NEW METHOD AIDS BLINDED CRIPPLES
ROME, March 7—At the Orthopedic Congress in Rome, just brought to an end, Professor Galazzi brought forward an apparatus by means of which the blind who have lost their hands are enable to read by means of the Braille system. Up to now for the blind who have suffered also the loss of the hands the Braille system has been impracticable, of course. Professor Galazzi's invention consists of a die or cube of ivory, furnished with six points of electric contact, fixed to the stump of the arm. The electric contacts, by means of conducting wires, can be made to touch certain points on the thorax. The operator moves the die attached to the stump of his arm over the Braille characters, and the electric contacts impress themselves on the thorax, which is sensible of a light and instantaneous feeling of heat. So every time that the blind man touches with the die the characters he feels on the thorax impressions which in their distribution correspond with the raised points which stand for the separate letters. In this manner he quickly learns to distinguish between these and to connect them in syllables and phrases.
BRITAIN PLANS DEEP WATER PORT
LONDON, March 7.—Plans for a deep-water port at Falmouth, Cornwall, that will be safe for the biggest liners are under consideration.
The scheme is ambitious and provides for great tidal basins; quays and graving docks that will accommodate mammoths like the Leviathan and the Majestic comfortably.
No docks are required. It is pointed out, owing to the land-locked nature of the roads, and no sea-defense works are needed. Plans and surveys are ready for building a 4000-foot quay at St. Just, the harbor port, in three sections—one for berthing liners, one for passengers and the third for local trade.

Mme, Amalia Besso.
The Fascist movement in Italy has grown so fast that its woman's party is almost as important as the men's. Mme. Amalia Beeso heads the feminine portion of the "black shirts" and is sometimes known as the "feminine Mussolini."
FINDS SURE CURE FOR TOOTHACHE
ATLANTA, Ga., March 7.—Paregoric and aspirin mixed with corn whiskey is a "sure cure for toothache," C. C. Gray told Recorder George Johnson the other day, following his arrest on charges of intoxication.
"I had a terrific toothache," young Gray said. "At first I took more paregoric and aspirin, but that didn't help much. Then I took a drink of corn whiskey. The three together went to my head and proved a perfect remedy."

STARS PRESAGE FATE
Breton seamen have great belief in the stars and disconsolate indeed he who sees in the heavens at night, just one star. It is to him "the lone star" presaging his passing on. The Persians have a belief that all the unnumbered stars are the ghosts of men and the Australian bush men have a saying that it "Good men become stars" which is "Stars are souls and when a child akin to the Teutonic saying that, dies God makes a new star."
MONKEY IN HANDBAG
Women's latest whims include gloves of black kid, worked with a faint red pattern to match a frock; an orthodox evening attire for a society belle, a part of which is a muff worn on all occasions indoors and outdoors; one that attracted most notice of all was an American girl abroad dancing with a monkey no bigger than an orange, snuggled in a handbag at her wrist.

TWO MORE PLANE CARRIERS FOR G. B.
LONDON, March 7.—The British admiralty is considering a proposal to convert two of its biggest light cruisers, the Courageous and the Glodious, into naval aircraft carriers, bringing the number of these up-to-date carriers in active commission when completed to three.
The two ships will have to be reconstructed practically from the water-line, and the reconstruction work will take several months to complete.
Critics are asking whether it would not be cheaper to build two entirely new ships.
FOR MAKING DYES
Processes have been discovered in Manchuria and patented, for the manufacture of brown and black dyese from kaolang bran, which is produced there in practically unlimited quantities.
