has a hospital of its own.
The institution would be established at Beaumont or Banning. That is practically settled.
At present the three counties send their tubercular patients to the general county hospitals, where segregation is not perfect.
