POINCARE FORMS CABINET AGAIN PAI., March 28.—Premier Raymond Poincare succeeded this afternoon in forming a new cabinet. The first meeting was held in his office at the foreign office with the premier presiding. The ministries of justice and agriculture were not represented. PARIS, March 28.—There will be almost a complete reorganization of the French cabinet, according to indications this afternoon. M. Magnot, minister of war in the old government, held a 30-minute conference with Premier Poincare, after which he issued the following brief statement to the press: "Only M. Letroecquer and myself of the old ministry will be included in the new one." Premier Poincare offered the ministry of commerce and agriculture to Louis Locheur, former minister of reparations, and the ministry of finance to former minister of finance Francois Marsal. Locheur said he wanted more time to consider the offer. While the premier is meeting with obstacles it is believed that the cabinet crisis will have been ended by tomorrow. The bulk of the Parisian press is supporting Poincare. HOLD McGREGOR AS KITTLE ACCOMPLICE LOS ANGELES, March 28.—E. J.
