CONSERVATION OF OIL FOR NAVY PLANNED
“Conservation in aid of national security,” is the slogan of the naval oil conservation commission, named recently by President Coolidge. Reserving adequate supplies of oil for use of the navy in national defense is the paramount consideration with this commission. Aid of public sentiment in establishing this conservational policy is sought.
Dr. George Otis Smith, director of the United States Geological Survey, is chairman of this commission. It is his expert opinion that the oil resources of this Nation soon will begin to decline. It is of the greatest importance, therefore, that oil for the navy should be conserved. This conservation commission urges that private industries practice thrift in the use of oil in industries and other activities. While there is an over-production of oil at this time, yet inevitable shortage is foreseen by skilled geologists who have surveyed the known reserve supplies.
The suggestion is heard oftentimes that some effectual substitute for oil as fuel will be devised by Science, in due time. This may be. But it would be the part of folly to waste this essential substance now, with the expectation that the future would make good the waste. Oil resources should be conserved. And, especially, reserve supplies for the navy should be safeguarded and held against waste or against despoilation and exploitation by private interests.

That Wm. S. Kenyon, former republican senator from Iowa and now a federal judge in that state, will be a member of President Coolidge's cabinet in event of his re-election is the belief of many. Kenyon's refusal to accept the navy portfolio recently only lends strength to this belief.
Kenyon left the senate to accept the judgeship when it was offered him by President Harding. His friends see in his refusal of the navy post at this time a hesitancy to resign the judgeship for the short term as a cabinet officer preceding the coming election. That Coolidge should endeavor to get him to make the change is taken as an indication of the value the president places on his services.
One of the most interesting features in connection with the president's invitation to Judge Kenyon to enter the present Coolidge cabinet is that Judge Kenyon has been a foremost figure in the advanced progressive group in congress, a number of whose members are now associated with Senator LaFollette in his radical views in the senate and the house.
Judge Kenyon, serving in the senate as a Republican since 1911, had followed a rather independent course, with his inclinations toward policies that were about half way between radicalism and progressivism. There was a great surprise when President Harding appointed him to be a United States circuit judge. The explanation appeared to be that Senator Kenyon found life in Washington too expensive for his means and in addition had an inclination toward a judicial career, in which he had some experience before being elected to the senate.

BUYING AUTOS ON INSTALLMENTS—San Bernardino Sun
A motor mortgage company reports $400,000,000 in automobiles were bought on the installment plan last year, and the retail clothiers' association cries "national ruin." Income tax returns show 4,000,000 people with incomes more than $2000 yet there are 10,192,000 registered automobiles. More cries of extravagance and ruin. Another report says there are 6,000,000 people earning less than $40 a week who own automobiles. A panic is inevitable, is the reverberating answer. But then upon the top of it all banks announce more and larger savings accounts and the life insurance companies are thriving on a 17 percent increase in issued insurance.
Solace for the calamity howlers may be found in the statistical report that the bad accounts among the automobile installment plan buyers amounted to less than 1 per cent of the huge amount involved last year. At least the "extravagent poor" are paying their way.
Many incomes are mortgaged annually for the purchase of automobiles on periodic payments, also for the buying of homes, furniture, musical instruments, clothes and even life insurance. But for this plan of buying many of the joys and needs of modern life would be denied to the masses. As long as the payments are paid on time, there is no harm done, either personal, economical or social. Men and women have an alienable right to spend their money where they will.
Should the visioners of an automobile induced economic disaster acquire legislative control there may eventually be an un-American attempt to deny the less fortunate the joys of the open road and cheap transportation. Thus far no such control has developed, and the "calm and collected" feel assured that if the case is as bad as painted it will cure itself where the cure is most needed. The maxim that the law does not concern itself with trifles is more honored in the breach than in the observance yet it is applicable to larger and more serious matters than the purchase of automobiles.
