COURT RECORDS FOR WINDY CITY
CHICAGO, April 25.—A remarkable record was made by the federal courts of Chicago in disposition of cases and in administration of justice during 1923, according to a report prepared by Edwin A. Olsen, United States district attorney, and forwarded to Attorney General Stone.
Credit for the accomplishments is given the two new federal judges, James H. Wilkerson and Adam C. Cliffe, whose efforts together with the preservation of District Attorney Olsen and the latter's organization, had much to do with declaring the congested dockets.
All previous records of federal prosecutions here were shattered, and this judiciary body's achievements are made more noteworthy by reason that it was the first year of Olsen's term and the first full year on the bench of either of the judges.
The dockets were in a chaotic condition and were considered hopeless when Judge Wilkerson and Cliffe began to wield their judicial sabres and Olsen took up his prosecution cudgels. At that time local officials and those at Washington predicted that it would take 15 judges three years to relieve the dockets. The new judges and the prosecuting forces cleared up the situation in approximately 12 months.
STUDIES FLAPPERS
LOS ANGELES, April 25.—Professor Bernard Mercer, formerly of Columbia University, who left San Francisco six months ago to make a tour of the South Sea Islands in order to study the marriage customs and the sentimental psychology of the primitive peoples will return to Berkeley about May 15, where he will observe the modern college flapper and write a treatise contrasting her with her savage sister. Professor Mercer, just before sailing made the starfishing statement that before 50 years had passed the institution of marriage would have become obsolete and cited the

It is to study these types that he will visit Berkeley and Stanford.
ACCEPT PLAN AS BASIS FOR DEBATE
PARIS, April 25.—England, Belgium and France today notified the inter-allied reparations commission they accepted the Dawes plan as a basis for discussion and settlement of the reparations problem.
Italy's acceptance is expected tomorrow.
The commission will meet Tuesday to consider the situation. The communications from the various allied countries today were replies to the commission's recommendations that the Dawes report be accepted.
President Coolidge, in his speech at New York, officially supported the Dawes plan, affo the United States has not officially accepted it.

HERE'S CHAMPION OYSTER CONSUMER
LOS ANGELES, April 25.—The champion oyster eater has been found.
William Edgar McKee, president of the Los Angeles Harbor Board, who recently returned from the annual convention of the American Association of Port Authorities at New Orleans, has laid claim to being the world's greatest oyster eater and challenges all contenders to defend their honors against him any time at any place.
According to President Boyle Workman, of the Los Angeles city council, who attended the convention with McKee, the harbor board president has a just claim.
"McKee," said Workman, "ate on the average of 90 oysters a day while he was in New Orleans."
He started the day with a dozen or so oysters for his breakfast. For lunch he would eat half a dozen as an appetizer, then a couple of dozen to form the meal, and he always insisted on oysters for dessert.
"For dinner there were more oysters, and there were even oysters in between meals. He ate them raw, scalloped, stewed, pickled, boiled and fried."
BLUE SKY DUE TO SHELL AROUND AIR
COPENHAGEN, April 25.—A new solution of the old question, "Why is the sky blue?" is offered by Professor Vigard of Christiana University, who announces that he has made a discovery which suggests outside the air-stratum is shut up as if in a balloon whose wall is a solid mass of crystalline particles of nitrogen.
According to the professor, this wall is what gives the sky its blue color and stops wireless telegraph waves from being lost in the ether.
