PARIS, April 23. — Viscount Isahi, Japanese ambassador to France, declared in an exclusive interview to International News Service that it is unthinkable that any foreign government or its representatives should address a threat to the American government.
Japanese diplomat added:
"Simple common sense forbids any supposition."
Viscount Isahi was commenting upon the communication sent the U.S. state department by Ambassador Hanihara, expressing fear of grave consequences should a law be enacted excluding Japanese immigrants from American soil.
Viscount Isahi expressed the hope that the Hanihara document would not be misinterpreted by the American people.
The statement concluded:
"No argument therefore can be fair or sound which is founded upon an interpretation of the Hanihara note which makes it appear that it contains a threat toward the American government.
"I have no personal knowledge of the so-called Hanihara note except which has been printed in the newspapers. I can only hope that the document was prepared by one of the warmest admirers of the American nation and in a spirit of cordial co-operation with the ELK HILLS REPORT

Let the Kiddies Romp Outdoors In All Weathers
There is Nothing Like Fresh Air Play to Build Sturdy Bodies. If Colds Come Treat Externally
Children should play outdoors daily in winter as well as in summer. To keep them indoors so much is a mistake. For healthy growth they need and must have lots of outdoor exercise.
Of course, some colds will come as a result of exposure. But constant internal dosing must not be thought of.
Vicks answers the need. It is externally applied and can be used frequently without upsetting the digestion.
When rubbed on over throat and chest Vicks acts externally like a lime mist or plaster. At the same time the ingredients, vaporized by the body heat, are inhaled directly into the affected parts.
Vicks is the ideal treatment for children's cold troubles.
Health
Less medicine and more shoe repairing will save more than money, for medicine is only by a small part of the heavy expense of illness. There is also the loss of time from work or from school.
Wet feet, cold feet, perspiring feet or tired feet are very often the direct cause of sleekness.
So if your shoes are run down or worn, bring them in and we will rebuild them.
